Net-energy-gain devices
Net-energy-gain devices (also overunity devices or over-unity machines) are alleged technologies claimed to output more usable energy than is input from conventional electrical or mechanical sources, drawing the surplus from an ambient quantum or environmental field. They are distinguished from thermodynamic perpetual motion machines by the claim that the additional energy is real and sourced externally—from the Zero-point energy vacuum, from electrochemical reactions not adequately accounted for by standard chemistry, or from undescribed field interactions—rather than fabricated from nothing.
Distinction from perpetual motion
Classical perpetual motion machines violate the first or second law of thermodynamics by generating energy from no external source or by extracting work from a closed thermal equilibrium. Net-energy-gain devices, as described by their proponents, do not violate conservation laws but instead tap an energy source overlooked or dismissed by mainstream physics—most commonly identified as the Zero-point energy (ZPE) vacuum field, which has a theoretically nonzero energy density even in the absence of conventional matter or radiation. The analogy offered is a heat pump, which outputs more thermal energy than the electrical energy that runs it by drawing the deficit from the environment.
Stanley Meyer's water fuel cell
Stanley Meyer (1940–1998) is the most prominent inventor in this category within ET disclosure and suppressed technology literature. Meyer claimed to have developed an electrolysis cell that dissociated water into hydrogen and oxygen using far less electrical energy than standard Faraday-law electrolysis requires, by exploiting a resonant frequency matched to the molecular bond frequency of water rather than brute-force current. His stated efficiency implied a very large net energy gain from the hydrogen combustion product relative to the electrical input. Meyer was granted a U.S. patent (US4936961, 1990) for aspects of the technology, demonstrated a dune buggy allegedly running on water, and died unexpectedly in a restaurant in 1998 after reportedly saying he had been poisoned. Researcher James Schwartz, who attempted to acquire Meyer's equipment after his death to reproduce the technology, notes that all five individuals who ultimately obtained it have also died. His death is cited in suppressed-technology literature as a pattern-consistent inventor assassination.
Cold fusion (Pons-Fleischmann)
The 1989 announcement by electrochemists Martin Fleischmann and Stanley Pons of excess heat production in a process connected to vacuum energy in a palladium-deuterium electrochemical system—dubbed "cold fusion"—produced net energy output they attributed to nuclear fusion occurring at room temperature rather than the millions of degrees required by conventional thermonuclear reactions. The initial announcement was followed by widespread failed replications and a formal negative review by a Department of Energy panel, which effectively ended mainstream funding. The whistleblower physicist Eugene Mallove — who had documented the Department of Energy's suppression of positive replications at MIT — was found murdered in 2004. Subsequent research under the alternative designations "low energy nuclear reactions" (LENR) and "chemically assisted nuclear reactions" (CANR) has continued in classified and private settings; several SSP researchers argue that LENR research was immediately classified after the Pons-Fleischmann announcement and that positive results have been achieved in black programs since 1990.
Andrea Rossi E-Cat
The Energy Catalyzer (E-Cat) of Italian inventor Andrea Rossi is a claimed LENR device using nickel powder and hydrogen gas in a reactor that produces excess thermal energy through an uncharacterized mechanism Rossi terms "anomalous heat effect." Rossi has claimed continuous operation at power ratios of 3:1 to 6:1 (thermal output to electrical input) and has licensed variants to Leonardo Corporation. Independent testing groups have produced conflicting assessments. The E-Cat SK model, demonstrated in 2019, was claimed to produce approximately 20 kilowatts of thermal power from minimal electrical input.
Keshe plasma reactors
The Keshe Foundation, led by nuclear engineer Mehran Tavakoli Keshe, claims to produce energy from plasma-mediated gravitational and magnetic field interactions (GANS reactors). Keshe's theoretical framework, which he calls Plasma Science, does not correspond to mainstream physics and has not been independently validated. In ET disclosure literature, Keshe is sometimes cited as having received extraterrestrial assistance or as working from principles identical to those underlying ET propulsion systems.
The Heaviside-Maxwell classification claim
Engineer Dave Rossi, in a 2024 discussion with Ashton Forbes, argued that the theoretical basis for over-unity energy extraction was identified in the late 19th century by physicist Hendrik Lorentz and subsequently classified: "What essentially happened was that Heaviside found this incredible topological effect in theory that the great Hendrik Lorentz also noticed as well... Lorentz basically said at the time, 'My God, there's far more energy coming out of the generator than what we're putting into the shaft of a certain circuit.'" Lorentz chose not to publish the conclusion, Rossi argued, because at the time "you would have been violently attacked as being a perpetual motion nut." Rossi further cited Edward Teller as having stated publicly in the 1980s that the equations underpinning direct alleged energy weapons — which Rossi identified as drawing on the same electromagnetic-vacuum interaction — had been classified in North America even as the Soviet Union retained open access to the same literature: "Teller said he felt even in the eighties that there was far too much secrecy being driven to classification in North America... The Soviets have access to this literature openly and in North America we're classifying it." Rossi attributes the persistence of coefficient-of-performance less-than-one engineering to "closed current loop circuits" that deliberately restore Lorentz symmetry, preventing extraction of energy from the electromagnetic vacuum that open-loop designs could access.
Patent suppression
Several researchers, including Steven Greer and Richard Dolan, cite 35 U.S.C. § 181 (the Invention Secrecy Act of 1951) as the mechanism by which U.S. patent authorities can classify an application and issue a secrecy order preventing the inventor from using, selling, or publishing the invention. Greer and others argue that this mechanism has been used systematically to suppress net-energy-gain device patents—the inventor receives the secrecy order, is often offered a classified contract or compensation, and the technology disappears into the black program environment. Michael Salla documented the case of inventor James Schwartz, whose Tesla-based energy device — mass-produced in Japan in a run of 68,000 units — was subject to a U.S. national secrecy order; Salla noted that over 6,000 inventions have been suppressed under active secrecy orders issued by the U.S. Patent and Trademark Office.
Zero-point energy: the theoretical basis
Hal Puthoff, quantum physicist and co-founder of the Stanford Research Institute remote viewing program who later became a scientific adviser to the Advanced Aerospace Threat Identification Program (AATIP), provided a technical explanation for why net-energy-gain from the vacuum is physically legitimate rather than a violation of conservation laws. In a 2025 interview, Puthoff described how quantum field theory predicts an enormous energy density in nominally empty space — "quantum fluctuations" whose theoretically calculated value is "120 orders of magnitude greater than could possibly be according to all of our other theories." Puthoff characterized this as a "conundrum" in which "that energy that is everywhere somehow all is random and cancels out — so it's just not having an effect." He argued that "if you could somehow access that energy and cohere it, so to speak, maybe you could get to the energy" — framing alleged zero-point energy extraction not as perpetual motion but as coherence engineering within an established quantum framework.
