Extraterrestrial civilization

An extraterrestrial civilization is a society or polity of extraterrestrial beings — the collective, technological, and political organization of beings said to originate on other worlds and star systems, as distinct from the individual beings and from the occupants of any single craft. Where a lone UFO occupant is an individual, an extraterrestrial civilization is the wider community, alliance, or empire from which that being is said to come. It is the main referent of the extraterrestrial hypothesis.

No extraterrestrial civilization has been acknowledged by any government or confirmed by mainstream science; in the exopolitical account, one would by its nature be kept from public knowledge by a cover-up and an official conspiracy of silence.

The category is an umbrella with two broad divisions. Most alleged examples are non-human extraterrestrial civilizations — societies of non-human intelligent beings such as the reptilian Alpha Draconian Empire, the Grey collectives, the Nordic peoples, and insectoid and Anunnaki polities. A smaller division are extraterrestrial human civilizations — populations of biologically Homo sapiens living off Earth. Both are distinguished from interdimensional civilizations, whose members are said to come from other densities rather than other planets, and from cryptoterrestrial and subterranean societies hidden within Earth.

Reported extraterrestrial civilizations are organized as federations, coalitions, empires, councils, and hive collectives. The Galactic Federation of Worlds is described as a confederation of many cooperating worlds, the Orion Group as an opposing coalition, and the Alpha Draconian Empire as a reptilian imperial power. They are said to vary widely in technology, ethics, and posture toward humanity — from the protective and service to others to the predatory and Service to self — and are commonly ranked by density and civilizational stage (see Classification of extraterrestrial, interdimensional, and non-human intelligent beings).

The line between an extraterrestrial and an interdimensional civilization is not sharp. The most advanced are said to travel by interdimensional or otherwise exotic means, and so to operate like interdimensional beings without originating in another density. This overlap is one reason the extraterrestrial, interdimensional, ultraterrestrial, and cryptoterrestrial models are sometimes combined into a single all-of-the-above hypothesis.
