Diplomatic interfacing
Diplomatic interfacing refers to the formal and informal processes by which Earth governments, secret space program representatives, and non-human intelligent beings negotiate agreements, resolve disputes, and establish ongoing channels of communication. Accounts place the origins of modern Earth-non-human intelligent being diplomacy in the 1950s with presidential-level contact, with a parallel track of ongoing deep-space SSP diplomacy continuing into the 21st century through individual human emissaries embedded in programmes such as Solar Warden and the United Nations Secret Space Program.
The Eisenhower contacts
The most widely cited initiating event is a series of meetings between US President Dwight D. Eisenhower and non-human delegations in 1954 (see Eisenhower alien meetings). Laura Eisenhower, his granddaughter, identifies multiple distinct contact events rather than a single meeting, describing a pattern in which Eisenhower was approached first by Nordic beings who warned against association with the Greys, and subsequently by Grey representatives who offered technology exchange in return for permission to conduct abductions. The resulting agreement — commonly called the Greada Treaty — established a framework in which the US government received technology while authorising limited contact with civilians, with the condition that abductee lists would be provided to MJ-12.
The Taygetan perspective on the Holloman contacts is offered by Rashell of Temmer, a Pleiadian Taygetan woman who states she was part of a delegation that met with Eisenhower and attempted to negotiate terms that would not compromise human free will, ultimately declining to finalise an agreement when it became clear that the humans were simultaneously concluding a deal with the Greys.
SSP-era diplomacy
Within the secret space program era, diplomatic interfacing shifted from presidential meetings to specialist emissaries embedded in off-world programmes. Chris O'Connor describes three consecutive 20-year blocks of service beginning in 1970, in which his primary function was to serve as a telepathic liaison for a United Nations space programme operating out of Saturn's moon Mimas, facilitating negotiations between Earth factions and multiple extraterrestrial coalitions. He states that one of his recurring missions was to repair damage caused by aggressive Earth SSP factions on other planets, attending sessions in which apologies were formally communicated and compensation arrangements agreed.
A parallel channel runs through direct contactee relationships. Elena Danaan describes ongoing diplomatic communications received through Thor Han Eredyon, a Galactic Federation of Worlds officer, relaying Earth Alliance updates and negotiating positions to human partners.
Galactic-level structures
Both the Galactic Federation of Worlds and the Intergalactic Confederation maintain standing diplomatic frameworks. The Jupiter Accords of July 2021, as reported by Elena Danaan and Michael Salla, represent a planet-level diplomatic settlement in which the Cabal's off-world allies were required to withdraw from the solar system, with Earth's place in the galactic community formally acknowledged.
Saturn as a diplomatic hub
Saturn served as the primary off-world venue for diplomatic negotiations involving Earth SSP factions and multiple extraterrestrial coalitions — distinct from the Jupiter hub that later emerged from the Jupiter Accords. The station on Saturn's moon Mimas operated in a different density phase, hosting hundreds of thousands of entities from different races. O'Connor served there as a telepathic liaison, reading the emotional states of alien delegations and communicating information that human decision-makers could not perceive directly.
In one incident, a dark SSP faction's resource extraction from an inhabited planet — killing hundreds of thousands of beings — led to an emergency diplomatic session at the Saturn diplomatic station, during which O'Connor was struck by an energy weapon fired from a delegate's chest, requiring emergency consciousness transfer to a clone body. The episode illustrates a core principle of galactic diplomacy as described by O'Connor: Earth races are held collectively responsible for the actions of any SSP faction, meaning dark-faction crimes require diplomatic remediation by Earth representatives regardless of their involvement in the original incident.
