The Intergalactic Confederation (IC) is an alleged assembly of ancient "Founder Races" — the original genetic seeders of humanoid life across the galaxy — who arrived in Earth's solar system in October 2021 at the GFW's invitation. Elena Danaan was allegedly taken aboard a GFW ship to Ganymede to witness the IC armada firsthand: approximately 20–30 enormous white, glowing, disc-shaped mother ships stationed between Jupiter and Ganymede. The IC is hierarchically senior to the GFW, and the GFW requires IC approval before proceeding with full public disclosure or formal First Contact with humanity.

Arrival and invitation

The IC did not arrive of its own accord but in response to a signal sent by the Galactic Federation of Worlds indicating that Earth had reached a threshold of readiness. The October 2021 arrival followed more than a year of preparation: Danaan had visited Ganymede in October 2020 and observed planning sessions between Thor Han Eredyon and GIN-race officers that she believed were related to the IC's anticipated arrival.

The IC fleet established itself between Jupiter and Ganymede, with senior officials accommodated at the existing Ganymede base and logistical personnel at a large command installation in Jupiter's upper atmosphere. Danaan noted that the IC also had a pre-existing facility on Ganymede, suggesting prior periods of activity in the solar system.

In a March 2022 roundtable with Alex Collier and Michael Salla, Danaan reportedly elaborated that her GFW contact Thor Han Eredyon had told her the IC fleet "arrived, I was told in October 2021. Behind Jupiter," and that they had reportedly arrived "through the portal — the Stargate, this station, the space station there. That's a huge fleet of ships." The fleet's stated purpose, according to this account, was to meet delegations from Earth and Mars and to assist in preparing humanity for what was reportedly to come, including the gradual disclosure of their presence through increasing ship sightings.

Identity as Founder/Seeder Races

The Intergalactic Confederation corresponds to the "24 ET Seeder Races" — civilizations responsible, in the distant past, for modifying and seeding human-like genetic lineages throughout the galaxy, including on Earth. Their arrival is therefore framed as a parental or ancestral visitation: they have come to witness the outcome of their work and to evaluate whether humanity is ready for open contact.

Within the IC, the specific group that carries out the seeding work calls itself the Seeders of the Founders (often shortened to "the Seeders"). These 24 extremely advanced cultures "assist the great work of Source to spread out life throughout the universe." The IC as a whole is described as a gathering of "an amazing number of cultures from several galaxies" — far larger than any purely galactic body such as the GFW: "imagine in our only galaxy on how many cultures are in the Galactic Federation of Worlds. But at intergalactic level, it's huge."

The Seeders relate to nine supra-consciousnesses described as existing "in the void, at the root, at the singularity of all universes, all dimensions" — a higher guidance structure not part of any physical or political body. Per Danaan these nine are connected to the Egyptian Ennead concept (the number nine meaning "multitude" in ancient Egyptian), and may be the origin of the "Council of Nine" designation in earlier channeled material.

This framing distinguishes the IC from the Super Federation, which administers ongoing genetic programs at the 4th–5th density level. The IC Seeder Races are presented as the original architects, who seeded the lineages that the Super Federation's "genetic farmer races" subsequently modified and monitored over millions of years.

Relationship to the Anunnaki

The Anunnaki are explicitly distinguished from the Intergalactic Confederation and the Seeders: they originate in the Milky Way galaxy ("Nataru") on a different dimensional plane and are therefore not IC members. However, when the Anunnaki arrived on Earth to mine resources and encountered Earth's primitive humanoid population, they discovered that these humans were "already the fruit of another experimentation from other people, the Intergalactic Confederation" — meaning the IC had seeded the Earth human lineage first. The Anunnaki subsequently made their own genetic contribution to Earth humanity but were not the first architects of the human genome.

Approval authority over GFW

According to Danaan, the Galactic Federation of Worlds cannot proceed unilaterally with full public disclosure or formal First Contact — both require IC evaluation and authorization. The IC's presence in the solar system in 2021 was thus not merely symbolic but constituted an active review process.

The IC's planned First Contact approach is a progressive "soft contact" operation: gradually increasing the number and visibility of GFW ships in Earth's skies, allowing humanity to acclimate before any formal announcement.

Council of Nine connection

The Intergalactic Confederation is closely associated with two related bodies: the Council of Nine (nine senior representatives from the IC, associated in Danaan's accounts with the ancient "Ennead" traditions) and the Council of Five (five races, including the GIN people, who maintain the diplomatic infrastructure at Ganymede). Contactee Josip Ibrahim visited Ganymede in his book I Visited Ganymede; South American contact reports have also referenced a "Confederation of Planets" at Ganymede.

The Earth experiment

Thor Han Eredyon, a GFW officer of the Ahel species, described the IC's relationship to the Pleiadian Ahel and the broader seeding program in a 2023 discussion. According to Eredyon, the Ahel were seeded by the Intergalactic Confederation as one of the root races — the original human-lineage civilizations across the galaxy — and the Ahel subsequently served as a source population for many other human civilizations throughout the Milky Way. The seeding of Earth, however, was described as categorically different: rather than establishing a single-race world as was standard, the IC "decided to conduct an experiment that was unique. Not one single race — a world, but one race that would gather together many other root races in its genetics. This was new; this was an experiment, and it was very precious." In the same discussion, Thor Han described the IC's pattern of engagement with the Ahel home system as episodic — sending envoys and messages, conducting terraforming works, then departing for millennia before returning — never interfering in the development of cultures, always observing.

Oumuamua hypothesis

Per Michael Salla and Elena Danaan, the interstellar object ʻOumuamua, observed by the Keck Telescope in Hawaii in 2017 and described by Harvard astronomer Avi Loeb as a possible artificial object, may have been an IC advanced scout ship. Danaan noted that the object's Hawaiian name, meaning "advanced scout ship," aligns with this hypothesis.

The GIN people and Council of Five

The GIN race — small, slow-moving, calm beings in dark uniforms with silver-line trim — serve as the diplomatic hosts at Ganymede on behalf of the Council of Five, one of the intermediate bodies between the GFW and the IC. Danaan visited their facility in Ganymede's northern hemisphere in 2020: an underground landing bay with yellow and purple fluorescent lighting, an acidic (vinegar-smelling) atmosphere that became tolerable within 20 minutes, and an oval office containing a large holographic galaxy display used in planning meetings.

Merion as IC representatives

The Merion, a highly spiritual humanoid culture, maintain representatives specifically in the High Council of the Intergalactic Confederation as well as in the Andromedan Council — a role that reflects the IC's practice of including spiritually advanced non-Seeder cultures in its governing body. The Merion are described as "peaceful and highly spiritual" and "very active in galactic and inter-galactic diplomacy," though they do not participate in armed conflicts.

Distinction from related bodies
