Elites
The elites — also referred to as the ruling class, power elite, global cabal, or hidden hand — are, in conspiracy theory and exopolitics research, the small group of dynastic families, intelligence agency directors, financial institutions, and transnational organizations that collectively manage terrestrial political and economic systems, and who are understood to have maintained covert relationships with non-human intelligent beings (non-human intelligent beings) since at least the mid-twentieth century.

Dynastic bloodlines
The 13 ruling bloodlines identified in the Hidden Hand dialogue — including families associated with the Rothschilds, Rockefellers, Onassis, Li, Collins, and DuPont dynasties — are described as having maintained their positions across centuries through intermarriage, esoteric initiation, and control of monetary systems.
Intelligence apparatus
Kerry Cassidy, Steven Greer, and related researchers identify the permanent intelligence apparatus — particularly factions within the CIA, NSA, DIA, and MI6 — as the operational arm of elite control, managing unacknowledged special access programs (USAPs) relating to crash-retrieved technology, non-human intelligent being relations, and compartmented treaty obligations.
Transnational institutions
The World Economic Forum (WEF), Bank for International Settlements (BIS), Council on Foreign Relations (CFR), Bilderberg Group, Trilateral Commission, and associated NGOs are identified as coordinating bodies through which national governments are directed in ways not accountable to democratic oversight. Nick Bryant's documentation of the Epstein-Maxwell blackmail network demonstrates one mechanism by which elites maintain coercive control over political actors: "Holding as many U.S. politicians and elites as they possibly can with blackmail."
Relationship to ET secrecy
The exopolitical dimension of elite control centres on the Majestic 12 and successor bodies — the classified committees that since 1947 have managed the relationship between terrestrial governments and non-human intelligent being groups. Laura Eisenhower (granddaughter of President Dwight D. Eisenhower) describes the power elite as having deliberately excluded genuinely elected representatives from knowledge of non-human intelligent being contacts, concentrating that knowledge in private corporate and military-intelligence structures beyond democratic accountability.
The Tau-9 treaty framework and predecessor agreements (the alleged 1954 Greada Treaty) are understood as contracts negotiated between non-human intelligent being groups and elite proxies — not elected governments — in exchange for technology access, granting certain non-human intelligent being groups latitude for human biological experimentation.
The Cabal and non-human intelligent being alignment
Researchers including Alex Collier, Elena Danaan, and the Cosmic Agency transmissions describe a subset of the elite — termed the Cabal — as having entered into a genuinely subservient relationship with Nebu and Draco reptilians non-human intelligent being groups, accepting their direction in exchange for personal power and longevity technologies. In this framing, the elites' suppression of free energy, scalar propulsion, and ET-contact information serves non-human intelligent being strategic interests in maintaining Earth as a controlled resource preserve.
