Ultraterrestrial hypothesis

The ultraterrestrial hypothesis is a class of theory about the origin of unidentified anomalous phenomena (UAP) and their operators that rejects or supplements the standard extraterrestrial hypothesis (ETH) in favour of origins closer to home: parallel dimensions, humanity's own future, the subsurface or undersea environment, or a hidden advanced civilisation that has co-existed with humanity on Earth for millennia. Its proposed operators — collectively the ultraterrestrials — are correspondingly diverse: interdimensional beings, cryptoterrestrials, or future humans rather than the extraterrestrial beings of the ETH. The term was popularised by UFO researcher John Keel and later engaged by physicist Hal Puthoff in his academic paper Ultraterrestrials Models, published in 2022. Related framings include Jacques Vallée's interdimensional hypothesis and the crypto-terrestrial hypothesis associated with researcher Mac Tonnies.

Terminology and scope

The term "ultraterrestrial" was coined by John Keel to describe intelligences that appear to originate not from distant star systems but from what he called another space-time continuum — a realm in which "life, matter and energy are radically different than ours." In Keel's framing, drawn from his books Operation Trojan Horse and The Mothman Prophecies, ultraterrestrials are primarily non-physical beings capable of instantiating in physical form — accounting for UFO sightings, cryptids, and poltergeist phenomena within a single framework.

Puthoff's 2022 paper broadens the term to an umbrella label for any of several non-standard-ETH hypotheses, listing them as follows in the abstract:

Puthoff emphasises that these options are "not mutually exclusive" and that the evidence may point to "a both-and rather than an either-or."

Proposed signatures

The Fazio Cardano encounter of 1491 is cited as a historical parallel: Cardano recorded that seven humanoid visitors, dressed in silk garments resembling Greek togas and claiming to be "composed as it were of air" with lifespans of up to 300 years, appeared to him on 13 August 1491 — a case also discussed in Richard Dolan's book Alien Agendas.

Hal Puthoff and the 2022 paper

Hal Puthoff is a physicist who earned his PhD from Stanford University and co-founded Project STARGATE, the CIA-sponsored programme investigating remote viewing. He was subsequently associated with the Advanced Aerospace Weapon System Applications Program (AAWSAP) and the Advanced Aerospace Threat Identification Program (AATIP) at the Pentagon, where his responsibilities included evaluating materials of potentially non-human origin.

In Ultraterrestrials Models, Puthoff opens by stating that the fundamental question of the phenomena's origin — extraterrestrial, extra-dimensional, crypto-terrestrial, demonic/jinn, time traveller, or some combination — "remains currently unknown." The paper was published in 2022 and attracted attention partly because of Puthoff's intelligence community background; commentators interpreted the choice of "ultraterrestrials" as the paper's framing keyword as a signal of where Puthoff's own assessment gravitates, given that he is legally constrained from stating classified conclusions outright.

The paper references the crypto-terrestrial hypothesis as elaborated in Mac Tonnies' book The Crypto-Terrestrials and cites author Nick Redfern's book The NASA Conspiracies, in which a former NASA Gemini contractor claimed NASA had evidence of "the last vestige of a very ancient terrestrial race of beings" — forced by unspecified circumstances to retreat to remote mountains and the seabed — that was responsible for the legends of Atlantis and was at the time of the interview primarily concerned with nuclear war and environmental degradation. The paper also invokes Zecharia Sitchin's Earth Chronicles series as a representative example of the "stranded ET gods" hypothesis and Richard Dolan's breakaway civilization concept as a representative example of the isolated-advanced-human hypothesis.

John Keel's original framework

John Keel developed the ultraterrestrial concept most fully in his 1970 book Operation Trojan Horse, arguing that UFO intelligences are "our next door neighbours, part of another space-time continuum," and that ancient peoples recognised them under names such as the Hebrew shalt (the invisible world). Keel held that these entities manifest physically only intermittently — appearing as flying saucers, cryptids, and other anomalous phenomena — and that they deliberately manipulate human perception and belief systems, a view he expanded in The Eighth Tower (1975). Former Project Blue Book scientific consultant J. Allen Hynek moved toward a similar position late in his career, concluding that the phenomenon could not be adequately addressed within the standard nuts-and-bolts extraterrestrial hypothesis.

Relation to the interdimensional hypothesis

Jacques Vallée's interdimensional hypothesis, developed in works including Passport to Magonia (1969) and Messengers of Deception (1979), overlaps substantially with the ultraterrestrial framework. Vallée argues that UAP intelligences use the extraterrestrial narrative as deliberate misdirection — consistent with Puthoff's signature of "proliferating emphasis on the ET theme" to prevent exposure of a locally resident non-human presence. Both Keel and Vallée stress continuity between modern UFO encounters and pre-modern accounts of angels, demons, fairies, and apparitions, treating all as expressions of a single perennial phenomenon operating from a non-physical or hyper-physical substrate.

Pilot and aviator commentary

Navy pilot Ryan Graves, appearing on The Joe Rogan Experience in October 2022, was asked about the ultraterrestrial timeframe — whether the operators of the East Coast UAP could plausibly be a long-resident terrestrial intelligence rather than recent extraterrestrial arrivals — and acknowledged the question as one he could not rule out, given the persistent, structured occupation of the operating areas by the objects across multiple years and crews.

Government communication programs

Vallée disclosed in 2025 that credible sources informed him of ongoing, structured communication between government specialists and non-human intelligence at an undisclosed secure facility — on a continuing, not one-time, basis. He characterised the communicating entities as potentially "the controllers, the higher level entity," and noted the possibility that deliberate delay of public disclosure serves to prevent cultural disruption: "there is a process ongoing where we may be able to acquire information at a very sophisticated level. That could be a reason stalling disclosure until there can be a rational way that we're not confronted with something so overpowering that it would destroy our culture and our society."
