National Reconnaissance Office

The National Reconnaissance Office (NRO) is the U.S. intelligence agency responsible for designing, building, and operating the nation's spy satellite systems — and has been identified by UAP disclosure whistleblowers including David Grusch as a central institutional node in the classified non-human intelligence program infrastructure, with its personnel having conducted authorized investigations into unacknowledged special access programs bearing on UFO crash retrieval.

NRO and the UAP Task Force

David Grusch served in a dual role as the NGA's representative to the UAP Task Force and simultaneously carried his NRO affiliation — a combination that gave him both the access and the analytic standing to investigate classified programs across the intelligence community. Jeremy Corbell, who worked closely with Grusch prior to and following his congressional testimony, stated that Grusch was "a guy from the National Reconnaissance Office, the National Geospatial Intelligence Agency — this guy has been in the intelligence community a long time," and that the NRO position gave Grusch the mandate to review over 2,000 Special Access Programs. Corbell further described how, in the days immediately following Grusch's first public meeting with journalists, he was escorted out of the NGA — his active posting — under a fabricated time-card pretext: "he's walked out of the Geospatial Intelligence Agency or NRO, depending on which one you want to identify him with. He's out, man. And they did some bullshit on him like time card, like out of 12,000 billable hours, maybe there's like 30 hours somewhere where you didn't do it right."

Hal Puthoff, in a 2025 interview, confirmed Grusch's NRO standing, describing him as "top UAP investigator NRO office and then transferred over to NGA, National Geospatial-Intelligence Agency" — emphasizing that Grusch's briefing access at that level included preparing materials for the President of the United States.

NRO document and UAP program compartments

Steven Greer described possessing an NRO document — "secret, by satellites" — with the agency motto "We Own the Night" displayed over headquarters, which listed approximately twenty classified compartments on its distribution page including "Cosmic Ops" and "Magic Ops." Greer stated that this document was placed on the front of a briefing he prepared for President Barack Obama, and that when Admiral Thomas Wilson reviewed the same document during a Pentagon briefing, Wilson recognized one of the compartment names and attempted to gain access — only to be told by the program office that he lacked the need to know despite being the head of intelligence for the Joint Chiefs of Staff.

The alleged National Reconnaissance Organization

William Cooper, during his service in Naval Intelligence, distinguished between two separate entities that share the "NRO" initialism: the National Reconnaissance Office (responsible for spy satellites) and a supersecret organization he designated the National Reconnaissance Organization — a separate body tasked by the U.S. Army with providing security for alien-related classified projects, based at Fort Carson, Colorado, and whose personnel were organized into operational units called "Delta": "The Army was tasked to form a supersecret organization to furnish security for the alien-tasked projects. This organization became the National Reconnaissance Organization based at Fort Carson, Colorado. The specific teams trained to secure the projects were called Delta." Cooper described the distinction explicitly in a recorded interview: "NRO is the National Reconnaissance Organization that first put together the DELTA teams which were specifically assigned to security of the alien-tasked projects... there's a different NRO that you have to be careful you don't get wrapped up in, and that's the National Reconnaissance Office, which is responsible for the spy satellites."
