FEMA camps
FEMA camps are a network of civilian detention facilities, capable of incarcerating large numbers of people, that the Federal Emergency Management Agency is alleged to maintain, or to have prepared, across the United States — to be activated under conditions of national emergency, martial law, or social unrest as a mechanism of population control and enforcement by the federal government.
Rex 84 — confirmed foundation
The factual foundation for FEMA camp claims is Rex 84 (Readiness Exercise 1984), a classified plan developed by Oliver North and FEMA director Louis Giuffrida in 1984, which provided for the suspension of the U.S. Constitution, declaration of martial law, and detention of hundreds of thousands of "alien enemies" and American citizens identified as political threats in the event of a national crisis or large-scale anti-war protest during a Central American military operation.
Rex 84's existence was partially exposed during the Iran-Contra hearings in 1987. Congressman Jack Brooks attempted to question Oliver North about it during televised hearings; he was shut down by committee chairman Daniel Inouye, who declared the subject too sensitive for open session. The exchange was broadcast live and is preserved on video, making Rex 84 one of the few elements of FEMA camp claims that has direct contemporaneous Congressional confirmation.
Garden Plot and Cable Splicer
Operation Garden Plot and Operation Cable Splicer were U.S. Army civil disturbance response programs developed in the late 1960s, following the urban uprisings of 1967–1968. Garden Plot established a nationwide framework for military response to civil disorder, including crowd control, detention of "agitators," and coordination between military and civilian law enforcement. Cable Splicer was the regional rehearsal program — described in California's military planning documents as a sub-plan of Garden Plot designed for the orderly federal takeover of state and local governments. Both programs were designed in the context of anti-Vietnam War protest and the civil rights movement.
These programs established the institutional infrastructure — inter-agency protocols, detention frameworks, and legal authorities — that FEMA camp researchers argue was subsequently maintained and expanded.
Executive orders and Army doctrine
Executive Order 11490 (1969), which consolidates emergency preparedness functions including control of transportation, communications, food resources, and civilian labor, is among the executive orders cited as the legal architecture for mass civilian detention.[citation needed] The U.S. Army Field Manual FM 3-39.40, Internment and Resettlement Operations (2010), provides detailed doctrine for the establishment and operation of civilian internment camps in both overseas theaters and, critics note, domestic environments. The manual covers camp layout, processing of detainees, psychological operations targeting internees, and coordination with civilian agencies. Its domestic applicability is disputed by the Army; critics argue the text does not restrict its provisions to foreign theaters.
Facility claims
FEMA camp claims identify various facilities as potential civilian detention sites:
- FEMA emergency management regions have pre-designated assembly points and facilities
- Mothballed military bases identified under BRAC (Base Realignment and Closure) processes as potential emergency use facilities
- The claim of plastic coffin lids (actually grave liners) visible from satellite in a field in Madison, Georgia, produced as evidence of mass-casualty preparation infrastructure
No confirmed, publicly documented network of purpose-built civilian internment camps under FEMA jurisdiction has been verified by independent investigation.
Jesse Ventura investigation
Former Minnesota governor Jesse Ventura investigated the FEMA camp allegations for his Conspiracy Theory with Jesse Ventura program on TruTV. The episode, which aired in 2010, examined facilities Ventura's team identified as potential detention sites and included interviews with researchers who alleged that FEMA had pre-positioned resources for mass-casualty events, including the plastic coffin liners visible from satellite imagery in Madison, Georgia.[citation needed] The episode was pulled from scheduled reruns after its initial broadcast.[citation needed]
Continuity of Government connection
Rex 84 was part of a broader Continuity of Government (COG) framework developed during the Reagan administration of President Reagan. The program's operational heart was Mount Weather, a classified underground facility in Virginia designated under the official title "The Continuity of Government Program" — congressional attempts to investigate it were blocked, with the director refusing to describe "the role and the mission and the capability" of the installation. This framework — which included secret facilities, alternate command authorities, and pre-planned executive powers — was the subject of a 2002 Atlantic investigation showing that the COG machinery had been activated on September 11, 2001, without Congressional notification. The COG framework provides legal and institutional scaffolding that would support rapid implementation of mass detention authorities.
