Steven Greer

Steven Macon Greer (born June 28, 1955) is an American ufologist, retired emergency medicine physician, and founder of the Center for the Study of Extraterrestrial Intelligence (CSETI) and the Disclosure Project, whose decades-long campaign to compel governments to release what he asserts is classified information on UFOs and non-human intelligence has reportedly assembled several hundred military and intelligence witnesses willing to testify before Congress under oath.

Background

Greer was born in Charlotte, North Carolina, in 1955, and grew up in a two-room shack without heat or air conditioning, putting himself through high school, college, and medical school. Around 1963, at approximately age eight, he witnessed a UFO in broad daylight in North Carolina, with his twin sister and neighborhood boys present; his parents dismissed the sighting. In the early 1970s Greer was trained as a Transcendental Meditation teacher and served as director of a meditation organization, travelling with the Maharishi to establish meditation centres. He received a B.S. in biology from Appalachian State University in 1982 and an M.D. from the James H. Quillen College of Medicine of East Tennessee State University in 1987. He obtained his Virginia medical license in 1989 and worked as an emergency physician — serving as chairman of emergency medicine — before retiring from medicine in 1998 to pursue UFO research full-time. His mother's brother is an engineer who worked on the lunar module, giving him a family connection to the US space program from an early age.

At age seventeen, Greer had a near-death experience during a serious illness in which he experienced the non-locality of consciousness — what he describes as the realisation that "the mind is actually a singularity, that there's really only one mind and it's just shining through various individuals." He was raised "a very devout atheist" and describes the experience as having convinced him through direct experience rather than prior belief. Several months later, at age eighteen, Greer was meditating and attempting to enter the state of unified consciousness from his near-death experience when he reports that an extraterrestrial spacecraft materialized near the mountain where he was located — his first CE-5-type contact, achieved without any drugs or external technology.

CSETI and CE-5

In 1990 Greer founded the Center for the Study of Extraterrestrial Intelligence with the aim of establishing diplomatic contact with extraterrestrial civilizations. CSETI developed the CE-5 (Close Encounter of the Fifth Kind) protocol — human-initiated contact using meditation, coherent thought sequencing, and signalling with lights — which Greer has conducted in group expeditions worldwide. CSETI has claimed to hold over 3,000 confirmed UFO sighting reports from pilots and over 4,000 "landing traces," and has used "Rapid Mobilisation Investigative Teams" (RAMITs) to respond quickly to reported landing sites.

Greer's theoretical basis for CE-5 rests on a model of consciousness as non-local — operating beyond linear space-time — and as capable of interfacing with the same transdimensional physics used by interstellar spacecraft. He argues that travelling between star systems requires crossing a "light barrier" analogous to the sound barrier, entering resonant dimensions that also intersect with coherent thought, explaining why intentional meditation can function as a contact signal: "When you go past the light barrier, you're going to cross into these kind of multi-phase resonant dimensions, part of which hook into the singularity of mind and thought." An early CE-5 event — conducted near Pensacola, Florida, in which four UFOs materialized over a beach where Greer had taken a team to run experimental contact protocols, with a photograph of the event appearing on the front page of the Pensacola newspaper — was witnessed by Air Force officers and pilots; this event was reported up the chain of command and was what led intelligence officials to invite Greer to brief the CIA director. General Albert Stubblebine III, former head of US Army Intelligence, contacted Greer following this event and subsequently offered him $2 billion to cease his public research and work within the covert apparatus; Greer declined, stating he had no interest in the money.

Disclosure Project

In 1993 Greer founded the Disclosure Project, a campaign to compel official acknowledgement of extraterrestrial contact and the release of suppressed free energy and anti-gravity technologies; Greer has described the initiative as an effort to grant amnesty to government whistleblowers willing to violate their security oaths to share classified UFO information. In October 1994 Greer appeared on Larry King's television special The UFO Coverup?.

On 9 May 2001, Greer convened a press conference at the National Press Club in Washington, D.C., at which twenty retired Air Force, FAA, and intelligence officers gave brief testimony; the event was subsequently seen by approximately 800 million people. Thomas Wilson (admiral) — then head of intelligence for the Joint Chiefs of Staff — had, according to Greer, been denied access to the programs Greer was investigating and was allegedly threatened with demotion; Wilson reportedly authorized Greer to take the assembled witness testimony to the mainstream media.

