The Council of Five is, according to exopolitical contact accounts, an ancient interstellar diplomatic body, based in the Orion area, that reportedly maintains protective and advisory oversight of developing civilizations — including Earth — and serves as an interface between the Galactic Federation of Worlds and larger governance structures such as the Council of Nine of the Intergalactic Confederation. Unlike the GFW, the Council of Five operates without a Prime Directive non-interference rule, holding that intervention is sometimes necessary to prevent a developing species from making fatal mistakes that lead to destructive pathways.
Origins: the Council of Nine
The Council of Five was reportedly founded by the Elmanuk — a tall, thin race from the star system Gliese 832 near Grus constellation, at the star Alnair — under its original designation, the Council of Ardamant or Council of Nine, anterior to the creation of the Orion Empire. The Elmanuk's purpose in founding the council was to protect underdeveloped worlds against the Orion Alliance and the Alpha Draconian Empire. At the council's founding, the Elmanuk coined the axiom: Five universes, 2500 species, one race — later adapted by the GFW as its own motto.
At its creation, the Council's membership extended beyond its present five races. The Ashkera (Sirius B) system was part of the original Orion Council of the Five (or Nine), predating the formation of the Ashtar Collective — and the Council remained an independent entity from the Ashtar Collective when the latter was formed in response to Draco reptilians and Orion Empire expansion.
Over time the council contracted from nine to five member races, and after the fall of the Nebu Empire and the return of the Elmanuk to active galactic diplomacy, it was renamed the Council of Alnilam in some records — though "Council of Five" remains the most common designation in Earth contactee accounts. Though the Elmanuk had largely retired from active galactic diplomacy — appearing in the Galactic Council of the Federation "only when necessary" — they visited Terra in 2002 to help prepare for what is termed the "Great Awakening," a long-planned consciousness shift in the planning of which they had been involved since the Council's earliest era.
Member species
The five current member races of the Council of Five are:
- Egaroth — ancient elder race from Alnilam (Epsilon Orionis), current leaders of the Council. Highly spiritual, hermaphrodite, capable of materializing to the 9th density. Shape-shifting and interdimensional travel ability. Nearly extinct as a physical race; refugees from Orion Empire expansion survive in the Daro/Meissa system at higher densities.
- Redan — member species; specifics in Danaan's accounts.
- Orela — from Ophiuchus constellation; tall Grey beings with high thin neck and triangular face. Old and wise ambassadors for peace in the GFW high council; have ceased biological reproduction, now fabricating organic bodies for soul incarnation.
- Emerther — from Tau Ceti, single-gender, reproduce by cloning, approximately one metre tall with prominent noses (unique among Grey species). Reportedly contacted Earth governments in 1954 on behalf of the Council to warn against agreements with the Nebu and Draco reptilians — warnings that were purportedly not heeded.
- Ginvo — from Procyon system, planet Maruu. Tall as Terrans, faint nose, large brown/black eyes. Spiritual, peaceful, masters of crystal and mineral construction. The Ginvo have a significant presence on Ganymede, where they operate a diplomatic facility in collaboration with the Earth Alliance. Within the Council's operational framework, the Ginvo's specific mandate is active resistance to extraterrestrial subversion: they use mental imagery to prevent invasive mind control and extraterrestrial monitoring, and are "strongly active in the multidimensional mind-control deprogramming, as well as the purging and protection of internet and global communications."
Historical defense operations
The Council of Five has a long record of military and diplomatic intervention against hostile galactic powers in the Terran vicinity. The Orion Grey Collective — an independent entity from the Alliance of the Six that regroups all Grey races in the Orion zone — specifically identifies the Council of Five as one of its principal adversaries, alongside the GFW and the Orion League. The Maytrei — regarded as the most dangerous parasitic race in the galaxy — attempted to colonize Earth on multiple occasions since before the last two glaciations, but were "always interfered by either the Draco reptilians, the Anunnaki, the Council of Five or the Galactic Federation of Worlds."
In 1908, the Council of Five jointly intervened with the GFW in a violent conflict between the Dorsay and the Maytrei over a stolen slave shipment. An Elmanuk ship — the Council's founder race — arrived to negotiate but was drawn into the hostilities. The resulting escalation destroyed the Elmanuk ship, a Pleiadian cargo vessel, and the last Dorsay ship, allegedly producing the Tunguska explosion.
The Laani — descendants of the Lyran Man system — cooperate with the Council of Five and the GFW in supporting Terra's spiritual ascension and the purging of the Cabal.
Relationship to Earth
The Council of Five has monitored Earth since life first appeared in its oceans, predating the GFW's involvement. It has met with Terran leaders "on many occasions, trying to influence their decision with wisdom" — acknowledged to be a "quite difficult task." Documented meetings include a 1944 meeting with Earth leaders and a further meeting in August 2013 to discuss the threat of the Orion and Draco reptilians empires, the cabal alliances, and "aftermath solutions for a clean and free future for the Terran species."
