The shadow government (also secret government or invisible government) refers to a permanent, unelected power structure alleged to operate behind and above the visible institutions of the United States government, reportedly maintaining continuity of policy regardless of elected administrations and purportedly exercising control over intelligence, military, financial, and UFO/ET secrecy programs outside congressional oversight. In exopolitics, the shadow government is understood as the entity that created and sustains the UFO cover-up, funds black budget programs for reverse-engineering recovered non-human craft, and manages contact or treaty relationships with extraterrestrial intelligences.
Formation: 1947 and the National Security Act
The institutional architecture of the shadow government was constructed in the years immediately following World War II. The National Security Act of 1947 created the National Security Council, the Central Intelligence Agency, and the modern unified military command structure, providing the legal scaffolding for compartmentalized secrecy. The CIA Act of 1949 extended these powers, granting the Agency exemption from normal oversight and appropriations accounting.
According to Catherine Austin Fitts, former Assistant Secretary of Housing and Urban Development, the dual pillars of the shadow government are a financial banking network and a military-intelligence apparatus that together function as "two hands of one coin": the Federal Reserve system and the military-industrial-intelligence complex operate in coordination, with the black budget serving as the primary financing mechanism for undisclosed programs.
James Forrestal and early resistance
James Forrestal, the first Secretary of Defense, is identified in multiple accounts as the most significant early opponent of total secrecy. Forrestal favored disclosure of the black budget and resisted the consolidation of intelligence power under what would become the MJ-12 structure. On May 22, 1949, Forrestal died after falling from a high window at Bethesda Naval Hospital — officially a suicide. William Cooper stated that Forrestal had been "a threat who had to be isolated and discredited" because of his opposition to the covert ET management program. Catherine Austin Fitts concurred that Forrestal was killed for resisting the deal that created the CIA's budgetary autonomy.
MJ-12 and the UFO secrecy apparatus
The Majestic 12 committee — established by Truman's memorandum of September 24, 1947 — is described in the Majestic documents as the original executive organ of the shadow government's UFO secrecy structure. According to William Cooper's analysis of documents he claimed to have seen during naval service, MJ-12 evolved into an entity publicly known as the Senior Interagency Group (SIG) and operated under various names — the 40 Committee under Nixon and Ford, the P-40 Committee under Reagan — maintaining structural continuity across administrations.
Dr. Michael Wolf, a self-described NSC scientific consultant, stated that the head of MJ-12 — designated MJ-1 — "answers to no one, not even the President," and that sitting presidents lacked the clearance level required to access KEYSTONE documents related to ET contact.
Operation Paperclip and the 4th Reich connection
The shadow government's UFO secrecy apparatus is linked by researchers including Michael Salla to the postwar absorption of German aerospace and intelligence personnel through Operation Paperclip. The Allen Dulles-run CIA integrated these personnel and their intelligence networks into the emerging national security state, creating what researcher Joseph Farrell terms the "Nazi International" — a continuation of German wartime black programs within American institutional cover.
The black budget and financial architecture
Former government official Catherine Austin Fitts documented that the shadow government finances its operations through what she estimates at over $21 trillion in undisclosed federal spending accumulated since 1998, laundered through mortgage fraud, drug trafficking proceeds, and off-budget DOD appropriations. She describes this as funding a breakaway civilization — a separate technological and physical infrastructure that has deliberately separated itself from the general human population.
The system bypasses democratic accountability through a "secret governance system" that has decided to change the manner in which the population is managed, according to Fitts.

Presidential access and compartmentalization
A recurring theme across researcher accounts is the subordination of elected presidents to the shadow government's security structure. William Cooper stated that the President of the United States does not have clearance to visit certain classified installations. Niara Isley, a veteran radar operator at the Tonopah Test Range, recounted being told "Mr. President, you don't have clearance for this" in accounts describing the chain of compartmentalization.
Senator Daniel Inouye of Hawaii made a floor statement following the MK-Ultra hearings characterizing the national security apparatus as possessing "its own fundraising mechanism and its own idea of pursuing the national interest free from all checks and balances and indeed free from the law itself."
