Vannevar Bush (March 11, 1890 – June 28, 1974) was an American engineer, inventor, and science administrator who during World War II headed the U.S. Office of Scientific Research and Development (OSRD), through which almost all wartime military R&D was carried out — including major developments in radar and the initiation and early administration of the Manhattan Project. He emphasized the importance of scientific research to national security and economic well-being and was chiefly responsible for the movement that led to the creation of the National Science Foundation. He was the likely first civilian chair of the Majestic 12 committee per the MJ-12 Eisenhower Briefing Document, which lists him as one of the twelve original members appointed by President Harry S. Truman in September 1947. Bush's wartime role gave him institutional authority over all classified science programs — making him the logical choice to head the scientific analysis component of a program managing recovered non-human technology.

Early life and education

Bush was born March 11, 1890, in Everett, Massachusetts, to Richard Perry Bush, a Universalist minister, and Emma Linwood (née Paine). He earned a bachelor's and master's degree from Tufts College in 1913, and a doctorate in engineering jointly from MIT and Harvard University in 1916. While at Tufts he developed and patented his profile tracer, an instrument for surveying terrain. In 1923 he became a professor of electrical engineering at MIT, eventually serving as vice president of MIT and dean of the MIT School of Engineering from 1932 to 1938.

Engineering career

In the 1920s and 1930s, Bush developed the differential analyzer, an analog computer capable of solving differential equations with up to 18 independent variables — a major step in the evolution of analog computing. An offshoot of work performed by his student Claude Shannon at MIT became the basis for digital circuit design.

In 1922, Bush co-founded the American Appliance Company, which in 1925 was renamed the Raytheon Company; Raytheon grew to be a major American defense contractor. In 1939 Bush became president of the Carnegie Institution of Washington.

World War II and the OSRD

In 1940, Bush proposed the creation of a National Defense Research Committee to coordinate federal scientific resources for war. President Franklin D. Roosevelt approved the proposal in June 1940 and established the National Defense Research Committee (NDRC), with Bush as chairman. In 1941, the NDRC was subordinated to the new Office of Scientific Research and Development (OSRD), with Bush as its director, reporting directly to the president. Science, The Endless Frontier and the National Science Foundation

In July 1945, at the request of President Roosevelt — and presented to President Truman after Roosevelt's death — Bush published his report Science, The Endless Frontier, advocating expanded federal funding of basic scientific research as essential to national security, public health, and economic prosperity. The report led to the creation of the National Science Foundation in 1950.

As We May Think and the Memex

In July 1945, Bush published his essay "As We May Think" in The Atlantic Monthly, describing a hypothetical proto-hypertext system he called the Memex — a personal device for storing books, records, and communications, indexed by association rather than purely by hierarchy. The essay is widely credited as a conceptual precursor to hypertext and the World Wide Web; pioneers including Douglas Engelbart (developer of the computer mouse) and Ted Nelson (coiner of the term hypertext) cited it as a direct influence.

Postwar service and final years

Bush served on a number of high-level postwar advisory bodies. He was a vocal critic of the militarization of the early Cold War scientific establishment and warned against unconstrained nuclear escalation in his 1949 book Modern Arms and Free Men. The OSRD was dissolved on December 31, 1947. In his later years he served on the boards of Merck & Co. and other major institutions.

Bush received numerous honors during his career, including the Edison Medal (1943), the Public Welfare Medal of the National Academy of Sciences (1945), the National Medal of Science from President Lyndon B. Johnson (1963), and the Atomic Pioneers Award from the Atomic Energy Commission (1970). The Vannevar Bush Award, the National Science Foundation's highest honor, was named after him in 1980.

Bush died June 28, 1974, in Belmont, Massachusetts, and is buried at South Dennis Cemetery, Dennis, Massachusetts.

Scientific background

Bush founded Raytheon in 1922 (then known as American Appliance Company), served as president of MIT from 1932 to 1938, and as director of the OSRD oversaw approximately $450 million in military R&D contracts — more classified scientific work than any single individual in U.S. history up to that time. His 1945 report "Science — The Endless Frontier" shaped post-war U.S. science policy and established the National Science Foundation. Roswell analysis role

According to William Cooper's reading of classified documents, it was Bush who suggested the name "EBE" (Extraterrestrial Biological Entity) for the live non-human recovered from the 1947 Roswell incident of 1947: "The name had been suggested by Dr. Vannevar Bush and was short for Extraterrestrial Biological Entity." In addition, Robert Wood and Ryan Wood's analysis of MJ-12 documents includes a Bush-to-FDR memo acknowledging recovered craft while deferring formal exploitation until after the war — consistent with Bush's management style of compartmentalizing major programs.

MJ-12 connection

In Stanton Friedman's analysis of the MJ-12 documents, Bush's inclusion as a founding member is consistent with his institutional role: he had the scientific expertise, the security clearances, the inter-agency relationships, and the presidential trust to lead the analysis of recovered non-human technology. Friedman's forensic analysis of the Bush signature style in the documents supports authenticity.

September 24, 1947 meeting with Truman

The Ron Garner documentary series 10 of 12 (drawing on records from the Truman Library) documented that the only private meeting between President Truman and James Forrestal in the entire second half of 1947 took place on September 24 — the same date as the MJ-12 authorization memo attributed to Truman. Truman's appointment calendar for that meeting uncharacteristically does not record the subject. A photograph from September 30 of that year shows Forrestal shaking hands with Bush — described by Garner as "probably one of the most impelling and fascinating characters of the 20th century that most folks have never heard of." Garner noted Bush held some 200 patents, had been Roosevelt's primary singular science advisor through World War II, and continued that role under Forrestal.

Wilbert Smith and UAP classification

Per Jesse Michels on The Joe Rogan Experience, Canadian magneticist Wilbert Smith — who was running research and development for Bush at Washington National Labs — contacted Bush's organization about UAP and learned that the subject remained classified at two levels above the hydrogen bomb. Smith was the conduit through which Thomas Townsend Brown's electrogravitics work came to official attention: once Smith confirmed Brown had achieved electrogravitic thrust in a vacuum, the program was elevated. This chain — Smith working under Bush, discovering UAP classification levels, bringing Brown's work into official view — positions Bush as the institutional gatekeeper for the entire early American NHI program.
