Deep sea alien bases
Deep sea alien bases — also called underwater alien bases or undersea extraterrestrial facilities — are alleged permanent installations purportedly maintained by non-human intelligent beings on the floors of Earth's oceans, reported by military personnel, government insiders, and contactees across multiple decades. The phenomenon is closely linked to unidentified submerged objects (USOs) and to classified Navy and CIA programs described by researchers as the oceanic counterpart to the Area 51 complex. Hal Puthoff allows that the beings associated with the craft may be "a different species that broke off from us" that has "set up a civilization embedded in the seabed" — the sea-floor variant of the cryptoterrestrial hypothesis, whose cryptoterrestrials are native to Earth, as against the extraterrestrial hypothesis's visitors from other worlds.
Reported locations
| Location | Depth / Size | Description | Source / Witness |
|---|---|---|---|
| Puerto Rico Trench / northwest coast | ~30,000 ft (Atlantic) | USO cases since the early 1960s, concentrated near Aguada and the Navy installation at Roosevelt Roads[5] | Richard Dolan |
| U.S. Atlantic seaboard (Florida to Canada), Gulf of Mexico, Catalina Island | Various | Identified as high-density USO zones across Dolan's 700-case database[6] | Richard Dolan |
| Rockall Trough, North Atlantic (250 mi W of Aberdeen) | ~8,000 ft | Site of a 1991-1992 Navy DSRV retrieval of a triangular craft with glyph writing[7] | "Mark" (former DSRV crew), via Art Bell |
| Atlantic, near Bermuda Triangle | Seafloor | Three interconnected domed underwater cities (~2 mi square, 0.5 mi tall each) linked by tubes, built around activated underwater pyramids, populated by tall pale humanoids; additional cities reported in Pacific and near Antarctica[8][9][10] | "JP" (pseudonym), via Michael Salla (2022) |
| Off Guadalupe Island, Pacific | Seafloor | Described as a confirmed underwater base; reason the Nimitz carrier group was deployed to the area[11] | Danny Sheehan (2024) |
| Near Sedona, Arizona | Surface / underground | Joint base staffed by tall whites, tall grays, and seven-foot "mantis people" in apparent command positions[12] | Daniel Sheehan (2024) |
| AUTEC, Bahamas | Deep water | Navy installation described as the "underwater Area 51"; coincides with one of the highest-density USO zones globally[13][14] | Richard Dolan |
Michael Salla cites Phoenician records of the sea god Dagon and the Babylonian Ea/Enki as the earliest documentation of beings who came out of the ocean and shared advanced technology and wisdom with surface humans, and reads present-day USO sightings as manifestations of an underwater civilization that has lived in Earth's oceans since those encounters. French contactee Jean-Charles Moyen describes being taken at the age of ten to an underwater complex of three hemisphere-shaped structures connected by tubes, in the same Bermuda Triangle area as JP's three domed cities, which Salla regards as very likely the same installation. Sheehan says of the Guadalupe Island site: "There's an underwater base for sure right off Guadalupe Island down underneath the sea... they monitored over a hundred sightings of UFOs coming and going down into the ocean right there."
The National Underwater Reconnaissance Office
The National Underwater Reconnaissance Office (NURO) is a classified U.S. intelligence agency founded in 1969 to coordinate CIA and Navy underwater reconnaissance, analogous to the National Reconnaissance Office (NRO). Its secrecy level exceeds the NRO — admirals interviewed by researcher UAP Gerb were unaware of its existence. Former Admiral and CIA Deputy Director Bobby Ray Inman first publicly acknowledged directing NURO in a 2018 university speech but stated he still could not discuss its activities. Richard Dolan described NURO as "incredibly secretive" and a strong candidate for having collected data on anomalous underwater phenomena. NURO's operational vessels included the USS Halibut, USS Seawolf, USS Jimmy Carter, and the Glomar Explorer; its founding programs included Operation Ivy Bells.
