Project Aquarius

Project Aquarius — allegedly designated Project Gleem before 1966 — is an alleged United States government umbrella program said to collect scientific, technological, medical, and intelligence information on unidentified flying objects and on contacts with extraterrestrial biological entities (EBEs), known through a purported MJ-12 briefing document surfaced by UFO researcher Bill Moore in 1980 and through the insider testimony of S-4 microbiologist Dan Burisch and former AFOSI agent Richard Doty. The program is said to encompass the full history of US engagement with the recovery of craft of extraterrestrial origin and with living EBEs, beginning with the 1947 Roswell crash. Within the broader UFO legacy program — the alleged classified enterprise for recovering, storing, and reverse-engineering material of non-human origin — Project Aquarius reportedly operates under Majestic 12 and Committee of the Majority oversight as the umbrella over a suite of sub-programs, among them Project Sigma, Project Plato, Project Redlight, Project Snowbird, Project Pounce, and Project Bando, and is described as a counterpart of the Project Looking Glass time-viewing effort run from the same S-4 facility near Area 51. Its existence was first indicated publicly in a telex revealed by Moore dated November 17, 1980, and the project is further documented in the nine-page Project Aquarius Briefing Document, marked TS/ORCON, that has circulated publicly since approximately 1983.

The program's documentary basis is contested on specific grounds. The Project Aquarius Briefing Document is not a primary source: Moore acknowledged that he retyped it and declined to release the original, typeface anomalies have been noted in the circulating text, the NSA has not described its authenticity, and only two FOIA-responsive government documents have been found that name Project Aquarius at all. Burisch's testimony is similarly difficult to verify: the State University of New York shows no record of his claimed doctorate in microbiology, an absence that Bill Hamilton and Marcia McDowell attribute not to fabrication but to the deliberate sealing and expungement of deep-program personnel records — the same records-removal mechanism alleged in the Bob Lazar case.

Origins and classification

Project Aquarius was allegedly established in 1953 by order of President Eisenhower, initially under the name Project Gleem, and funded by CIA confidential non-appropriated funds. The project was originally classified SECRET but was upgraded to TOP SECRET/ORCON in December 1969 after Project Blue Book was officially closed, with control vested in the National Security Council and MJ-12.

After Project Blue Book closed, Project Aquarius continued in secrecy, with investigators from the CIA and MJ-12 assigned to military and government installations to monitor UFO/identified alien craft sightings. An NSA Freedom of Information Act response obtained by researcher John Greenwald is identified by Bill Hamilton as "the first official confirmation that a Project, Project Aquarius, is related to UFO." Former AFOSI agent Richard Doty described being briefed into Project Aquarius during his assignment at Kirtland Air Force Base amid the Paul Bennewitz affair, characterizing the program as covering "the full history of the United States involvement beginning with the Roswell crash, and then mentioning some of the other crashes and the contacts we've had with extraterrestrials."

The name "Aquarius" was allegedly chosen deliberately: the base from which the J-Rod entity travelled to Earth was reportedly located in the Gliese system, in the direction of the constellation Aquarius, and Aquarius is the eleventh zodiacal sign, a numerological connection significant to the J-Rod culture.

The briefing document

The Project Aquarius briefing document, marked TS/ORCON (Top Secret/Originator Controlled), purports to be a nine-page briefing for senior officials, stating that only MJ-12 held access and that only two copies existed, to be destroyed after the briefing. The document provides a chronological account of US government engagement with the UFO phenomenon, beginning with the 1947 1947 Roswell incident: "In 1947, an aircraft of extraterrestrial origin crashed in the desert of New Mexico. The craft was recovered by the military, four Alien (non-homo-sapiens) bodies were recovered in the wreckage."

A separate 1949 crash is described in which a single extraterrestrial survived, called itself "EBE" (later designated EBE-1), and came from the Zeta Reticuli star system approximately 40 light years from Earth; this entity lived until June 18, 1952, dying of an unexplained illness. The entity was identified as an Eben, a peaceful species from the planet Selpo. A 1958 recovery of an alien craft from Utah in flyable condition is also documented. The document further states that by 1966 the US had established communication with the aliens, and that the decision to close Project Blue Book was motivated partly by the need to prevent public awareness of this contact.

Burisch and the Chi'el'ah tissue-sampling

Dan Burisch claimed to have worked under Project Aquarius protocols from approximately 1991 through the mid-1990s at the S-4 facility at Area 51. He described being recruited in 1986 while working as an undergraduate student, approached by two Navy uniforms and a civilian who asked about his biological research interests. After clearance investigations, he was assigned first to pathology slides of unknown origin at Groom Lake, then transferred to S-4 and brought into the working group designated AQJR2, an assignment he gave as working group leader in "Project Aquarius, R-4800, Papoose Site-4 on the Nevada Test Site."

