Electronic harassment
Electronic harassment is the alleged targeting of individuals with directed-energy and psychotronic technologies for the purpose of causing psychological or physical harm, surveillance, behavioral modification, or non-consensual experimentation. Targeted individuals (TIs) report a consistent cluster of symptoms: intrusive internal voices, induced pain, sleep disruption, cognition interference, and coordinated physical surveillance ("organized stalking" or "gang stalking"). Researchers and declassified documents connect the underlying technologies to MKULTRA and Soviet psychotronics programs; SSP witnesses describe electronic harassment as a continuation of those programs applied to former operatives.
Reported symptom clusters
Targeted individuals report a consistent pattern of symptoms associated with remote electronic attack:
- Voice-to-Skull (V2K) — transmission of sound directly into the skull without air-conducted audio, exploiting the Frey effect (microwave auditory effect); perceived as internal voices or commands
- Pain induction — localized burning, pressure, or electric-shock sensations with no identifiable physical cause; attributed to directed microwave or millimeter-wave targeting
- Sleep disruption — inability to sleep despite exhaustion; often accompanied by sudden wakefulness at precise intervals, attributed to ELF (extremely low frequency) entrainment
- Cognitive interference — difficulty concentrating, intrusive thoughts not experienced as one's own, sudden emotional state shifts; attributed to electromagnetic brainwave entrainment
Arkheim Ra, a self-identified MKULTRA and Montauk Project survivor, describes active physical surveillance as a component of post-program targeting — consistent with the organized stalking element: "I know it was just the whole thing was weird... he's definitely following me around and monitoring me." Ra attributes this surveillance to awareness by programs of awakening psychic abilities in former operatives: "They know that my abilities are coming out slowly and they're worried about it. They just want to make sure that if I were to ever activate that they could send a team in immediately."
Government testing on citizens: documented precedents
Several documented programs establish that covert technological experimentation on civilian populations is not merely theoretical:
- MK-NAOMI: A documented MKULTRA sub-program in which a biological agent was aerosolized into San Francisco fog in the late 1950s; eleven civilians subsequently developed a rare urinary tract infection unknown to treating physicians.
- Operation Sea-Spray (1950): The US Navy released serratia marcescens bacteria over San Francisco Bay from a naval vessel to test how biological agents spread through civilian populations.
- MKULTRA San Francisco safe houses: CIA-run "cathouses" where civilian men were dosed with LSD without consent.
Voice-to-Skull technology
Voice-to-Skull (V2K) technology exploits the microwave auditory effect — the perception of sound caused by microwave pulse absorption in the cochlea and surrounding tissues — to transmit audio directly into a target's head without conventional speakers. Lue Elizondo has stated that CIA documentation on Soviet psychotronic weapons is partially declassified, and directed listeners to search for "Russian psychotronic weapons development program" in publicly available CIA records. A 1994 US Army document, Bioeffects of Selected Nonlethal Weapons, acknowledges the feasibility of microwave-based voice transmission to targets.
Bill Wood (William Brockbrader), a former US Navy SEAL who claims involvement in Project Looking Glass, referenced V2K phenomena in the context of classified technologies used for both intelligence and operational applications.
Penny Bradley described V2K delivery as operating via Wi-Fi as a carrier wave, targeting the bones of the middle ear at a volume below conscious hearing threshold but above the subconscious processing level: "They send sound on a Wi-Fi carrier wave and it hits the bones in your middle ear. It's at a volume where you don't really hear it with your conscious mind. You hear it with your subconscious. And it affects your thinking." Bradley stated that she was among the earliest subjects of the technology, beginning in 1980, initially experiencing it as a voice claiming to be Jesus; after she demonstrated to the system that she had identified its nature, the delivery automated into a harassment loop cycling through self-destructive suggestions. Bradley also warned that the V2K channel can be used to deliver false channeling content, noting that targets receiving such transmissions tend to report "almost word for word the same storyline."
Robert Duncan, described by Bradley as a Harvard professor and member of the team that worked on Project Satan, disclosed a program using Wi-Fi as a carrier wave for what he called "touchless torture" — a technology capable of superimposing a brainwave pattern onto a target's brain: "a brainwave pattern on top of your brain could be someone who is on fire, it could be someone who has cancer, it could be an epileptic where you'll have seizures and there's nothing wrong with you physically, except that they're modifying your brainwaves." Duncan's program reportedly targeted two categories: whistleblowers, and people "that nobody would care what happened to them" — chosen via scientific random-sampling criteria — with the program designed to study how long a normal person subjected to the technology would take to commit suicide.
Organized stalking
The "organized stalking" or "gang stalking" component of electronic harassment describes coordinated surveillance and harassment of a target by multiple individuals in public settings — changing vehicles, entering locations simultaneously with the target, making noise campaigns near the target's residence. Targeted individuals typically describe organized stalking as operating in conjunction with the electromagnetic symptom cluster, with physical surveillance serving to reinforce psychological destabilization.
Penny Bradley, an SSP whistleblower who claims service in multiple classified programs, described a whistleblower who had been part of a gang stalking operation and disclosed its organizational structure: the program was run through a corporation providing government agencies with "one step of separation" for plausible deniability, with government agencies paying the corporation significant sums "to target people and literally make their life a living hell." Bradley further described how street-level participants in gang stalking operations are typically kept uninformed of the true purpose: "A lot of them are volunteers. Because they're told this person is a pedophile. They're told this person rapes little kids. So they think they're doing God's work by harassing some perfectly innocent person."
Bradley disclosed that whistleblowers and SSP experiencers who go public are systematically targeted, and described the mechanism by which this happens: "If you're remembering and talking, you're going to be targeted. If you're enabling the people that remember to have an audience, you're going to be targeted. If you're helping financially the people who are giving information, you may be targeted." She stated that she herself was shot three times in six weeks with directed-energy weapons in the period before she went public in 2016, attributing this to the information she held.
Havana Syndrome
Havana Syndrome — neurological symptoms reported by US diplomatic and intelligence personnel in Cuba (2016), China, and elsewhere — has been attributed by some researchers and a 2023 National Academies report to directed pulsed radio frequency energy, consistent with theoretical V2K and directed-energy weapon effects. The incidents demonstrate that directed-energy effects on human cognition are not merely theoretical and that state-level actors possess deployable systems of this kind.