Project Sand Dollar and the sea-floor inventory
In 1965, John P. Craven — Chief Scientist of Special Projects for the United States Navy — received a classified briefing on Project Sand Dollar, described as an itemized inventory of objects on the sea floor deemed of national security importance, hidden within the Polaris submarine missile program as a program-within-a-program. Following this briefing, Craven established the Deep Submergence Systems Project (DSP) and developed the DSRV and DSSV (Deep Submergence Search Vehicle) — nominally for submarine rescue, but used, according to Craven's own memoirs, on numerous clandestine operations despite no official submarine losses after the USS Thresher sinking. The Navy had long held the Sand Dollar inventory but lacked the engineering capability to retrieve the catalogued objects until Craven's programs made deep-sea recovery possible.
Notable retrieval cases
| Date | Location | Object description | Witness | Notes |
|---|---|---|---|---|
| 1972 | North of Hawaii (recovered); seen at Great Lakes Naval Station, Chicago | Teardrop- or egg-shaped craft, no visible propulsion | "RK" (pseudonym), via Leonard Stringfield | Brought down by naval destroyer; recovered by Glomar Explorer; seen by RK while delivering orders at Great Lakes[26] |
| 1991-1992 | Rockall Trough, North Atlantic (~250 mi W of Aberdeen) | Triangular craft, ~70 ft long, glyph writing along circumference (similar to Kecksburg and Roswell I-beam), no cockpit or propulsion | "Mark" (former DSRV crew), via Art Bell (~2002) | Detected by radiological survey at ~8,000 ft depth; embedded in sea floor for est. 30-40 years; rose 3-4x faster than expected weight when buoyancy applied; crew dismissed without debriefing[27][28] |
| 2017 | Gulf of Mexico (between two oil rigs) | Football-field-plus-sized flying saucer | Oil-rig workers, reported to NUFORC | Emerged from ocean dripping water, accelerated away; NUFORC director Peter Davenport found witness highly credible[29] |
USO origin estimates
Dan Willis, a former Navy cryptographic communications specialist who received the 1969 Alaska UAP intercept message, states that naval and Soviet intelligence both concluded that more than half of all UAPs entering and leaving Earth's atmosphere originate from underwater locations, and identifies a region in the Alaska Triangle as a probable site of a subsurface extraterrestrial base.
Military reporting and suppression
Rep. Tim Burchett (R-TN), speaking on the Tucker Carlson program, recounted a conversation with a senior Navy official who described underwater objects moving at 200 miles per hour — roughly five times faster than the fastest known Navy submarine technology — and as large as a football field, detected in "five or six deep water areas" showing high USO density. Burchett stated that following a multi-ship sighting, the mission was scrubbed and all internet traffic from the exercise was erased — except for copies made by one officer who had anticipated the purge.
Rationale for ocean concealment
The ocean's non-compressible, stable-pressure environment is cited — along with shielding from solar radiation and relatively constant temperatures compared to the surface — as conditions that could be ideal for entities from other planetary environments. Statistical analysis of a 700-case database shows that USO sightings shifted from a roughly equal day/night distribution before 1967-68 to approximately 75% nocturnal thereafter — a pattern interpreted as behavioral adaptation to increased human underwater surveillance technology, including nuclear submarine patrols and early SOSUS arrays. Researcher Richard Souter documented illustrations commissioned by the U.S. Navy in the late 1960s depicting undersea bases and operations. Joseph P. Farrell holds the ocean floor ideal for a civilization that wishes to stay hidden because Earth's oceans remain largely unexplored, and cites the multi-decade record of USO reports of objects zipping along at speeds no submarine can match as showing that something has been operating there throughout the modern UFO era.
Submarine encounters
Multiple U.S. Navy submarine personnel have described encounters with underwater objects exceeding known human engineering capability. Former AATIP director Luis Elizondo recounted that a submariner described tracking an object at "hundreds and hundreds of knots underwater" — roughly an order of magnitude beyond the fastest known U.S. submarine — that was "bigger than our own submarine." When asked what protocol his crew followed upon encountering such objects, the submariner replied: "We go around." Elizondo separately described a video in which an object comparable in size to an offshore oil derrick was filmed traveling at 450--550 knots underwater.
