French Secret Space Program
The French Secret Space Program is an alleged covert secret space program run by France jointly with the United States and flown in the carrier-like Solaris of the Solar Warden fleet. It is described by two insiders: the filmmaker Jean-Charles Moyen, a former parachute-commando conscript, and the author and intuitive artist David Rousseau. Each says he was recruited as a child in 1981–82, served a 20-year tour from the 1980s to around 2001–2011 and was then age-regressed and had his memory wiped. Both place the program's roots in wartime French–American cooperation and describe its work as rescue missions against Draco slavers on Mars, Ceres and in the Alpha Draconis and Delta Draconis systems, in company with Galactic Confederation ships and crews. Michael Salla brought their accounts to an English-speaking audience on Exopolitics Today from December 2021.
The two accounts converge on a 1982 classroom aboard the Solaris in which Maria Orsic seated the two boys side by side, which Michael Salla calls a rare case of two separate contact cases describing the same experience. Moyen says the matching scenes emerged after he read Rousseau's book and the two spoke by video call, and that each then underwent regression hypnosis separately, Moyen without telling Rousseau, in sessions run by his wife with the Dolores Cannon method, and Rousseau with a hypnotherapist cousin. Moyen presented his first film, a mix of documentary and fiction in the manner of The X-Files, as a discreet way of bringing his revelation across, and cites the former French intelligence head Alain Juillet as having said on air that reverse-engineered craft were flying in French skies in the mid-1980s.
Origins and historical background
According to Moyen, the roots of the French SSP stretch to the Second World War, when American forces helped develop covert underground facilities on French soil that were subsequently handed over to France after liberation. Moyen claims that Draco Reptilians were secretly involved in supporting Nazi Germany's technological development, and that French and American intelligence services acquired this knowledge through wartime espionage.
Moyen states that after the war, France continued to work closely with the United States in reverse-engineering recovered exotic craft, ultimately contributing scientists and resources to the joint Solar Warden program. He also refers to the French physicist Jean-Pierre Petit and his work on magnetohydrodynamic (MHD) propulsion as an example of non-human-derived technology being developed within French scientific circles.
Recruitment and training
The French SSP allegedly identified and recruited candidates in childhood through medical screening and psychic aptitude testing. Jean-Charles Moyen describes being identified at age 13 in 1982, when a sunstroke at summer camp led to a brain scan that showed a small metal capsule; he was subsequently taken down by elevator to a hangar and then a base where children were assessed for speed, logic, clairvoyance, telekinesis and fear tolerance, wearing black jumpsuits bearing a silver winged-horse emblem. At the conclusion of testing, Moyen reports being approached by a Mantis being who informed him telepathically that he had been chosen, after which he was mind-wiped and returned to the hospital.
David Rousseau describes a parallel but distinct recruitment path beginning in 1981 at the age of eight. Following an alleged childhood Gray abduction — which Rousseau believes was reported by the Grays to French and American military authorities pursuant to existing agreements — he was approached aboard a TR-3B craft by a French-speaking American general and invited to join the program. He was taken to the S-4 facility in Nevada for psychic and empathic testing alongside adult scientists.
Both recruits were subsequently brought aboard the Solaris for training. In the summer of 1982, Moyen and Rousseau were placed in the same classroom alongside extraterrestrial children, under the instruction of a figure both identify as Maria Orsic. Each describes the classroom meeting, which Salla calls a rare case of two separate contact cases describing the same experience.
Moyen's formal 20 and Back service reportedly began in 1991, when he was conscripted into the French military as a parachute commando. After a shoulder injury led to hospitalization in a Paris military hospital, he was sedated, subjected to a DNA verification scan, and transported through a portal where he was met by Maria Orsic and inducted into active duty.
Operations
During their claimed 20-year tours, both Moyen and Rousseau served aboard the Solaris in what they describe as rescue and diplomatic missions across the solar system and beyond. Moyen reportedly rose to the rank of captain and later commander, leading mixed squads of up to 15 personnel — humans, hybrids, and extraterrestrials — while Rousseau served primarily as an empathic and telepathic liaison, enabling communication with species that humans could not interface with directly.
The program's primary combat operations allegedly consisted of rescue missions targeting humans and alien women and children held in slavery by Draco Reptilians, specifically a subspecies identified as the Black Draco. Moyen recalls operations on Mars, Ceres, the Moon, and in the Alpha Draconis and Delta Draconis systems. Both witnesses describe a particularly dangerous Mars rescue mission during which Moyen was severely wounded in the abdomen by a Draco's tail and Rousseau was stabbed in the side with an unknown metal dagger; Moyen was evacuated to the Solaris and healed in a medical regeneration bed thanks to Rousseau's unit. During another Mars operation, Arcturians reportedly arrived to assist with blue transport spheres, evacuating rescued families to safety.
