Parent organization Association Aéronautique et Astronautique de France

The Sigma Commission is the commission of the Association Aéronautique et Astronautique de France (3AF, the French Aeronautical and Astronautical Association), the learned society of the French aerospace sector, that studies unidentified aerospace phenomena on the Association's own scientific footing, beside the state's GEIPAN at the space agency CNES. The 3AF created the commission in June 2007 under Alain Boudier, structured it as Sigma in May 2008 and, from 2013 under Luc Dini, continued it as Sigma2. It presents itself as heir to the French work done within the retired officers' group behind the COMETA report, and a May 2010 progress report stated that the central hypothesis proposed by the COMETA report is perfectly credible. The commission keeps close relations with the GEIPAN, and several of its specialists are also members of the GEIPAN's college of experts.

Founding and mandate

The 3AF's president, Michel Scheller, is reported to have created the commission in 2008 to investigate the phenomena worldwide. The 3AF's UAP commission dates from June 2007, when Alain Boudier chaired it; it took the name Sigma in May 2008 and produced its first internal report in 2010. In December 2012 the final report of the Sigma Commission was submitted to Scheller, and a Sigma2 commission was to be formed to continue the scientific investigation; Luc Dini wrote about Sigma2 in January 2013, Boudier discussed the change in a radio interview in June 2013, and the chair passed to Dini in 2013.

Reports

The Sigma2 commission published a 377-page progress report of technical analyses of unidentified-phenomena cases in June 2021, in French and English, in a summary version and a complete version, and has since held annual conferences on the subject. Its work plan covers the strategic and defence implications of the phenomena, technical analyses of their observables, methods of detection, and case studies supported by radar traces and electromagnetic signatures.
