Non-human intelligent beings in custody of terrestrial governments and corporations are living extraterrestrial and other non-human intelligences reportedly held, studied, or employed at classified United States government and defense-contractor sites from 1947 to the present. The reported arrangements range from the brief medical holding of crash survivors, through the decades-long advisory residency of exchange scientists, to the confinement of entire groups of beings in underground facilities under conditions several witnesses describe as imprisonment. Accounts have been given by the contactee-journalist Linda Moulton Howe, the Majestic 12 microbiologist Dan Burisch, the Area 51 simulator engineer Bill Uhouse, the retired Army investigator Clifford Stone, and the authors William Cooper, John Lear, and Steven Greer, among many whistleblowers, contactees, and secret space program witnesses. As a practice it sits within the terrestrial crash-retrieval and reverse-engineering apparatus overseen by Majestic 12, alongside programmes of human–NHI cooperation; its subjects are the individual captives and liaisons enumerated below and the classified facilities — Los Alamos National Laboratory, S-4, Dulce Base, and Wright-Patterson Air Force Base — at which they are said to be kept.

The existence of a hidden population of captive non-human beings is received with incredulity outside the contactee and disclosure milieu, and the accounts are by their nature testimony-borne: no filed detention order, autopsy record, or custody roster has been produced, and the documentary trail runs through leaked briefings, telepathic and channelled exchanges, and the recollections of people claiming classified access rather than any subpoenable record. A common objection is that a being housed off any public register and, in some accounts, held beyond the reach of instruments cannot be examined at all, and that the best-known case — Dan Burisch's account of J-Rod — rests partly on anonymous forum testimony and on a witness whose credibility has itself been disputed.[citation needed] In the in-universe reading the absence of a public record is the expected signature of classification and of the quarantine and ridicule that attend the subject: a being recovered from a downed craft and held under a compartmented programme leaves no artifact at a county clerk's office as a matter of course.

Range and terminology of custody

Custody in these accounts spans a spectrum from the voluntary to the involuntary. At one pole stand beings said to have arrived by arrangement — exchange scientists and diplomatic liaisons housed as guests under cooperative accords; at the other, entities taken from downed craft and confined for study. Sources accordingly distinguish capture, defection, and liaison status, and separate the broad condition of custody from detention proper — the physical confinement of a being against its will, as distinct from the cooperative housing that custody may also include. The arrangements are further characterised by their study programmes — medical, biological, and linguistic — and by how each ends: death, departure at the expiry of an exchange, or release. The legal and ethical status of the practice is largely undescribed in the source literature, which treats these beings as neither ordinary prisoners nor ordinary guests.

Roster of named captives and liaisons

Beginning with EBE-1, the Grey-type survivor said to have been recovered from the 1947 Roswell crash and held at Los Alamos National Laboratory until his death around 1952, a small roster of named beings is reported to have passed through terrestrial custody — as prisoners, defectors, or diplomatic liaisons — as enumerated below.

The EBE program

The first being known to have entered government custody, designated EBE-1, was recovered from a 1947 crash and held at Los Alamos National Laboratory, New Mexico, where he died of unknown causes on 18 June 1952. Communication with EBE-1 was severely limited by the absence of any shared language or reference frame, and relied on symbolic and gestural exchange. EBE-1 is the individual case cited most often in accounts of NHI detention, and is identified in the EBE program literature as the Grey-type survivor of the Roswell crash.

EBE-2 is said to have arrived voluntarily for the first officially arranged landing, at White Sands Missile Range Area 17 in April 1964; a former Air Force Office of Special Investigations source described the being as standing 4'9", thin-bodied, dressed in a tight jumpsuit, with four fingers and no thumb. EBE-2 departed in 1984, following the expiry of the exchange arrangement. EBE-3 arrived as an exchange scientist in 1978, accompanied by two aides posted separately to Groom Lake and Los Alamos National Laboratory, and departed in November 1994. The three are documented together as the EBE program, the reported framework under which the United States hosted successive extraterrestrial visitors under cooperative terms.