By 2013, the Disclosure Project archive contained over 550 witnesses; at a June 2023 National Press Club event Greer stated the count had grown to 752 named whistleblowers with 122 documented crash retrieval cases and 145 top-secret facilities catalogued, and reported that the full ≈8 TB Disclosure Project Intelligence Archive had been handed to the White House, Pentagon AARO office, and the congressional intelligence committees. Key witnesses Greer has cited publicly include Gordon Cooper, one of the original Mercury astronauts, whose crew filmed an extraterrestrial vehicle landing on a dry lake bed near Edwards Air Force Base in 1956; when Cooper was subsequently asked by Secretary of Defense William Cohen during the Clinton administration to verify the incident, Cohen found "a dry hole" — the records had been moved into a parallel system inaccessible through normal channels.

Wrigley Mansion approach (fall 1993)

Shortly before his December 1993 briefing of CIA Director Woolsey, Greer was allegedly approached by contractor operatives at the Wrigley Mansion in Phoenix, Arizona. The group — whom Greer described as working for private contractors involved in the technology transfer programs — told him not to brief the president or CIA director, that "they don't know anything and they're not going to know anything," and offered to bring him into their enterprise instead. When Greer refused, they allegedly offered to zero out unlimited credit cards each month, claiming they controlled the supercomputers backing the entire banking system. Greer stated: "Then you're going to own me, aren't you? Because isn't that credit card fraud and banking fraud?" The operatives then claimed, reportedly under sodium pentothal, that they had given at least $10 million apiece to over 10,000 people to secure cooperation with the program.

Clinton administration CIA briefing

Greer has described being invited to brief CIA director R. James Woolsey at a private dinner during the Clinton administration — invited because Clinton and Woolsey had inquired about the UFO subject and were being denied access. Over the course of a nearly three-hour briefing accompanied by his wife, Greer presented government documents, witness testimony, and photographs. At the end, Woolsey responded: "How do we disclose that which we have no access to?" Greer states this confirmed that the sitting CIA director genuinely had no access to the relevant programs: "I learned the hard way, the very, very hard way, that when you're dealing with things that are Unacknowledged Special Access Projects, just because you're the CIA director, just because you're Secretary of Defense, or on the Senate Intelligence Committee, means nothing."

Greer further recounts that the CIA director's wife — then Chief Operating Officer of the National Academy of Sciences — asked him at dinner how extraterrestrials communicate across the vastness of space. He told her that the craft use technologies that interface with consciousness through transdimensional physics: "She looked at me and said, 'I thought it had to be something like that.'"

Following the CIA briefing, a close friend of President Clinton came to Greer's home and told him the White House was supportive of Greer's recommended disclosures but would not act. When Greer asked why, the man said: "They're convinced that if the President steps into this too hard, he'll end up like Jack Kennedy." Greer states he initially dismissed this as nonsense before being told the concern was serious. Greer also had Lawrence Rockefeller — whom he describes as the "white hat in the family who wanted to end the secrecy" — urge him to move quickly; Rockefeller told him that no person of political or corporate power would lead disclosure because "the implications of this are so vast and so profound that no aspect of life will be unchanged when it comes out."

Sirius documentary and the Atacama humanoid

In advance of the 2013 documentary Sirius, Greer discussed on The Joe Rogan Experience his investigation of a small humanoid being — approximately six inches in length — found in the Atacama Desert of Chile. The being had been CT-scanned and X-rayed; bone density analysis indicated it was at least several years old despite being only six inches long; it had ten ribs rather than the human twelve; and no known form of dwarfism or genetic syndrome matched its characteristics. Greer stated he was the third person to have handled it and conducted a physical examination. DNA extraction had been performed from rib marrow and the material was at the time being processed at a university laboratory. The being was found in a remote area of the Atacama where native peoples reported luminous objects entering and exiting the Andes foothills, and where small upright humanoid beings had been described in indigenous village accounts. A subsequent genetic analysis reportedly concluded that the Atacama skeleton was human, with genetic markers traced to "indigenous women from the Chilean region of South America"; the director of the centre that conducted the analysis characterised it as "an interesting medical mystery of an unfortunate human with a series of birth defects."

