Bismuth-magnesium metamaterial

The bismuth–magnesium metamaterial — a layered artifact widely known by the nickname "Art's Parts" after the broadcaster Art Bell — is an alleged recovered exotic metamaterial consisting of roughly eighteen alternating micro-scale layers of bismuth and magnesium, promoted within the UAP disclosure movement as one of the most-discussed pieces of physical material claimed to derive from an unidentified craft. Its proponents — chiefly the physicist Hal Puthoff and the investigative journalist Linda Moulton Howe — hold that the precision of its layering, at thicknesses below the manufacturing capability claimed for its era, together with its reported terahertz-frequency behaviour, marks it as engineered rather than ordinary industrial stock; sceptics note that its bulk isotope composition has been reported as ordinary and terrestrial and that its chain of custody is anonymous and contested.

The artifact's origin is told in several overlapping and partly conflicting accounts, and it is disputed whether they describe a single sample tracked through successive custodians or several distinct pieces.

The "Art's Parts" account (Art Bell / Linda Moulton Howe, c. 1996)

On the most widely circulated account, layered metallic fragments were mailed anonymously in the mid-1990s to Coast to Coast AM host Art Bell by a correspondent claiming a military source; Bell passed them to the investigative journalist Linda Moulton Howe, who has said she submitted them to several laboratories. From Bell's first name the material acquired the lasting nickname "Art's Parts." The samples were described as alternating layers of bismuth and magnesium — some accounts adding zinc — at thicknesses said to lie below the conventional manufacturing capability of the day.

The To The Stars Academy account (2017)

To The Stars Academy (TTSA) has said that a layered bismuth–magnesium sample was delivered to it in 2017, acquired from a private collection on the open market, and placed under analysis at Oak Ridge National Laboratory — work it described as commissioned under the AAWSAP/AATIP funding line and reportedly continued under the All-domain Anomaly Resolution Office (AARO).[citation needed] The sample was disclosed during the 2017–2019 wave of mainstream-press disclosure reporting — the same period in which the New York Times reported that recovered "metal alloys and other materials" were being stored for the Pentagon's UAP effort.

Puthoff's "grandfather's archives" account

On a 2024 episode of American Alchemy with Jesse Michels, Hal Puthoff — phoned in by Garry Nolan to discuss a bismuth–magnesium sample displayed alongside the Ubatuba fragments at the Nolan Research Lab — said the piece had been sent anonymously by someone claiming to be an Army officer who had found it in his grandfather's archives, and relayed Linda Moulton Howe's claim that the layers exhibit the terahertz-waveguide property.

These accounts agree that the material reached its analysts through an anonymous donor invoking a military connection, and that its defining feature is precise bismuth–magnesium micro-layering; they differ on when and by whom it was received (an anonymous mailing to Art Bell around 1996 versus a 2017 delivery to TTSA), on the exact composition (bismuth–magnesium versus bismuth–magnesium–zinc), and on whether the donor described an "Army officer" and a "grandfather's archives." Proponents generally treat them as one core artifact — the "Art's Parts" material — re-surfacing in later, better-instrumented analyses; others leave open that more than one layered sample may be in circulation.

Significance and reception

Within the disclosure movement the artifact is offered, alongside the isotopically anomalous Ubatuba magnesium fragments, as physical corroboration that some recovered materials are engineered rather than natural, and Hal Puthoff has cited the layered bismuth–magnesium samples in briefings to members of the United States Congress as material whose fabrication appears to exceed period manufacturing capability. Critics counter that its reported terrestrial bulk isotopes, its anonymous and contested provenance, and the difficulty of independently reproducing the cited analyses leave the case unresolved.
