Project SIGMA
Project SIGMA is an alleged United States government program purportedly tasked with establishing and maintaining electronic communication with extraterrestrial intelligences. According to Milton William Cooper, the program originated in efforts to broadcast radio signals into space following the death of EBE-1 on June 18, 1952, in order to re-establish contact with the species to which EBE-1 had belonged. According to Cooper, the National Security Agency was created by secret executive order on November 4, 1952, with the decipherment of alien communications and the establishment of a dialogue as its alleged primary purpose.
Origins
EBE-1 — the extraterrestrial biological entity recovered from the 1947 1947 Roswell incident — died in U.S. government custody on June 18, 1952, having been kept alive for five years despite the inability of military medical personnel to effectively treat its physiology. EBE-1 was a chlorophyll-based organism that processed food into energy similarly to plants and excreted waste through analogous mechanisms; botanist Dr. Guillermo Mendoza was brought in to attempt to save EBE-1 but was unsuccessful, subsequently becoming the government's foremost authority on alien biology. Following EBE-1's death, the U.S. began broadcasting radio signals into space in a "futile attempt" to contact EBE-1's species, beginning early in 1952. This effort continued as a program of good faith and was eventually designated code name SIGMA.
NSA establishment and mandate
President Harry S. Truman created the National Security Agency by secret executive order on November 4, 1952 — the same year that EBE-1 died — with two stated primary purposes: to decipher alien communications and establish a dialogue, and to monitor all communications and emissions worldwide for intelligence gathering. The NSA was structured under executive order to be exempt from all laws that do not specifically name the NSA in their text, and all other intelligence functions were secondary to the original alien-communications mandate.
Operations
Project SIGMA intercepted alien radio communications and, through a sustained program of radio transmission into space, successfully made contact with a group of Grey aliens orbiting Earth near the equator. This initial electronic contact led to arrangements for direct face-to-face meetings, which were conducted under a separate program designated Project PLATO.
In 1953, astronomers discovered large objects moving toward Earth, initially believed to be asteroids; later analysis indicated they could only be spacecraft. The objects eventually took up high-equatorial orbits and were identified as several huge ships of unknown intent. Project SIGMA — operating alongside a new Project PLATO — used radio communications with a computer binary language to arrange a landing that resulted in direct face-to-face contact with extraterrestrial beings.
Hostage exchange
As part of the agreements negotiated through Project PLATO and formalized at Edwards Air Force Base in February 1954 as the Greada Treaty, an exchange of personnel took place between the United States and the alien delegation. The alien ambassador who remained as a pledge of good faith was designated "His Omnipotent Highness Crlll or Krlll" (pronounced "Crill" or "Krill"), also known as EBE-2. This exchange took place against the backdrop of the 1952 MJ-12 surrender agreement, which had already given Majestic 12 sole authority over extraterrestrial negotiations. Sixteen personnel from each side were exchanged under the treaty terms, with the human contingent sent to visit the aliens' planet and the alien contingent assigned to underground bases in the United States.
Project Aquarius sub-program
The Project Aquarius Briefing Document — a purported MJ-12 document marked TS/ORCON — lists Project SIGMA as a sub-program established in 1954 to establish communication with aliens. According to the document, Project SIGMA originally formed as part of Project GLEEM in 1954, became a separate project in 1976, and achieved "primitive contact" in 1959. The document further records a three-hour face-to-face exchange with two aliens in New Mexico on April 25, 1964. It was elevated to a separate project in 1976, and the Aquarius document notes that its mission "met with positive success."
NSA organizational purpose
Dr. Michael Wolf, a scientist who worked on classified NSC programs with ABOVE TOP SECRET clearance, corroborated the alien-communications origin story of the NSA in a 1998 interview for Nexus Magazine, stating that the agency's alien communications mandate predated almost all other intelligence community functions and that its true organizational purpose remained largely unknown to most of its own personnel. Wolf, who stated he had been directed to generate "controlled leakage" of information about UFO reality and governmental extraterrestrial contact programs, described the interplay between communication programs and the broader MJ-12 organizational structure as predating and superseding the intelligence community's publicly known mandate.
Connection to Project PLATO and the Greada Treaty
Project SIGMA's success in establishing communication provided the diplomatic foundation for the Greada Treaty negotiations. The treaty, signed during the Eisenhower administration, extended the SIGMA framework by formalizing ongoing alien communication under Project PLATO — specifically tasked with "establishing diplomatic relations" with the Grey alien species — while SIGMA continued as the technical communications infrastructure. The broader Majestic 12 structure coordinated both programs alongside Project GRUDGE, Project PLUTO, and Project GABRIEL within the classified extraterrestrial management framework. The failed Nordic contact that preceded the Greada Treaty was partly a consequence of the diplomatic pathway SIGMA had opened with the Grey faction — the US government, having already established bilateral communication with the Greys through SIGMA, was predisposed to accept their offer over the Nordics' spiritual conditions.
