Psionics
Psionics refers to the operational application of psychic or psi capacities — including telepathy, remote viewing, psychokinesis, and precognition — for intelligence, military, or strategic purposes. The term bridges parapsychology and applied military research, encompassing both unaugmented human psi (as developed in programs like Stargate Project) and hypothesized technologically enhanced psi — where devices, scalar fields, or pharmacological agents amplify latent human abilities.
Military psionic programs
Stargate Project
The Stargate Project — operated by the Defense Intelligence Agency and CIA from 1972 to 1995 — is the most extensively documented psionic program in the public record. Remote viewing protocols developed by Hal Puthoff and Russell Targ at Stanford Research Institute demonstrated statistically significant information retrieval at targets shielded from ordinary sensory access. Military remote viewers including Ingo Swann, Pat Price, Joseph McMoneagle, and Angela Ford were operationally tasked against Soviet military installations, hostage locations, and non-human intelligent being sites.
Angela Ford, an Army remote viewer, described developing her psionic capacity as a natural extension of childhood out-of-body experiences beginning at ages three to five.
Soviet psychotronics
Soviet psionic research — conducted under the rubric of psychotronics — operated in parallel with American programs from the 1960s through the 1980s, with particular focus on psychokinesis (the ability to affect physical matter through mental intention) and psychic warfare: the use of directed psi to disorient, incapacitate, or kill adversaries at a distance. Soviet researchers including Nina Kulagina demonstrated measurable psychokinetic effects on biological tissue under controlled laboratory conditions.
ET contact and psionic ability
Multiple contactee and whistleblower accounts report that extended contact with non-human intelligent beings — particularly those operating in higher densities — produces measurable enhancement of the human psionic baseline. Steven Greer developed the CE-5 Protocol precisely to leverage human telepathy as a contact modality, using coordinated group intention to invite ET approach.
Jay Anderson described his introduction to operationally structured psionics through Steven Greer's CE-5 contact protocols, noting that Greer's work represented a systematic approach to what had previously been treated as anomalous individual experience.
Technologically assisted psionics
Several secret space program witnesses describe devices that amplify or interface with human psionic capacity — including the neural interface helmets reported by Corey Goode aboard ICC vessels, and the looking glass technology allegedly used to read probable futures through psi-enhanced quantum observation. The relationship between psionic enhancement and scalar wave technology is a recurring theme in the testimony of Daniel Burisch and other insiders.
Greer has described an even darker dimension of classified psionic programs: the alleged trafficking of children and women identified as having elevated psi capacities into compartmented consciousness-interface experiments, with most subjects reportedly not surviving the process.
Psionic Predisposition Potential (P3)
Michael Herrera, a former U.S. Marine who testified to AARO in 2023, described a classified personnel-screening protocol called "Psionic Predisposition Potential" (P3) used by a clandestine organization to identify individuals with elevated psionic capacities at a genetic level, then deploy them as interface operators for recovered extraterrestrial technology. According to Herrera, the P3 assets are kept on elevated serotonin regimens and the organization has refined this program over decades — including a multi-generational selective breeding component intended to produce individuals with reliably high psionic yield. P3 assets are reportedly used to "summon" ET craft into materialization range before they are targeted with advanced electromagnetic pulse weapons.
Psionic assists (Sheehan)
Daniel Sheehan described a classified program called "psionic assists" amplifying telepathic capacity through technology, associated with significant neurological hazards.
