Tau-9 treaty
The Tau-9 Conference for the Preservation of Humanity is the name attributed to a series of treaty negotiations conducted between terrestrial human authorities and representatives of at least two extraterrestrial peoples — identified in the testimony of Dan Burisch as groups originating from the star systems of Reticulum and Orion. The framework is understood within exopolitics as a purported successor or parallel development to the earlier Greada Treaty of 1954, allegedly negotiated through Project PLATO — sharing its basic structure of technological exchange for biological access, but explicitly focused on long-term preservation of the human species in light of the J-Rod timeline problem — specifically, averting a foreseen Galactic pole-shift catastrophe (an extinction-level event) observed through Looking Glass technology and stargates.
Background
Dan Burisch (born Dan Crain) — a microbiologist who claims employment at S-4 beneath Area 51 — describes direct physical interaction with a J-Rod (a Grey-type being from a future human timeline) designated Chi'el'ah, and participation as a party in the Tau-9 negotiations. Burisch asserts that the negotiations addressed not only immediate exchange arrangements but the existential crisis represented by J-Rod genetic degeneration — the biological deterioration of future-human lineages that Greys and other entities represent, and which requires harvesting biological material from contemporary humans to correct.
Treaty structure
Michael Salla has characterised the Tau-9 framework as "an agreement based on 'mutual assistance'" — distinguishing it from earlier coercive arrangements by its more formal bilateral structure. Under the framework as described by Salla, J-Rod and Grey representatives were granted the right to conduct a limited biological program on human subjects "based on a variety of conditions that have subsequently been disputed by both sides in terms of compliance" — leading to military conflicts between human and Grey forces.
Dan Burisch's April 2004 reply to Salla addressed the ethical complexities around Chi'el'ah's consent and the biological program, while defending his participation as aimed at preserving humanity across the timeline bifurcation.
The J-Rod problem and human preservation
The Tau-9 negotiations are framed around a specific existential scenario: the J-Rods — representing a branch of the future human lineage that followed a catastrophic timeline — suffer severe neurological and biological degeneration that can only be reversed through access to present-day human biological material, particularly ganglion tissue. The "Preservation of Humanity" nomenclature refers to the effort to prevent the J-Rod timeline from becoming the dominant future — i.e., to ensure that Earth humanity follows a different, healthier evolutionary path. The extinction-level event, if unmitigated, was understood to have historically split humanity into two divergent timelines — one giving rise to the J-Rods and the other to the Orions. The P-52 Orions — identified with the Nordics from the Orion system — had previously engaged with President Dwight D. Eisenhower in 1954; Burisch described them as benevolent, in contrast to the P-45 J-Rods, who were characterized as aggressive and seeking continued access to human genetic material.
The Looking Glass device — described by Burisch as capable of observing probable futures — was used in conjunction with the Tau-9 process to assess which timeline branches were being reinforced by current actions, and to guide treaty compliance in ways that would redirect the trajectory toward the preservation outcome. A key outcome of the negotiations was the decommissioning of Looking Glass and stargate devices to prevent further timeline destabilization.
Post-Majestic governance: the Scion group

Burisch disclosed at the 2009 Zurich Conference that the organizational body overseeing treaty compliance had transitioned from Majestic to a successor group he named "Scion" — spelled S-C-I-O-N, a biological term for a transplanted shoot grafted onto another tree, chosen to reflect the group's nature as a continuation of the prior body in a new institutional form. Burisch stated that he received a satellite call from the former head of the Consistory of the Majestic, and that at least two or three former members of the Twelve had been monitoring the conference proceedings live before the announcement was made public.
Timeline separation and the end of J-Rod contact
At the same 2009 conference Burisch expressed hope that the "separation of the Timelines" had been accomplished to the point that the Orions and J-Rods would no longer require physical contact with Earth. An audience member asked directly whether the timeline separation meant the Orions and J-Rods would cease to visit; Burisch replied affirmatively as his understanding, but qualified that he was in possession of information suggesting some J-Rod and Orion craft remained in Earth orbit and near the Moon "for the purpose of removing heirlooms" — a phrase referring to specific biological or material items associated with the treaty program.
