Confederation of Planets
The Confederation of Planets (also called the Galactic Confederation, Confederation of Planets in the Service of the Infinite Creator, or Confederation of Worlds) is a decentralized interstellar alliance described in Ra channeled material and cited across multiple contactee accounts as a positive-polarity organization dedicated to the spiritual advancement of civilizations across the galaxy. Ra identifies itself as a member of the Confederation — a sixth-density social memory complex from the Venus system — and describes the Confederation as composed entirely of social memory complexes operating by consensus rather than command. Over 300 civilizations primarily along the outer rim of the galaxy are described as members.
Ra material description
In the Law of One sessions conducted through Carla Rueckert at L-L Research (1981–1984), Ra distinguishes a confederation from a federation: a federation involves a centralized military hierarchy (like the United States), while a confederation is decentralized (analogous to the European Union). The Confederation of Planets is united by a common cause — service to the evolution of consciousness and the Creator — rather than by military obligation or political coercion. Michael Salla cites this distinction as important for understanding why the Confederation does not intervene forcibly in planetary affairs even when negative forces are present: "Worlds that come together for a common cause, and that they are united by the pursuit of that common cause. But once the common cause evaporates or is achieved, then that confederation will kind of like... not so much cease to exist, but its functions will be achieved."

Ra identifies numerous member social memory complexes that have served as Confederation channeling sources for Earth-based receivers:

All Confederation entities communicate only when "asked" — the free-will principle prevents Confederation members from broadcasting information to civilizations that have not specifically requested contact. This is described as the reason Confederation intervention in Earth's negative situation has been limited: unsolicited intervention would violate the free-will principle that governs the entire operation.
Density range and operating method
Salla characterizes the Confederation as operating primarily at the 5th, 6th, 7th, and 8th densities — in contrast to the Galactic Federation of Worlds, which operates largely at the 3rd, 4th, and 5th densities and engages directly with governments and militaries. The Confederation instead works with humans at an individual level, on the philosophical premise that "the rising tide lifts all boats": raising the consciousness of enough individuals will raise planetary consciousness, which in turn resolves problems such as militarism and unethical genetic experimentation without requiring direct institutional negotiation. Salla distinguishes this approach from the GFW's more interventionist model — noting that working with governments and militaries "can compromise you."
Early contactee accounts
Salla traces the earliest modern references to the Confederation of Planets to the late 1950s contactee movement. Gabriel Green is cited as the first to use the name; he was followed by Robert Renault, who described the Confederation as a pacifist organization and distinguished it from a separate body he called "the Alliance" — identified by Salla with what today would be called the Galactic Federation of Worlds. Renault characterized the Alliance as more interventionist and more military in orientation than the Confederation, while both organizations shared the common goal of helping planets free themselves from negative extraterrestrial influence — differing only in method: the GFW through direct intervention with governments and militaries, the Confederation through raising individual consciousness.
Composition per Ra — inner Earth and solar civilizations
Ra's Law of One sessions describe the Confederation as encompassing not only extraterrestrial civilizations from other solar systems and galaxies, but also beings from Earth's own planet who have attained densities beyond the third — and civilizations from elsewhere in Earth's solar system. Salla summarizes this as covering "inner Earth civilizations, civilizations in higher densities associated with the Earth, or extraterrestrial civilizations from other solar systems," all bound together in service to others and aligned by common interest rather than by centralized military authority. This distinguishes a confederation from a federation: a confederation lacks a standing army and unified military command, while a federation has centralized political, financial, and military organization.
Council of Saturn
Ra identifies the Council of Saturn as the governing body overseeing the Confederation's operations in Earth's solar system and the decisions related to Earth's harvest. The Council of Saturn is described as composed of nine entities who hold oversight for the third-density cycle of Earth and neighboring worlds. It is through the Council of Saturn that Confederation entities receive permission to make contact with Earth civilizations, and it is the Council that adjudicates appeals from both positive and negative ET factions wishing to interact with Earth.
Independent corroboration claims
Brad Olsen, in discussion with Salla, reports that his alleged ET contact Arnall confirmed the Confederation of Planets is real, encompassing over 300 civilizations primarily along the outer rim of the galaxy, and reportedly described the Ra Material as "probably the most accurate channeling material on your planet." Arnall reportedly described the Confederation as separate from and more spiritually oriented than the Galactic Federation of Worlds' more military structure.
Confederation vs. Galactic Federation of Worlds
The Confederation of Planets is distinct from Elena Danaan's Galactic Federation of Worlds (GFW). The GFW is a more recently active body — described as having engaged militarily in the current Earth liberation effort — while the Confederation operates on longer timescales with a focus on consciousness evolution rather than direct military intervention. Salla offers a useful analogy: where the Galactic Federation responds to ET threats like a military alliance, the Confederation responds like a contemplative order — it influences through example, teaching, and channeling rather than through force. Salla directly addresses the phrase "Galactic Federation of Light" — common in New Age channeling circles — arguing this is an oxymoron: the concept of "Light" as a positive-polarity indicator is incompatible with a militarized federation structure.
Non-interference principle
The Confederation's core operating principle is non-violation of free will. Confederation entities do not intervene in civilizations that have not requested their assistance, and they limit the information they provide to what has specifically been asked — even when they could provide far more. Ra states that uninvited interventions by benevolent ETs are as much a violation of free will as harmful interventions by negative ETs. This principle has an important limit: when a civilization's collective free will is being violated by negative ET intervention (as Ra claims is currently the case with Earth and the Orion Group), the Confederation may take limited protective action to preserve the balance of polarity choice — but not to impose a particular outcome.
L/L Research as primary contact point
L-L Research (Love/Light Research) in Louisville, Kentucky — founded by Don Elkins, Carla Rueckert, and Jim McCarty — served as the primary human contact point for Confederation communications during the Law of One sessions. Carla Rueckert served as the unconscious channel through whom Ra communicated; Don Elkins asked the questions; Jim McCarty transcribed. The 106 sessions (1981–1984) represent the most detailed public record of direct Confederation communication available. After Ra contact concluded in 1984 (following Don Elkins's death), L/L Research continued to channel Confederation entities including Latwii and Q'uo.
