The Cabal

The Cabal is an alleged clandestine power group alleged to be responsible for concealing extraterrestrial contact from the public, though the precise composition, motives, and relationship to extraterrestrials differs sharply across UFO disclosure and conspiracy sources.

Renegade anti-ET military faction

The term was introduced into UFO discourse by Michael Wolf Kruvante, who used it specifically to denote a renegade group within the military and intelligence agencies comprising the UFO cover-up. Per Richard Boylan of Wolf's disclosures, published in Nexus Magazine in 1998:

Made up of extremist, fundamentalist, xenophobic, racist and paranoiac officers, the Cabal fears and hates extraterrestrials. And, without any presidential or congressional authorization, the Cabal has commandeered Star Wars weaponry to shoot down UFOs; it has taken surviving extraterrestrials prisoner and attempted to extract information by force.

In Wolf's framing, the Cabal is distinct from the official UFO management apparatus (Majestic 12): it is an unauthorized splinter faction acting against both the official cover-up policy and against the extraterrestrials themselves. A sympathetic high-ranking military officer within the Cabal passed Wolf intelligence about its operations, per Wolf.

Global plutocratic control structure

Richard Boylan subsequently broadened the concept beyond Wolf's original military-splinter definition, describing the Cabal as a global elite of plutocratic manipulators with five operational branches: Executive, Intelligence, War, Weapons Industry, and Financial. Named institutional expressions include the Bilderberg Group, Council on Foreign Relations, and Trilateral Commission. In Fritz Springmeier's parallel framework, this same plutocratic structure is identified as the operational arm of bloodline families organized through interlocking corporate directorates, with the DuPont, Rockefeller, and Rothschild families identified as exemplars: "Every time we go to war, they make millions, if not billions of dollars off of the military industrial complex."

Secrecy-maintaining power structure

Steven Greer uses the term to denote the broader apparatus that has "kept this secret for 80 years" — including media control and disinformation operations designed to associate extraterrestrials with fear and hostility rather than benevolence. Greer explicitly distinguishes his Cabal from David Icke's "reptilian controlling this cabal", which he characterizes as "totally a false narrative". Greer has further characterized the organization as "the world's largest RICO racketeering, influence corrupt organization," and stated that as of 2025, senior federal law enforcement and former special forces personnel were actively pursuing it as a criminal enterprise, with Greer providing intelligence and the testimony of approximately 45 to 50 core whistleblowers to support those efforts. In Greer's framing, the Cabal does not hate extraterrestrials but rather seeks to monopolize access to ET technology while suppressing free-energy disclosure to protect incumbent industries — including petroleum, banking, and weapons manufacturing interests organized through "Blackrock, Goldman Sachs, JP Morgan Chase, the big oil, petrodollar" networks.

In this framing, the 1996–97 release of the alien interview video is read as a move by a pro-disclosure faction within the structure — leveraging the threat of disclosure to pry at the closely held, immensely valuable interstellar technology trade rather than to end secrecy outright — met by the anti-disclosure majority with skeptical debunking of the footage and only partial concession, the core secret being worth more kept.[citation needed]

SSP community usage

Within the secret space program community (associated with figures such as Corey Goode and David Wilcock), "the Cabal" is used broadly as a synonym for a global occult elite — a usage essentially opposite to Wolf's original: where Wolf's Cabal opposes ET contact, the SSP Cabal is described as actively cooperating with negative or service-to-self extraterrestrial factions, including the Draco Reptilians.

Underground headquarters network

Elena Danaan reports four principal Cabal underground headquarters on Earth: Dulce Base and offshore facilities sited off the coasts of the Bermuda Triangle, Denmark, and New Zealand, with Dulce designated as the network's central coordinating hub and an even larger installation said to be located in nearby Taos.

Antarctica surrender

Per Michael Salla's reporting on contact material received through Elena Danaan in late 2021, senior Cabal leaders — including Klaus Schwab of the World Economic Forum and Christine Lagarde of the European Central Bank — were summoned to Antarctica for negotiations with a Galactic Federation of Worlds delegation and Earth Alliance representatives to "negotiate the terms of their surrender." The Antarctica location was selected, per Danaan's sources, because it contains a portal to transport banished Cabal members to a distant world in another galaxy where they will be permanently exiled but provisioned. The surrender was conditioned on the Cabal first assisting the transition of the global financial system and undoing "the black magic that has been cast to keep humanity and the Earth itself in bondage," per the Galactic Federation communication relayed through Danaan.

Financial control system

The Cabal's financial apparatus is described as the "Babylonian Money Magic Slave System" — a term denoting ancient bloodline families' use of money and "dark magic" to steer humanity into collectively manifesting oppressive conditions. The Earth Alliance's stated goal was "to defeat the 'Babylonian Money Magic System' and end financial tyranny on Earth" while releasing "planet-healing, life-extending, hyper-futuristic technology... to everyone." During the December 2021 Antarctica surrender, Cabal leaders were required to relinquish this financial system and hand over the occult "keys and codes" underpinning it as a condition of their exile.

AI and God Matrix

George Kavassilas, in SSP testimony reported through Exopolitics Today, identifies a technological infrastructure operated by the Cabal — an artificial intelligence system embedded within what he terms the "God Matrix" — as the mechanism for mass consciousness management. In his framing, escape from Cabal control requires breaking the AI's influence over individual consciousness, and the organic disclosure process he describes with Solar Warden-connected admirals is partly designed to liberate individuals from this AI overlay.

ET reality as epistemic hinge

William Cooper articulated an argument in Behold a Pale Horse (1991) that the entire Cabal conspiracy case rests on a single epistemic condition: whether the extraterrestrial element is real. In his framing, if no extraterrestrials ever cooperated with the U.S. government, then the Pacific Fleet memoranda and related documents he reproduced were simply disinformation — fabricated to mislead — and the conspiracy case collapses. If, however, the aliens and the government–ET cooperation were real, then those same documents were "totally damning" and constituted "arguably the biggest story of all time." The conspiracy, in Cooper's reading, either means nothing or means everything, with the existence of extraterrestrials as the deciding variable.

This argument was extended by subsequent researchers to the broader Cabal framework: disparate elements of the Cabal conspiracy — the JFK assassination, the deep state financial system, population control programs, the suppression of free energy technology — are individually explicable through conventional political analysis but become a structurally coherent unified program only when an extraterrestrial dimension is added. Researchers such as Alfred Webre and Michael Salla have explicitly argued that modern geopolitical events, including the war in Ukraine and the Iraq War, acquire additional explanatory layers when considered in the context of alleged ET involvement in terrestrial power structures.