Six ET representatives attended the conference openly; additional delegates remained behind pressurised screens due to their inability to tolerate Earth's atmospheric conditions for extended periods, using mobile life-support units resembling Segway-type transport frames. Burisch described three distinct categories of J-Rod-related being present at the Tau-9 negotiations: two types of P-45,000-year J-Rod (both broadly configured as "Grays"), and two representatives from the P-52,000-year population. The P-45 J-Rods are described as treating present-day humans as little more than electromagnetic containers, while the P-52s retained more human social bonding, including the capacity for kinship and friendship.
The J-Rods associated with the treaty negotiations — designated P-45 (45,000-year future) and P-52 (52,000-year future) variants — were described by Burisch as "extremely legalistic," insisting on the letter rather than the spirit of treaty provisions, which created recurring compliance disputes: "They want the letter of the law rather than the spirit of the law."
Reception and verification
The Burisch account has been extensively debated within the exopolitics community. Michael Salla's early endorsement was followed by a more cautious re-evaluation as inconsistencies in Burisch's biography emerged. Researchers including Bill Hamilton investigated Burisch's claims in detail as part of the broader Dan Burisch case, finding supporting testimony from Burisch's wife Marcia McDowell and a small circle of associates, but no documentary corroboration of his claimed S-4 employment. Salla has treated the Tau-9 framework as a potentially genuine element of a partially disinfo'd disclosure package — consistent with the standard pattern of authentic information embedded in deniable form.
Abductions under the treaty
The Tau-9 framework intersected directly with the management of the abduction program. In one documented exchange between Burisch and Kerry Cassidy of Project Camelot, it was noted that specific provisions — including what was called "Lotus" (a reference to the Ganesh Particle research and associated biological operations) — were removed from the Tau-9 treaty structure, with the Orion Cube used as a ruse to persuade the P-45K J-Rods to agree, indicating active negotiation over the scope of permitted biological access rather than a fixed blanket authorization: "They ultimately decided to remove Lotus as well as certain abductions from the Tau-9 treaty."
Elena Danaan independently corroborated the existence of Grey Alliance agreements with human governments, stating that the 1954 agreements with the Grey Alliance (which she associates with the Tau-9 framework) were formalized through the MJ-12 structure, and that Eisenhower objected to them — positioning the Tau-9 negotiations as a contested extension of those earlier arrangements originating from the 1952 MJ-12 surrender agreement and the rejected Nordic overture rather than an unambiguous mutual agreement.
Bandelier negotiations and Orion Cube manipulation
The most detailed documented negotiation session of the Tau-9 Conference took place at Bandelier National Monument in New Mexico, where Burisch was brought to assist with the Project Lotus dispute. The P-45K J-Rods had demanded that the codes for the Lotus principle be included in the treaty terms, intending to use the biological research to ameliorate their own neurological deterioration.
Burisch deliberately exploited the Orion Cube's emotional reactivity to manipulate the negotiations. Since the device's output is susceptible to the operator's psychological state, Burisch intentionally projected disturbing visions of catastrophic outcomes to coerce the delegates: "I was also allowed to show them probable outcomes, so in fact the Yellow Book, the Cube, was used for that purpose. Shockingly, they happened to see themselves standing on the bones of their own families and things like that in the vision, and they ultimately decided to remove Lotus as well as certain abductions from the Tau 9 treaty."
The psychological warfare worked: both Project Lotus and treaty-authorized human abductions were removed from the final Tau 9-6 treaty terms. Burisch acknowledged the manipulative nature of his actions but justified them as serving humanity's preservation: "I've got to try to justify my own behavior in Bandelier in using it for the purposes of skewing to get Lotus off and the abductions off. But I think that was for a beneficial cause."
The location was chosen because the P-52K delegates were transported from nearby Los Alamos National Laboratory, while the P-45K representatives used the Tyuonyi ruins as their drop-off point, reportedly because the circular pueblo ruins resembled both the number "9" (referencing the Tau-9 designation) and formations on Mars familiar to them from their timeline.
