Project Environment directive
The Project Environment directive is a Majestic 12 document containing a cryptic authorization for the assassination of President John F. Kennedy, part of a set of documents that were recovered from a Majestic 12 cache and referenced in handwriting on the McCone memorandum two days before Kennedy was killed. The directive specified conditions under which extreme action was authorized "when conditions in Washington become non-conducive for growth" — language Michael Salla interprets as a coded assassination authorization triggered by Kennedy's demand that CIA Director John McCone release all UFO intelligence files.
The annotation "Angleton has MJ-12 directive," dated November 20, 1963, links James Jesus Angleton — CIA counterintelligence chief — directly to the directive and, in Salla's analysis, to the assassination operation.