At the conclusion of their respective tours, both Moyen and Rousseau state they underwent age regression and memory erasure before being returned to their original timelines — Moyen to the 1990s and Rousseau to France around 2001. Rousseau states he maintained post-program contact with Earth Alliance military personnel and documented his experiences in a French-language four-volume autobiography series beginning with Beyond Our World.
The Solaris and its relationship to Solar Warden
Both Moyen and Rousseau identify the Solaris as the primary craft of the French SSP — a large aircraft-carrier-like vessel described as carrying several thousand crew members, with departments for botany, tactics, and technology, inner lakes, and separate living sections for different alien races. The Solaris is described as belonging to the Solar Warden fleet — a joint Franco-American program — and as displaying both a French and an American flag inside its interior. Although the program's origins were Franco-American, Rousseau states that after several years other nations joined and it became multinational, with Asian and Russian personnel also encountered aboard.
The crew of the Solaris included not only American and French nationals but Grays, blue beings, and other ET races working alongside humans and hybrids. Moyen specifically recalls also serving aboard the Excelsior, which he describes as a colossal city-sized mother ship under a glass dome, used more for living and diplomacy than combat. Salla asks Moyen about David Rousseau and a person he names as Melanie, who he says have also come forward to say they served on the Solaris.
ET contact and alliances
The French SSP is described as operating within and alongside the Galactic Federation of Worlds (also called the Galactic Confederation or Alliance of Worlds), whose spacecraft and personnel served on or alongside the Solaris. Moyen reports that a principal agreement between the Galactic Confederation and the French SSP obligated the program to keep the Confederation informed of Draco Reptilian activities on Earth and in allied solar systems, though he states that the reptilians repeatedly violated these agreements and triggered ongoing conflicts.
Both insiders identify Maria Orsic — a Vril Society figure reportedly connected to early Nazi UFO development — as an instructor aboard the Solaris, credited with building the ship and holding high rank within the Galactic Confederation. Rousseau also reports spending time aboard an Arcturian starship associated with a council he calls the Alliance of Worlds, whom he identifies as among the Seeder races responsible for life on Earth. Both witnesses describe childhood contact with extraterrestrial guides — Moyen with a being named Victor and Rousseau with a Pleiadian named Ishael — who they say facilitated their entry into the program.
Disclosure
Moyen first disclosed his experiences through South Shore Origin, a feature mixing documentary and fiction in the style of The X-Files, which he says he made to bring his revelation across discreetly. His documentary Starseed Revelation he describes as not fiction but a direct account of his life, and a second part followed; Salla introduced the sequel South Shore Origin 2 (Rive-Sud Origine 2) in 2023 as the film in which Moyen sets out his experiences as a contactee and in a French–American secret space program. The films are available through his website with subtitles in several languages.
In December 2021, Salla interviewed Moyen for Exopolitics Today and thanked him for revealing information about the French program to an English-speaking audience around the world. In January 2022 Salla interviewed Rousseau, who spoke through a translator. In a later joint episode of Exopolitics Today Salla told the two that their stories intertwine in their experiences of the French secret space program and of contact with extraterrestrials. In November 2023 Salla interviewed Moyen at the Galactic Spiritual Informers Connection Conference on the origins and wider history of the program.
Moyen has expressed confidence that France is slowly approaching its own disclosure moment, noting the establishment of a French Space Force and citing the earlier 1999 COMETA report, a study by senior French officials arguing that extraterrestrials best explain the UFO phenomenon, as a precedent for official French transparency on these matters.
French participation in multinational programs
The involvement of France in covert space programs is placed in broader institutional context by Michael Salla's 2015 book, which describes France as among the countries with sufficient civilian space expertise and political standing to be incorporated into expanding multinational secret space arrangements beginning in the Cold War era. Salla notes that the U.S. required international cooperation to exploit recovered extraterrestrial and Nazi technologies, and that major spacefaring nations including France "had significant space expertise and would be prepared to invest heavily into studying any advanced technologies that came into their possession" — on the condition they received "a significant stake in the final product being created." The Solar Warden military program itself, according to Salla's analysis of Corey Goode's testimony, was primarily staffed from the Five Eyes nations, while a fourth program — the "Global Galactic League of Nations Space Program" — was created specifically to accommodate nations not adequately represented in the existing three programs.
