Alleged secret U.S. committee overseeing the UFO cover-up

Majestic 12 (also written MJ-12, MAJIC, or Majestic Twelve) is a purported United States classified committee whose name and membership list first entered public circulation in 1984 through a set of documents allegedly mailed to television producer Jaime Shandera. The leaked documents allege a committee of senior scientists, military leaders, and government officials, reportedly established by President Harry S. Truman in September 1947 to manage the recovery, study, and cover-up of crashed non-human craft — beginning with the Roswell incident — and to oversee subsequent contact with non-human intelligent beings. Within mainstream historiography the leaked papers are widely considered an elaborate hoax — the FBI declared them "completely bogus" in 1988 after an investigation prompted by the Air Force Office of Special Investigations — while researchers including Stanton T. Friedman, Linda Moulton Howe, Robert Wood, and Ryan Wood have continued to defend the documents on forensic and documentary grounds. The committee's alleged operations — said to include management of S-4, coordination of reverse engineering programs, and treaty negotiations with J-Rod and other non-human representatives — purportedly operated outside normal Congressional oversight, through what Philip J. Corso described as a self-perpetuating "government within the government." The Majestic 12 concept has also recurred extensively in popular culture, including television, film, video games, and literature. The full leaked corpus — the Eisenhower Briefing Document, the Truman-Forrestal memo, the Cutler-Twining memo, the SOM 1-01 Special Operations Manual, and later accretions, are catalogued collectively as the Majestic documents.

Founding

Per William Cooper — who claimed access to classified briefing documents during his service in Naval Intelligence and detailed the account in Behold a Pale Horse — the CIA was allegedly formed "by Presidential Executive Order, first as the Central Intelligence Group for the express purpose of dealing with the alien presence," with Majestic 12 subsequently established as the overseeing body after the Roswell incident left President Truman and his commanders "virtually impotent" in the face of recovered technology beyond contemporary comprehension. Following Roswell and at least a dozen additional crash recoveries reportedly occurring between 1947 and 1952, Lt. Gen. Nathan P. Twining's Air Materiel Command at Wright Field reportedly established the core working group — drawing on existing figures from the US Army, US Air Force, CIA, and the scientific community — that Twining and colleagues allegedly formalized as Majestic 12. Cooper recounts that Truman approved classified national security directives in late 1947 to establish the framework, including NSC-4 (December 9, 1947), which coordinated foreign intelligence relating to the alleged extraterrestrial presence. James Forrestal, the first Secretary of Defense, was reportedly one of the original members; his subsequent death — officially ruled a suicide at Bethesda Naval Hospital in May 1949 — has been described by Cooper and others as an alleged assassination after he began to speak publicly about the secret.

According to Cooper, Nelson Rockefeller subsequently designed the formalised Majestic 12 organizational structure in partnership with President Dwight D. Eisenhower to manage what had become an ongoing institutional challenge. Attorney Daniel Sheehan has independently corroborated the founding as a twelve-person committee designated by Truman in 1947, with each member hand-picking successors and operations funded by embezzlement from the defence budget.

Alleged composition

The twelve "designated members" listed in the leaked documents were Lloyd Berkner, Detlev Bronk, Vannevar Bush, James Forrestal, Gordon Gray, Roscoe Hillenkoetter (first CIA director), Jerome Hunsaker, Donald Menzel, Robert Montague, Sidney Souers, Nathan Twining, and Hoyt Vandenberg. Dr. Robert Wood and his son Ryan Wood, who have systematically defended the documents' authenticity, list the same membership.

According to Cooper, the body formally established by NSC 5410 in 1954 — designated "Majority Twelve" — comprised: Nelson Rockefeller; CIA Director Allen Welsh Dulles; Secretary of State John Foster Dulles; Secretary of Defense Charles E. Wilson; Chairman of the Joint Chiefs Admiral Arthur W. Radford; FBI Director J. Edgar Hoover; and six members drawn from the executive committee of the Council on Foreign Relations, known as "the Wise Men": John J. McCloy, Robert A. Lovett, Averell Harriman, Charles E. Bohlen, George F. Kennan, and Dean Acheson.

