Andromeda Council

The Andromedan Council is an alleged extraterrestrial governing body comprising 139 star systems, predominantly located in and around the Andromeda galaxy and Andromeda constellation. Contactee Alex Collier's contacts, beginning in 1985 with two Andromedan beings — Vissaeus and Morenae — from the Zenetae star system, produced the main account of the Council; Vissaeus was elderly in appearance (approximately 4,700 years old), Morenae younger, and both communicated with Collier over several years regarding Earth's political situation and the activities of extraterrestrial races in the solar system.

The Andromedan Council occupies a hierarchically senior advisory position relative to the Galactic Federation of Worlds, providing intelligence, strategy, and moral guidance rather than engaging in direct intervention on Earth. In 1985 Collier was warned that by 2001 Earth would be operating under a fifth-level control system -- an embedded alien agenda already functioning within Earth's institutions. In the context of solar system liberation, the Council sanctioned an operation in which Reptilian forces were permitted to retreat to Mars under the belief they could regroup there, only to be captured — a deliberate strategic trap. The Andromedans' ethical framework is aligned with service-to-others orientation, analogous to the Law of One's STO polarity.

Physical appearance of Zenae contacts

Collier's two primary contacts display the characteristic Zenae appearance. During his first shipboard contact in 1985, Collier found himself lying on a table facing "a very tall man with blue skin with no hair" — Morenae — and "a very short man, very, very old looking, whose skin was very pale white" — Vissaeus. Morenae, the taller of the two, had learned to speak English using his vocal cords; Vissaeus communicated only telepathically. Collier notes that Morenae's blue skin had turned white with age, consistent with Danaan's description of the Zenae as being blue-skinned with aging changes.

Zenae origin and civilisation

According to Elena Danaan's accounts, the Zenae — the primary founders of the Andromedan Council — are a Lyran-origin colony who left the Vega system to settle in the Zenetaean system of the Andromeda constellation. Their blue skin evolved due to atmospheric adaptation on their world, Adara. The Zenae can live up to 1,800 Earth years and their society evolved from an ancient warrior structure into one of spiritual warriors — "Zenae will fight for peace and defend the rights of universal justice." The Zenae created the Andromedan Council — termed the "Zenatean Alliance" or "ZeGalactic Alliance" — and its high council is composed exclusively of spiritually highly advanced races; it is explicitly a non-political body. The Council foresees a positive future for Earth and works alongside the GFW to prevent humanity from falling into galactic tyranny at this "tipping point in its history after 5700 years of Reptilian occupation."

The Zenae are described as "equivalent to the Ohorai Arcturians and sometimes mistaken for them" — both are blue-skinned, spiritually advanced civilisations with very long lifespans.

Independent corroboration: Campobasso's almanac

Craig Campobasso's independent almanac describes Andromedans as "blue hairless humans" with three classifications — female, male, and androgynous — with females five foot six to six feet and males five nine to six foot six, possessing hearts that "actually feel like heavenly stars are alive within every chamber." This blue-skinned description is consistent with Collier's description of Morenae's appearance and Danaan's description of the Zenae. Campobasso describes the "twenty-four elders of the throne" located "in the great city of Beta Andromedae" who counsel "master teachers and constellation fathers from every star nation" — and notes that Andromedan consciousness abilities include "holographic telepathy: using the third eye as a projector to screen their personal story for others to watch in 5D technology." The almanac also separately profiles the Twenty-Four Elders of Andromeda on the planet Callonus — twelve women and twelve men described as "human celestial gods and goddesses" who govern from Merkabah Star Station 144, monitoring 144,000 territories, and who use "coagular wave bending" to send messages "across the universe, or through time streams."

Operating style and the Law of Consistency

Collier characterizes the Andromedans as deliberately avoiding the foreground of galactic affairs: "They almost act as if they're shy. It's like they don't necessarily want to be in the forefront. They would much prefer the Pleiads or Cygnus Alpha — they would much prefer many of the other races be up front." Instead, their role is logistical planning and strategy: "It's almost as if they do the logistical planning of strategies and that seems to be a role that they're very, very comfortable with."

Their internal ethical code is termed the Law of Consistency: "Everything that they are and they know they share with everyone so that everyone is exactly in the same place. Consciously everybody is on the same page. No one's left behind. No information is withheld — from other races unless they're specifically regressive and they know the information will be abused. Then there is literally no communication."

Mutual accountability

Morenae told Collier that all positive civilisations check each other's work: "The A's are checking the Pleiads. The Pleiads are working with Cygnus Alpha."

Crop circles as encoded stabilization

Collier relayed that the Andromedan Council — comprising 139 different races — was actively placing crop circles on Earth as encoded information intended to help stabilize the planet against coming Earth calamities: "There is the Andromedan Council, which is made up of 139 different races, which is putting encoded information into the earth. To help stabilize it from Earth calamities. They're trying to buy us time."

Orion capture operation

Collier described a multi-dimensional operation planned by the Council to neutralize Orion Group leadership: the Andromedans mapped 1,500 years of Orion movement, identified more than 50,000 specific locations across this galactic region, and stationed allied star-nation forces at each location in the past, present, and future simultaneously — then triggered a response that forced the Orion Group to move, walking into the prepared trap: "They had people waiting there — past, present and future. And then what they did was they did something to trigger a response so that the Orion group would move. And that's exactly what happened. They moved. And many of them were captured." Collier stated that the number captured exceeded the nine initially reported by Danaan, including specifically those connected to the Orion AI network.

Humanity as a race of avatars

The Andromedan contactees revealed to Collier that humanity's 22-race genetic composite has enabled soul groups from 4th through 11th dimension to incarnate into human physicality — making humanity, in Collier's formulation, "a race of avatars" carrying multidimensional cellular memories encoded in what scientists classify as "junk DNA": "What we're going to realize is that we are a race of avatars. We have the knowledge, we have the experience of virtually all of our universal experience on all the dimensions."

Galactic tyranny prophecy and Earth liberation

The Andromedan Council issued a prophecy that became the foundational cause for the Galactic Federation of Worlds' intervention in the solar system: that Earth was the seed point for a "very evil galactic tyranny" that, if not arrested, would spread to the Moon and Mars and beyond. Per Elena Danaan's relaying of Thor Han Eredyon's communications, this prophecy drove the GFW to prioritize Earth's liberation: "There was this prophecy from the Andromedan Council that brought the Galactic Federation to our solar system."

Distinction from related bodies

The Andromedan Council is a separate governance body from several similarly named or functionally overlapping organizations in exopolitics literature:

• Main article: Intergalactic Confederation — Elena Danaan's Intergalactic Confederation is an intergalactic federation of 24 "Seeder" civilizations originating across multiple galaxies and reportedly seeding humanoid lineages approximately 65 million years ago; the Andromedan Council, by contrast, is a regional 139-star-system body rooted in the Andromeda galaxy and Andromeda constellation, philosophically aligned with but operationally distinct from the IC. The two work cooperatively on Earth-related matters but are not the same organization.

• Main article: Super Federation — Corey Goode's Super Federation is a 40–60-member body of 4th–5th density "genetic farmer" races that managed 22 parallel genetic programs on Earth; Collier's Andromedan contacts also reported 22 genetic experiments, but attributed the programs to three competing alliances (the Federation, Draconians, Orion) rather than to a single Super Federation council — making the two accounts numerically convergent but structurally distinct.