Key positions

Greer's central arguments — developed across his documentaries, books, and podcast — include a three-part UFO classification (genuine ET craft, man-made black budget ARVs, and interdimensional beings); the claim that reported alien abductions and cattle mutilations are largely carried out by covert human operators as psychological warfare; the suppression of zero-point energy technology to maintain fossil-fuel dependency; and the assertion that the UFO secrecy apparatus constitutes "the largest criminal, corrupt organization in the history of the earth," operating outside constitutional oversight since approximately 1956. Greer has likewise characterized the 1996–97 release of the Alien interview video as the work of a pro-disclosure faction within the Cabal — one floating the footage to wield the threat of disclosure as a bargaining lever over the immensely valuable interstellar technology trade rather than to end the secrecy outright, the anti-disclosure majority answering with skeptical debunking of the film and only a partial, controlled concession.[citation needed]

Greer's detailed accounts of the UFO secrecy apparatus, the role of the military-industrial complex, the Kennedy assassination, scalar weapons used to down ET craft, suppressed energy technology, and media suppression programs are documented in those respective articles. Greer has provided briefings to the Director of Central Intelligence, the head of the Defense Intelligence Agency, members of the Senate Intelligence Committee, senior House committee members, presidential staff, and the head of intelligence for the Joint Chiefs of Staff — each of whom, he states, had been denied access when they made their own inquiries. His testimony about Kennedy's statements on UFOs, Eisenhower's loss of control over classified programs, the Admiral Wilson Pentagon briefing, Mark McCandlish and the ARV, the Indonesia incident (2009), Roswell retrieval witnesses, suppressed patents, and the alleged downing of a craft in Iran is documented in those respective subject articles.

Greer was present in Phoenix, Arizona on the night of the Phoenix Lights in March 1997, witnessing the phenomenon firsthand while working at a digital lab preparing a briefing for the Vice President's office.

The Cosmic Hoax (2021)

In July 2021 Greer released The Cosmic Hoax, a video addressing three claims he characterizes as lies perpetuated by the intelligence community: that the US government does not know what UFOs are, that the US has no aircraft with comparable performance, and that UFOs represent a threat. Salla, commenting on the video, praised Greer's documentation of the history of this deception, particularly his citation of Carol Rosin's testimony about Wernher von Braun's 1974 warning that the intelligence community would play a succession of manufactured threat cards — Russia, nations of concern, asteroids, and finally a staged alien threat — to justify continued military expansion. Salla disagreed, however, with Greer's section on "exo-racism" — Greer's term for the view that some extraterrestrials are benevolent and others hostile, which Greer characterized as a psychological warfare narrative manufactured by the military-industrial complex. Salla argued that multiple independent witnesses, whistleblowers, and a leaked 1989 Defense Intelligence Agency document all corroborate the existence of distinct extraterrestrial groups with different postures toward humanity, and that dismissing this as exo-racism was "very dangerous." Salla further warned that the more likely deep-state false flag event was not an alien invasion but an "alien salvation" — extraterrestrials presented as humanity's saviors offering solutions to pandemics, poverty, and nationalism, potentially serving a covert agenda — a scenario he argued Greer's framework left people unprepared for.

Films

Greer co-produced Sirius (2013), which was directed by Emmy Award-winning filmmaker Amardeep Kaleka, narrated by Thomas Jane, covered Greer's 2006 book Hidden Truth, Forbidden Knowledge, and was funded through public crowdfunding; Unacknowledged (2017), a crowdfunded release directed by Michael Mazzola and narrated by Giancarlo Esposito, which briefly reached number one documentary internationally on iTunes and number two in the United States and which, per Greer, prompted the Pentagon to present Luis Elizondo publicly; Close Encounters of the Fifth Kind: Contact Has Begun (2020), also directed by Mazzola and featuring Greer, Daniel Sheehan, Jan Harzan, and Russell Targ; and The Lost Century and How to Reclaim It (2023). Kaleka has described the goal of the Sirius project as showing "not only in science and technology but in consciousness that can lead the planet out of its current sort of death spiral" and toward a "global spring."