Burisch stated in the 2005 Hamilton presentation: "Initially I was assigned as a working member of Project Aquarius. Then finally I was made an assistant working group leader and mysteriously after one meeting with the Rod, I was asked to take the working group leader position."

Under Project Aquarius protocols Burisch's primary assignment was the tissue-sampling of the living EBE known as J-Rod (later identified as Chi'el'ah) in a pressurized clean sphere on Level 4-5 of S-4 — a two-year campaign ending in 1996 that produced the Q-94 document on which his name appeared as primary investigator.

Michael Salla's review of Hamilton's book on the Burisch case noted that "the most important [project], Project Aquarius, was associated with extraterrestrial technologies and entities," and that if Burisch's claims are true, "his continued participation in highly classified projects while disclosing classified information, indicate that he had an extraordinary degree of official support."

Authentication and criticism

The Project Aquarius Briefing Document has been debated since its first circulation. Bill Moore admitted that he retyped the document and has refused to submit the original, meaning the circulating text is not a primary source. Typeface anomalies have been noted, and the NSA has not described the document's authenticity. Only two FOIA-responsive documents found through government requests refer to Project Aquarius by name.

Critics of the Burisch case have focused on the absence of documentary evidence and on coherence issues in the accounts. SUNY shows no current record of Burisch's claimed PhD in microbiology; Hamilton and supporters argue that the absence reflects a deliberate records removal — a security procedure seen also in the Bob Lazar case. Salla stated that "the fact that Dr Burisch was allowed to release classified information while continuing to serve on one or more covert projects makes it reasonable to conclude that some misinformation has been provided to maintain plausible deniability."

How it became known

The first public trace of Project Aquarius appeared in Bill Moore's 1980 telex. The nine-page briefing document text subsequently entered wider circulation via Biblioteca Pleyades and Serpo.org. Dan Burisch's connection to Project Aquarius entered the public record through Bill Hamilton's interviews beginning in April 2002 in Las Vegas, culminating in Hamilton's 2005 UPARS Los Angeles presentation and his book Project Aquarius: The Story of an Aquarian Scientist (AuthorHouse, 2005). Michael Schratt's 2010 report for OpenMinds provided detailed architectural schematics of the S-4 facility drawn from Burisch's testimony, including the clean sphere configuration at Level 4-5 and the numerological rationale for the project name.

Project Sigma protocols

Dan Burisch described how the Project Sigma communication protocols were derived from the J-Rod entity's own identification system. The entity's designation "J-Rod" allegedly derives from a base-name meaning "15" — the number of light years from Earth to its home system: "I found out subsequent to interactions with the rod... The name J-Rod simply means 15, which was a basing name for where they're located, the number of light years from our location. And they identified through the Sigma protocols, the linguistic protocols with a rod symbol, which was an ankh symbol, and the letter J. And in fact, that was a combination of Mayan and Egyptian numerology having to do with a rod and a J, meaning ten and five for 15."

The home system Burisch placed at approximately 15 light years from Earth; Bill Hamilton asked whether this corresponded to Gliese 676, and Burisch described the general distance while declining to specify the exact designation by name.

Aquarius as a classification system

In Burisch's 2002 account, "Aquarius" is described not only as a program but as a classification category — one of several "bean boxes" into which personnel and projects are sorted. "I'm in a particular bean box which is called Aquarius," Burisch stated. "There is a Star bean box. And that group specifically deals with time issues, with issues involving the larger milieu of extraterrestrial interactions, and with the historical issues involving the imprints of the extraterrestrials on civilization past." The Aquarius bean box, by contrast, focused on the biological and technological dimensions of the EBE interaction — tissue samples, medical data, reverse engineering. Burisch described the project as layered: he initially knew only his working designation "QR Aquarius Junior" without understanding its institutional meaning, and it was only after he disclosed classified information to two other scientists and triggered a security response that he was brought into a clean sphere environment "where we were told what the real purpose of the project was."

Burisch's connection to Majestic 12 emerged through his Project Aquarius work: one individual he identified only by the first name Zbigniew was present in the clean sphere at S-4 and was alleged to be a Majestic 12 member. "Coming out from Project Aquarius, I had come to a closer association by means of up and down the line in the command with the Committee of the Majority" — the body Burisch described as superior to and controlling MJ-12.