The Council commissioned Val Thor to visit the Pentagon in 1957 and persuade Earth's leaders not to enter agreements with the Draco reptilians and Orion Nebu alliance.
The Emerther's 1954 visit to Earth governments — also on behalf of the Council of Five — specifically warned against accepting Greada Treaty terms with the Nebu. In the event, the warnings were ignored and the treaty was signed.
Mars higher-dimensional facility
On the 5th and 6th dimensional planes of Mars (known as Tyr), the Council of Five operates "a huge facility for the teaching and awakening of the star-soul envoyees incarnated on Terra." This facility exists simultaneously with the 3rd-density control of Mars by the Orion Grey Collective and Orion Alliance — the Council's higher-dimensional operations are not subject to the legal ownership that those factions hold over Mars in the physical plane.
Venus density elevation
The Council of Five elevated the density of Venus (known as Naara) to the 4th density, in order to protect it from Draco reptilians influence. This intervention created two different planes of existence on Venus: a 3rd-density scientific outpost for the GFW (in biodomes and underground facilities monitoring Earth's sun), and a higher-density habitat for 4th-to-6th density occupants including the Arcturians (Ohorai) and a small extradimensional collective of twelve high-density races known as the "Koldasii."
Abduction program
The Council of Five also operates an authorized abduction program distinct from the predatory Nebu and Draco reptilians programs: selecting bloodlines with specific genetics and psychic potential to insert ET DNA generationally, with the purpose of accelerating human consciousness evolution. Elena Danaan describes this as one of the "benevolent abduction" categories — traumatic in form but oriented toward species uplift.
Ganymede facility
The Ginvo maintain a significant diplomatic facility on Ganymede, Jupiter's largest moon, in collaboration with the Earth Alliance military. This facility serves as an interface hub between the GFW, the Council of Five, and Earth representatives — the same node through which the Intergalactic Confederation's Council of Nine maintains contact with the GFW.
Relationship to the GFW
The Ahel of Erra explicitly acknowledge the Council of Five as the proper guardian of Earth, distinguishing the Council's planetary-protection mandate from the Ahel's own operational military role: "We are not the guardians of your planet; the GFW and the Council of Five do this better and you have your own indigenous guardian-entities." The Council is further distinguished from the GFW by its willingness to intervene directly when it judges intervention necessary — a difference of institutional philosophy rather than authority, since the GFW's Prime Directive on non-interference does not bind the Council. The GFW "has some issues with this way of doing, regarding their rules of non-intervention, but they will not be able to interfere with the Council of Five other than diplomatically" — the two bodies' jurisdictions overlap but neither can overrule the other. The Egaroth's leadership of the Council reinforces its orientation toward unconditional assistance to the Terran species and the ongoing work of energy rebalancing of Terra's grid.
The Emerther — the Tau Ceti member species — are specifically noted in the Return of the Seeders discussion as having warned Earth militaries in post-2020 contact that the Nebu (Nabu) might attempt to return, communicating through coded language including the phrase "Trojan horse" to describe the predicted infiltration method. Elena Danaan described this as a continuation of the Council's 1954 warning role, now directed at the military rather than political leadership.
Envoy Program and Earth-connected species
Beyond its five core member species, the Council of Five coordinates a broader network of races that have chosen to participate in the Envoy Program for Earth. The Murkaomani — a compassionate humanoid species who themselves experienced colonization of their original homeworld — responded specifically to the Council of Five's call: "the Murkaomani responded to the Council of Five's call for their Envoy Program to Terra." Other species — such as the Kyriami of the Pegasus constellation — joined the Envoy Program through parallel channels (the Andromedan Council in the Kyriami's case) without going through the Council of Five directly, indicating that the Council's Envoy Program is one of multiple authorized tracks for Earth-assigned starseeds.
Origin of the name "Council of Nine"
In an April 2021 discussion, Elena Danaan identified the Council of Five as the most plausible source for the "Council of Nine" channeling sessions organized by Andrija Puharich in the 1950s–70s, which Gene Roddenberry attended. At the time of those sessions the Council was still a nine-member body; its recent contraction to five members explains the discrepancy in names: "The now named Council of Five, who was Council of Nine until very recently, a few races left." This cross-reference links the Council of Five directly to the 1950s–70s channeling tradition and to Roddenberry's alleged ET-influenced conception of a galactic federation in Star Trek.
How it became known
The Council of Five entered public discourse through Elena Danaan's contactee accounts beginning c. 2020, when it was identified as the body that commissioned Val Thor's 1957 Pentagon mission. The Cosmic Agency transmissions also reference a similar intermediate council structure at Ganymede.