By the late 1990s, Majestic 12 had reportedly grown substantially. Dr. Michael Wolf, who identified himself as Chairman of the Alphacom Team under the NSC's MJ-12 panel beginning in 1979, told Nexus Magazine that the body had expanded to 36 members including Henry Kissinger and Edward Teller, convening at locations including the Battelle Memorial Institute in Columbus, Ohio. Wolf further claimed that Teller had recommended physicist Robert Lazar for his position at S-4. Steven Greer, founder of the Disclosure Project, has stated that Majestic "is not a myth" and that "as of the nineties" its membership had expanded to "a committee of 200 to 300 folks who are corporate, very deep, kind of shadow government operations" with a transnational composition, with one branch designated "Magic" — the Majority Intelligence Committee — also referred to as MJ-12: "There are two or 300 people on this committee and one branch of it is called Magic, the Majority Intelligence Committee, MJ, but committee, some MJ-12. I have a document that lists it."

Successor and related bodies

Claimed insiders describe several distinct present-day inheritors of the MJ-12 function, each with its own (largely overlapping) membership detailed in its own article: the internationalised Committee of the Majority (per Burisch, including Edward Teller); the privatised, CIA-run Zodiac group (per Salla and Dolan); and the Scion group said to have taken over in 2009. The Jason Society — the Council on Foreign Relations scholars' order from which the six "Wise Men" were drawn — supplied MJ-12's intellectual-elite layer rather than forming a separate committee.

Authority structure

According to Wolf, Majestic 12 was not a fixed twelve-person body but an evolving organisational structure overseeing all EBE-related programs, including Project Lotus, the Tau-9 treaty negotiations, and Project Looking Glass. The operational arm was reportedly designated the Majestic Twelve Special Studies Group (MJ12SSG), with the Alphacom Team serving as its lead agency. A separate Brain Bureau — a body of academics and specialists allegedly responsible for intelligence analysis — operated under MJ-12's control, though even this group was excluded from the Gathering Group, which collected the most sensitive documented UFO evidence. In its earlier configuration, the Vice President allegedly chaired MJ12SSG meetings and all twelve members reported directly to the President.

The committee allegedly operated under a tiered clearance system — structured as unacknowledged special access programs — in which even sitting presidents could be denied access. Per Wolf, President Bill Clinton held above-top-secret and "Need to Know" clearances but lacked the "UMBRA ULTRA TOP SECRET" clearance required for upper-level MJ-12 secrets, leaving him reportedly unaware of S-4.

Relationship to presidents

According to Cooper, Wolf, and other claimed insiders, MJ-12's relationship with the presidency was one of progressive autonomy. Under Truman, the committee answered to presidential authority; by the Eisenhower administration, MJ-12 had reportedly acquired sole legal authority to negotiate with alien species under a prior 1952 arrangement, with Allen Dulles alleged to have been "highly instrumental" in the apparatus that overrode presidential control.

This 1952 transfer of authority is described in its starkest form by Laura Eisenhower, a great-granddaughter of the president, who relays an account (originating with the channel Lisa Renee) that MJ-12 concluded an "unconditional surrender agreement" behind President Truman's back, after which Eisenhower "had no power... no authority" over extraterrestrial affairs and was reportedly told that "the Nazis actually won the war, and your predecessor, President Truman, surrendered to them unconditionally." In this telling the "surrender" is twofold and conflated — the legitimate government's abdication of the extraterrestrial portfolio to MJ-12, and a capitulation to the surviving Nazi breakaway civilization whose representatives MJ-12 thereafter dealt with as though they were extraterrestrials. The "surrender" framing rests on this single source and is not corroborated by other claimed insiders: Michael Salla describes the same juncture not as a surrender but as Eisenhower having "relented and signed a treaty," and dates MJ-12's drift into unaccountable authority to a gradual process culminating in the 1960s rather than a single 1952 capitulation (see below). By the same account, the arrangement left Eisenhower unable to conclude any binding agreement when Nordic extraterrestrials met him at Edwards Air Force Base in February 1954 (the Nordic first contact (1954)), and meant MJ-12 — not the president — held the authority under which the Greada Treaty with the Greys was negotiated; Eisenhower reportedly responded by covertly raising "positive military forces" with the help of Val Thor, attempting a 1954 raid on Area 51, and ultimately using his farewell address to warn against the military–industrial complex that had circumvented him.

