Human–non-human intelligent being relations is the umbrella concept covering all alleged interactions between humanity and non-human intelligent beings (NHI), including diplomatic treaties, infiltration of human institutions, abduction and contact phenomena, technology transfer, cultural integration, and both cooperative and adversarial engagements. The field is a primary subject of the exopolitics discipline, which treats human-NHI relations as a coherent international-relations problem analogous to diplomacy between sovereign states. Major proposed instruments include the alleged Greada Treaty (1954), the Eisenhower NHI meetings, and contemporary Galactic Federation of Worlds contact reported by contactees such as Elena Danaan and Alex Collier. No single relationship type characterises this engagement: different species and factions pursue fundamentally different agendas, from benevolent protection and education through formal treaties to abduction, genetic hybridization, and slave-labour trafficking.

Benevolent contact and protection programs

The Galactic Federation of Worlds conducts an ongoing program of protection for Earth, maintaining orbital stations and intervening against invasive species. The GFW also runs a "Starseed" or "Envoy program" in which Federation-aligned beings incarnate into Terran bodies to perform consciousness-elevation work from within human society.

Individual contactees receive personal mentorship, rescue operations, and educational transmissions. Extraterrestrial beings select certain humans to "follow throughout life," offering philosophical and moral guidance through telepathic communication over decades.

Government-level relations

Relations conducted by national governments form a distinct actor-level dimension of the field, encompassing treaty-making and exchange agreements, custodial and liaison arrangements for beings held in state custody, compartmented oversight bodies such as Majestic 12, and technology-transfer programmes. The clandestine character of these arrangements is itself a recurring theme: diplomatic contact is alleged to have been conducted by compartmented bodies while the public and most of government were kept unaware that the relationship existed at all.

The Galactic Federation formally met U.S. President Eisenhower in 1954, offering to assist in disarming humanity's weapons, ending wars, and supporting Earth's spiritual elevation and eventual Federation membership. The offer was declined. Instead, the Do-Hu Grey species — operating as a proxy for the Alpha Draconian Empire and Orion Alliance — signed the Greada Treaty with the Eisenhower administration, exchanging technology for access to human genetic material.

Corporate-sector relations

A parallel actor-level dimension involves private corporations — particularly aerospace and defence contractors — interacting with non-human intelligent beings through consulting engagements, joint engineering programmes, and long-term residency arrangements. William Tompkins described Nordic-appearing engineers embedded within Douglas Aircraft Company's Advanced Design think tank; J-Rod consultation is alleged at contractor-operated facilities; and liaison roles are said to have been built into unacknowledged special access program (USAP) contracts. Steven Greer and others contend that effective control over non-human intelligent being-related programmes migrated substantially from government into the private sector by the 1960s, leaving elected officials and senior officers outside contractor-run compartments.

Abduction programs

Multiple Grey and reptiloid species have conducted unsanctioned abductions of human civilians for genetic experimentation, reproductive material extraction, and implantation. The Maytrei (Tall Greys) conduct abductions openly for slave traffic to lunar and Martian facilities and for sale to other species. The Solipsi Rai (Zeta Reticuli) conducted widespread abductions under the cover of the Greada Treaty; what was agreed as limited genetic study quickly escalated to millions of abductions.

Genetic hybridization

Ongoing hybridization programs — crossing human genetic material with Grey and reptiloid genetics — have been conducted by multiple species operating under Orion and Alpha Draconian Empire coordination. Hybrid children produced through abductee reproductive material feature in testimonies across multiple witnesses.

Terran human DNA already contains the genetic signatures of 22 different extraterrestrial races who have visited, bred with, or genetically modified the Terran lineage across history. "In our physical form right now in our genetics, we have within us the DNA of 22 different extraterrestrial races who have come down here and manipulated — who have bred with us, who have tinkered with us — everything imaginable."

Slave labor

Human captives have been trafficked as slave labor to off-world mining facilities on the Moon and Mars by multiple species operating through Antarctic-based spaceport infrastructure. Tony Rodrigues, a Secret Space Program survivor, testified to serving as a slave worker on Mars after being sold into extraterrestrial labor programs as a child.

Individual contact protocols

A specific protocol for how humans should conduct themselves when encountering extraterrestrials was transmitted through Andromedan contacts: "It is imperative that when they physically land or they show themselves, it is imperative that you approach them regardless of who they are, what they look like, as an equal. Because you are a spiritual being first and a physical being second." A distinction exists between voluntary contact — in which an ET species respects and seeks out the human individual — and abduction; the Andromedan contacts never violated free will and conducted the relationship on a basis of mutual trust and friendship over more than thirty years.

Interstellar diplomatic missions

Formal diplomatic interactions between Earth representatives and extraterrestrial species are described in SSP testimony as an ongoing operational function, distinct from the public debate over whether extraterrestrials exist at all. Multi-species negotiations are conducted at interstellar space stations, including a station near Saturn. The range of these missions includes: "It could be a treaty or it could be a real contract where you're talking about we've got this much in rare earth elements or military hardware... they've got X amount in minerals or elements or technology." The bulk of his diplomatic work, he stated, involved repairing damage caused by aggressive factions of Earth-based SSP programs that had seized resources from inhabited planets without negotiation: "We would have to go and send our apologies and work out a deal to make things right."

Cramer identified a consistent structural problem in these negotiations: the aggressive "dark factions" of the Earth-based SSP operated outside normal accountability frameworks, creating enmity that the diplomatic corps was then tasked to repair — while those responsible faced no consequences. "Some of the darker factions of the earth based SSP programs wouldn't be as kind in negotiations if there were crystals on some planet they wanted... they take it anyway and then of course we would have to come along, meet with that race, send our apologies, explain that not that that represents the whole planet."

Dr. Michael Salla framed this pattern as indicative of the broader human-NHI relationship: "The thing that's always worth reminding ourselves is that diplomatic meetings are happening between Earth representatives and extraterrestrials, even though the rest of the public is struggling over the proof and the evidence and photographs... the governments keep us kind of like in the dark, squabbling over whether or not there's evidence that ETs even exist, but yet they're holding diplomatic missions and reaching agreements."
