List of whistleblowers related to non-human intelligent beings
The whistleblowers related to non-human intelligent beings are the current or former U.S. government, military and corporate personnel who have publicly alleged direct or secondhand knowledge of non-human intelligence — a briefing on extraterrestrial beings, personal contact with an entity, work on recovered non-human material or biologics, or membership in a program said to manage such contact — listed below in approximate chronological order of first public account. The earliest is Bill Cooper, who first delivered his account of the Majestic-12 material he says he read between 1970 and 1973 as a member of the Pacific Fleet commander's intelligence briefing team at the Mutual UFO Network (MUFON) Symposium of July 1989, and who himself termed it a hypothesis. Of the eighteen figures, seventeen spoke under their own names; Henry Deacon gave his accounts under a pseudonym assigned by his interviewer, and his identity is given elsewhere as Arthur Neumann, and he spoke in interviews for Project Camelot.
The accounts run from sworn and congressionally solicited testimony — David Grusch and Karl Nell before the House Oversight Committee and in a protected Intelligence Community Inspector General disclosure — to memoirs and interviews given decades after the events, such as William Tompkins's 2015 autobiography. Grusch and Luis Elizondo have each described their public statements as cleared, or tacitly permitted, by the Department of Defense. The doubts attach to particular entries rather than to the roster: the science writer Kendrick Frazier and others have called the Majestic-12 documents on which several accounts rest forged, the Department of Defense disputed Elizondo's leadership of the AATIP even as former Senate Majority Leader Harry Reid affirmed it, and Deacon's pseudonymous identity cannot be checked.
A claimant is seated only on a genuine tie to non-human beings of his or her own; a disclosure that concerns only exotic propulsion, a secret space program or an elite control structure belongs on the sibling roster List of people who have participated in secret space programs, with which several entries overlap, and List of anonymous UFO witnesses is the companion roster of claimants who withheld their legal identities. The list broadens the earlier, narrower Majestic-12 compilation, because Majestic 12 is, on the sources' own telling, one name among several — MAJIC, the Majestic Joint Intelligence Committee, "the Cabal" — for a body whose composition, continuity and even continued existence are themselves disputed.
