NATO

NATO (North Atlantic Treaty Organization) is a multinational military alliance of European and North American states, established in 1949. It is the channel through which member-state UAP encounter data and classification protocols have been shared (and suppressed) since the 1950s — with early examples including the JANAP 146 and Air Force Regulation 200-2 reporting chains that imposed criminal penalties on military personnel who publicly disclosed UAP encounters, and which were extended to NATO-affiliated forces through bilateral agreements. NATO's 1961 "Assessment of the Situation" document — leaked by Timothy Good and others — indicated that the alliance was treating UAP as a serious intelligence matter requiring classified handling, years before this was acknowledged publicly.

Nuclear facility incursions

James Fox, documentary filmmaker behind The Phenomenon, reported a direct statement from former U.S. Senate Majority Leader Harry Reid — who initiated the AATIP program — on the core security concern that NATO-area nuclear forces shared with the United States. In a brief walk-and-talk interview, Reid stated without hesitation that "the fact that there are incursions over our nuclear missile facilities, nuclear armed facilities — that is of grave concern." Fox noted that UAP incursions over nuclear-capable military facilities were documented not only in the United States but at installations of NATO member states.

European UAP programs

Several NATO member states have released national UAP files following UAP disclosure pressure in the 2010s–2020s, including France (GEIPAN, COMETA report 1999), the UK (Ministry of Defence files, released 2008–2012), and Belgium (1989–1990 wave, investigated with military cooperation). The COMETA Report — produced by former French military and intelligence officials — concluded that the extraterrestrial hypothesis was the most plausible explanation for a subset of well-documented cases.

Christopher Mellon, former Deputy Assistant Secretary of Defense for Intelligence who served under Secretaries Cohen and Rumsfeld, stated that France has maintained an official UFO investigative group for decades through which the top six annual cases from police and military sources are analyzed by scientists and engineers each year: "France has had an official UFO investigative group for probably decades and small office, small budget, but they every year take, say, the top six cases from the police and the military and analyze them." He noted there have been years in which France reported more UAP incidents per capita than the United States.

Earth Alliance context

In Michael Salla's Earth Alliance framework, NATO is identified as one of the institutional layers through which coordinated UAP data management occurs — with alliance coordination meaning that key NHI-related intelligence is accessible to a broader group than U.S. agencies alone, but still compartmentalized from member governments' civilian leadership.
