High Council (Lyran)
The High Council of the Lyrans is the alleged governing structure of the Man system (Kepler-62) — the original home of the Man humanoid civilization — before its conquest by the Alpha Draconian Empire during the Lyran Wars. At the time of the invasion, the Taal government presided over the five inhabited worlds of the system and served as the primary diplomatic authority for all four Man races: the Ahel, Taal, Noor, and Laan.
Background
The Man system, orbiting the star "Mana" (Kepler-62, 1,200 light-years from Terra), is identified by Elena Danaan as the cradle of the humanoid species that subsequently seeded the entire galaxy. The system's strategic importance was enhanced by its proximity to an interdimensional vortex within the Ring Nebula, which became the primary objective of the Draco reptilians invasion.
Role during the Lyran Wars
When colossal Draco reptilians armadas attacked the Man system, the four Man races were taken by surprise and were not equipped to withstand the assault at scale. The Taal government — as the presiding authority over the five worlds — negotiated an extraordinary agreement with the Draco reptilians: the planets would be surrendered without further resistance in exchange for safe passage for refugees. This negotiation is described as controversial, with subsequent records surrounding it lost or destroyed.
The Taal royal family subsequently departed in two ships — one carrying the royals and one carrying high-caste Taal elites — under Draco reptilians escort, ostensibly bound for Vega but ultimately diverting to the Mirza system (Mirzam, β Canis Majoris), a course change suggesting prior undisclosed arrangements with the invaders.
Aftermath and legacy
Billions of Man people fled in gigantic arks carrying their cultures, plants, animals, and minerals to new systems — founding the Pleiadian, Andromedan, Hyades, and numerous other colonies across this galactic quadrant. The governing traditions of the Man system are credited as the conceptual foundation for the later Galactic Federation of Worlds, whose own governing structure draws on the federative model originating in Lyra.
Fall of the Man system and founding of the GFW
Thor Han Eredyon — an Ahel GFW officer and descendant of Man-system refugees — provided a first-person account of the Draco reptilian invasion in a 2023 discussion with Michael Salla. According to Eredyon, the Draco reptilian attack on the Man system was the direct motivation for founding the Galactic Federation of Worlds: "We created the Galactic Federation of Worlds so this would never happen again, when the Maia system was invaded by the Draco reptilians and destroyed. We wanted to create an organization that we cultures, we will protect each other and support and assist each other." Thor Han also described the Ahel's original governmental structure in the Man system as monarchical — later reformed into a council system following the diaspora: "We had a monarchical system. Our world. Then we changed, we kept the monarchy family and we changed to a more people system that you call democracy with a government and a council. The royal family still remains to this day having part to play in the great council of the Ahel."