Close Encounters of the Fifth Kind drew largely negative reviews. Writing in Variety, Owen Gleiberman described the film as "fantasy propaganda... a conspiracy documentary built around the thesis that the 'national security state' has concealed it from all of us." Noel Murray of the Los Angeles Times called the film "overlong and rambling – more concerned with disconnected anecdotes than making a compelling case or telling an interesting story." John Defore of The Hollywood Reporter wrote that the film "is far too impassioned in its nuttiness to be a purely cynical, Scientology-style sham" and "rather strangely squeezes the last few years of UFO-related news coverage into a misleading frame, arguing that journalists, pundits and the government are collaborating to build fear in the public that would justify the establishment of a 'one-world government'," adding that "though [Greer's] been summoning [UFOs] from across the galaxy for decades, he can never convince an alien ship to travel an extra couple of miles and hover for a good photograph."

Assessment

Michael Salla wrote in April 2025 that "Steven Greer shows why he is still head and shoulders above any other researcher when it comes to the operations of the Deep State regarding UFOs," and in August 2025 that Greer "stands head and shoulders above most UFO researchers in understanding that many UFOs are reverse-engineered alien spacecraft and pose no genuine threat to humanity." UFO journalist Jay Anderson, despite noting his "own issues" with Greer, stated that before the founding of TTSA, Greer "was the only person really who was making noise" about black budget illegal programs, reaching millions through Netflix documentaries.

Methodology

Greer describes his approach as assembling a "disclosure mosaic": connecting hundreds of compartmentalized whistleblowers — each knowing only their specific operation — into a coherent picture. As of 2025, the Disclosure Project Intelligence Archive listed 762 named whistleblowers, with over 600 additional witnesses awaiting subpoena or immunity procedures.

Trump-era advocacy

Following Donald Trump's return to the presidency in 2025, Greer met with Representatives Anna Paulina Luna, Tim Burchett, and Jared Moskowitz, and was brought into Senate Intelligence Committee SCIFs for private briefings. He submitted five recommended executive orders for the Trump administration's review, including whistleblower amnesty, law enforcement authority over corporate black sites, mandatory disclosure within six months, authorization of a diplomatic contact team, and selective technology release.

Personal security

Greer has stated that four people working with him have been killed and that he himself was almost killed on at least one occasion. He maintains a "dead man trigger" — a cache of sensitive information held by multiple parties that would be released to approximately two billion people if anything were to happen to him. He claims partial protection from suppression because he allegedly once saved the life of a senior Majestic 12 member, and that since 1998 he has had covert executive protection under a mutual deterrence arrangement.

CE-5 expeditions

Greer leads paid public CE-5 expeditions in which participants pay several thousand dollars in fees to learn the CE-5 protocol in field settings. Greer has reportedly photographed entities at close range during these expeditions and described instances of physical healing occurring during contact events. The expeditions have drawn pointed criticism from within the UAP-disclosure community: in a broader discussion of Greer prompted by a direct audience question, Luis Elizondo described a figure who had "made a cottage industry a career of taking people's hard earned money and deceiving them," having participants "sign non disclosure agreements to make sure they don't tell the world that they've been deceived," and "paying people off to do things for you to deceive other people."

CE-5 Contact app

Greer has made the CE-5 contact protocols publicly available through a smartphone application called the CE-5 Contact app, which includes a complete training programme for human-initiated contact.

Allegations of intelligence-community infiltration of UAP disclosure

Greer has publicly accused Luis Elizondo, David Grusch, and a broader cluster of figures associated with the post-2017 UAP-disclosure wave of being CIA-assigned disinformation agents — operatives whom Greer characterises as either knowingly promoting, or being kept ignorant of, a false narrative of hostile extraterrestrials in order to justify the militarization of space. Greer alleges that Elizondo and Grusch told members of Congress that he was "a Russian sleeper agent." In turn, Elizondo has referred to Greer and certain other researchers as "terrorists," stating "I wouldn't negotiate with terrorists" when asked about Greer. The broader debate between Greer's position — that extraterrestrials pose no threat and most UAP are human-made craft — and the Elizondo-aligned position that UAP represent a genuine unknown potential threat has been openly contested within the UFO research community, with Greer challenging Elizondo and others to public debate. Daniel Sheehan, who served as legal counsel both to the Disclosure Project and subsequently to Elizondo, represented Elizondo in meetings with the Department of Defense over whistleblower protections.