COVID-19 precedent
Robert F. Kennedy Jr. has argued that the COVID-19 pandemic demonstrated the latent functionality of a FEMA-style detention-and-compliance architecture — not through formal camp activation but through the systematic suspension of constitutional rights by administrative order. Kennedy noted that the response to COVID-19 eliminated: freedom of worship (all churches closed for a year without notice-and-comment rulemaking), freedom of assembly (social distancing mandates), property rights (3.3 million businesses closed without due process), and the right to jury trials (vaccine-injury liability shields). In Kennedy's analysis, "there is no pandemic exemption in the United States Constitution" — and the ease with which these suspensions occurred without legislative authorization or judicial challenge illustrates the readiness of the underlying infrastructure to operate at larger scale.
Suppressed constitutional authority
William Cooper identified FEMA's ostensible emergency management function as a deliberate cover for its actual purpose — the seizure of governmental authority under conditions of declared emergency. In his audio recordings of Behold a Pale Horse, Cooper stated: "FEMA was incompetent because emergency management is just a guise for its real purpose, which is to take over local, state, and federal government in case of a national emergency." Cooper traced the legal mechanism through Executive Order 11051 and its predecessors: "The only thing that has to happen for FEMA to be able to implement all the executive orders... is for the President to declare a national emergency of any type as long as it's a national emergency."
Cooper explicitly connected the Rex 84 exercise to FEMA's detention infrastructure: "They've already tested their capabilities in April 1984 with Rex 84, and that was designed to test the readiness of the United States civilian and military agencies to respond to a serious national security crisis." He also described the endgame explicitly: "The government will then suspend the constitution and declare martial law. The secret alien army of implanted humans and all dissidents, which translates into anyone they choose, will be rounded up and placed in the 1-mile-square concentration camps which already exist."
Rex 84 and detention infrastructure
In a 2022 discussion with Dan Burisch on the Con Men Podcast, the hosts connected Rex 84 explicitly to the FEMA camp network, describing it as "a readiness program where they have all these camps where they're going to start putting people in them — they're FEMA camps and they're all over the country... able to fit thousands of people." The hosts also referenced the plastic coffin-lid imagery as a key early-2010s piece of evidence circulating in conspiracy research communities: "he had some videos of FEMA camps being built and there were all these, sort of like plastic kind of coffins and stacks." Burisch — who is primarily known for his testimony on Project Looking Glass and ET contact at Area 51 — did not dispute the FEMA camp claims in the conversation. The 2012 period is identified in this account as a peak moment for FEMA camp concerns within alternative research communities.
Connection to one world government
Within the grand conspiracy theory, the camps are enforcement infrastructure for a planned one world government and its New World Order, to be activated during a manufactured crisis that would justify the suspension of national sovereignty and constitutional protections.[citation needed] Milton William Cooper described in Behold a Pale Horse "one-mile-square concentration camps which already exist" as part of this infrastructure, and in his public lectures set out the scenario in detail: a manufactured terrorist nuclear threat would be used to justify the suspension of the Constitution and a declaration of martial law, after which "all dissidents, which translated into anyone they choose, will be rounded up and will be placed in concentration camps which already exist throughout the country," an operation that "was rehearsed by the government and military in 1984 under the code name REX 84 and it went off without a hitch."
Smart cities as modern FEMA camps
Laura Eisenhower has argued that the FEMA camp concept has evolved beyond physical detention facilities into the smart city model, in which populations are concentrated into controlled urban environments rather than traditional camps. Policies driving rural depopulation and coastal evacuation, in her reading, serve the same function as earlier detention planning: consolidating populations under centralized surveillance and control.