J-Rod at Papoose S-4

The most extensively documented custody case is that of J-Rod, also known as Chi'el'ah, a Zeta Reticulan entity said to have been recovered from a craft downed near Kingman, Arizona in 1953 and transferred to Papoose Site 4 (S-4) adjacent to Area 51, where he served as a technical adviser for flight-simulator development before entering a long-term research relationship with the US government. The engineer Bill Uhouse, who designed flight simulators at Area 51, described meeting J-Rod — a typical grey entity approximately 200 years old, dressed in loose human clothing — who attended project sessions as a technical consultant.

J-Rod's continuing presence at S-4 through the 1990s is described by Dan Burisch, who as Working Group Leader under Project Aquarius entered J-Rod's pressurised clean sphere chamber and extracted more than 200 neural-tissue samples for research into Zeta Reticulan cellular degeneration. Forum sources familiar with the Burisch case hold that J-Rod's purpose was at least partly to occupy and misdirect Majestic 12 with a particular disclosure narrative while withholding operationally significant technology such as propulsion systems.

Through the mid-2000s Burisch described J-Rod's status as having shifted from cooperative exchange partner to prisoner after a schism developed between the Sigma unit within Majestic and the population of 45,000-year J-Rods, at which point the being was placed under lockdown and began referring to himself as captive. Interviewing Burisch, Jeff Rense characterised the arrangement plainly — Burisch had been sent to collect physical samples from "this living being who was being held a prisoner" — and Burisch confirmed that he was sent to remove distal peripheral nerve samples using a pressurised induction-needle system, because J-Rod was undergoing what Majestic scientists called a Eulerian form of nerve degeneration.

In a separate documentary account, Burisch clarified that the term J-Rod was itself a basing name derived from the entity's origin distance — 15 light-years — and that the beings identified themselves through Sigma linguistic protocols using a rod symbol meaning inertia and the corresponding letter, distinguishing them, in the distinction he preferred, as extraterrestrials rather than aliens: "I have never met an alien, but I have met an extraterrestrial."

A CIA source code-named "Kewper" described visiting S-4 in August 1958 with six CIA colleagues and being taken to communicate telepathically with a grey entity working in some capacity with the US government inside the Papoose Mountain complex — the same facility later identified as J-Rod's location.

Dulce Level 6

Dulce Base Level 6 — referred to by workers as "Nightmare Hall" — is described by Phil Schneider and other sources as housing large numbers of Grey and hybrid beings in conditions amounting to imprisonment, and as the site of biological experiments on captive humans and other species. The contactee Rebecca Rose describes her childhood work at a Dulce facility, involving transit between a Moon base and Dulce, and corroborates that captive beings of many species were held in laboratories there, with children used to interface telepathically with them before their DNA signatures were extracted.

The Tall Grey at Wright-Patterson

Separate from the Papoose S-4 facility, several witnesses and researchers describe a Tall Grey entity — distinct from the smaller Greys — held or resident at Wright-Patterson Air Force Base in Ohio.[citation needed] The base served as the primary reception point for crash debris and biological material before its distribution to other facilities, a foreign-materials-exploitation function it performed through at least the 1960s, and certain of its underground levels are named among the reported detention sites, alongside Dulce Level 6 and S-4.

The Varginha captives

Among the cases most often cited outside the United States are the beings reportedly captured in the 1996 Varginha UFO incident in Brazil, counted among the most widely referenced instances of captive non-human beings entering military custody.

Clifford Stone and the Pentagon entity

Clifford Stone describes an incident in which a living non-human being held at the Pentagon communicated to him telepathically that it was not afraid for itself but for the humans in the building: it knew its own kind were coming to retrieve it and feared they might use dangerous technology in the rescue attempt. Stone used wire cutters to cut a security fence and release the being, holding US military personnel back while he spoke with it privately.

Custody conditions and study programmes

Reported custody arrangements are said to involve specialised life support arrangements and biomedical study protocols, together with translation and communication frameworks developed to bridge the absence of a shared language — among them Project SIGMA, the reported communication programme. The broader documentary basis for these arrangements is drawn from Project SERPO and EBE program material and from Disclosure Project testimony, which describes detention conditions, treatment protocols, and the several ways a being's custody has ended, including alleged deaths and biological-research outcomes. Many of the accounts originate with individuals who say they served in secret space programs and other clandestine activities, and it is largely through such testimony — rather than any public record — that the practice is known.
