United Nations Secret Space Program
The United Nations Secret Space Program (UN SSP) is an alleged off-world diplomatic confederation described by Chris O'Connor as an offshoot of the United Nations that operated from approximately 1990 onward, tasked with representing all of humanity — rather than any single nation — in negotiations with non-human intelligent beings. O'Connor distinguishes it from the terrestrial UN: "it has connection to the United Nations here on Earth, but it's not the same exact organization."
Origins
O'Connor connects the program's formation to negotiations begun in the mid-1960s between the major space-faring nations — the United States, Soviet Union, United Kingdom, France, and China — and extraterrestrial races. He states these negotiations were a contributing factor behind the peaceful end of the Cold War. The UN SSP was the formal vehicle through which these nations agreed to present a unified human face to the galactic community.
Operations
The UN SSP initially lacked its own spacecraft and was transported by U.S. Navy and Air Force vessels — described as spartan, with small mint-colored rooms lit by a sourceless greenish ambient light. The program established at least three operational locations within the solar system: at Jupiter, Saturn, and Neptune. The primary station was the Saturn diplomatic station, a large spherical metallic space station within Saturn's rings.
Diplomatic mandate
The predominant work of the UN SSP was remediation: dark-faction Earth SSP programs had extracted resources from inhabited worlds without consent or committed offenses against other races, yet their actions were attributed to humanity collectively by galactic races. The UN SSP was responsible for returning to those worlds to deliver apologies and negotiate compensation. Earth races were held collectively responsible for the actions of any SSP faction, regardless of whether the UN SSP had involvement in the original incident.
Diplomatic personnel functioned as supplementary observers: they did not make decisions but monitored the emotional and telepathic state of extraterrestrial counterparts and relayed real-time guidance to lead Earth representatives when negotiations were at risk of breakdown.
