Galactic political organizations
Galactic political organizations are the interstellar governance structures, military alliances, empires, and councils described in contactee, secret space program, and exopolitics literature as operating across multiple star systems and densities. These organizations range from benevolent federations to predatory empires, and their interactions are described as the primary context for Earth's covert involvement with non-human intelligent beings.

Four confederations model
Michael Wolf, chairman of Majestic-12's Alphacom Team, identified four distinct extraterrestrial confederations interacting with Earth: the Alliance (human-looking beings from the Altair Aquila and Pleiadian systems); the Corporate (various Grey races from the Zeta Reticuli system); the Federation of Worlds; and the United Races of Orion.
Andromedan Council distinction
Alex Collier, a contactee associated with the Andromedan Council, described the Galactic Federation as one of "many different councils," noting that his primary contacts were affiliated with the Andromeda Council — so named because of its centrally located meeting place rather than Andromedan leadership. Collier distinguished this organization from the "Galactic Confederation," which he associated primarily with beings from Sirius B.
Structural patterns
Michael Salla identified three broad groupings among the organizations known to Earth's secret governments: the "mostly humanoid Federations of Worlds" (corresponding to the GFW), a "joint humanoid-reptile corporate alliance," and the "Unified Races of Orion" (corresponding to the Nebu and its affiliates). These groupings were first publicly described by Michael Wolf Kruvante, a former Majestic-12-affiliated scientist, in the late 1990s.
The GFW enforces a Prime Directive restricting direct intervention in pre-interstellar civilizations, while the Council of Five operates without such a restriction, arguing that intervention is sometimes necessary to prevent civilizational self-destruction. The Super Federation occupies an intermediate position: its member species conduct genetic programs on Earth but do so under agreed protocols negotiated at council meetings held in a spatial-temporal anomaly accessible from any point in the galaxy.