President John F. Kennedy's direct challenges to MJ-12 authority (see JFK assassination and UFOs) — including issuing memos tasking CIA Director Dulles to provide access to classified UFO information and physically touring Air Force bases to find withheld material — reportedly made him a threat to the committee's operational security; Dulles allegedly refused to comply, asserting MJ-12 authority above presidential oversight.

Wolf claimed to have personally briefed President Jimmy Carter on alleged ET reality; Carter reportedly broke down in tears on learning that religion was allegedly unique to Earth. According to Sheehan, most recent presidents — including Clinton, Barack Obama, and Joe Biden — were not briefed on the UAP programs, while George H. W. Bush and Dick Cheney apparently were. Sheehan additionally stated he has spoken with the individuals who briefed Donald Trump, and that Trump was reportedly informed the U.S. possesses non-human origin spacecraft and the bodies of non-human occupants.

Operations and programs

Majestic 12's alleged operational scope encompassed multiple classified sub-programs: Project Sign (1947), Project Grudge (1948), and the low-level public disinformation program Project Blue Book, all of which Cooper claimed were tasked with collecting, analysing, and debunking reports while concealing the underlying reality of crash recoveries. At S-4, an underground facility near Area 51 in Nevada, MJ-12 scientists reportedly worked alongside J-Rod and other NHI representatives, and maintained reverse engineering programs using technologies originating from crash retrievals. Dan Burisch claims to have worked at S-4 from 1986 under the Committee of the Majority, specifically assigned to Project Aquarius and to direct biological research involving the J-Rod entity designated Chi'el'ah. Tau-9 treaty negotiations between human governments and J-Rod representatives reportedly involved MJ-12 as the U.S. institutional party, with sessions held in New Mexico. Burisch, a working-level Majestic operative and Tau-9 delegate, has described the committee as managing an ongoing public acclimation program while concealing information about the alleged alien presence pending a determination that disclosure was safe.

The Alphacom Team's stated core mission objectives, per Wolf, encompassed determining the extent of alleged extraterrestrial visitation, cataloguing the types of visitors and their reasons for contact, assessing the sociology and technological advancement of each visiting race, and establishing frameworks for negotiation. MJ-12 reportedly oversaw the negotiation and execution of the Greada Treaty with Grey extraterrestrial representatives, which allegedly sanctioned limited human alien abductions in exchange for exotic technology transfers. These Grey abduction agreements were reportedly renewed on a ten-year cycle by MJ-12, with Project SIGMA maintaining the communications channel and Project PLATO handling the diplomatic renewals — a mechanism by which the arrangement is said to have outlasted the Eisenhower era well beyond any single administration. Wolf characterized the intelligence community's two standing mission objectives as "to debunk that which could not easily be disproved, and to support treaty-type agreements with several species" — agreements that, in his telling, carried implied consent for genetic work on abducted humans by the Greys and their associates, in exchange for technology.

Cover-up methodology

According to Cooper, the primary public-facing cover-up mechanism was a layered disinformation structure: Project Sign (1947), Project Grudge (1948), and Project Blue Book — described as "a low level collection and disinformation project" — collected reports while publicly denying the underlying reality. A complementary operational cover, per Cooper, was Project Snowbird — aircraft manufactured using conventional technology, flown for the press on several occasions to attribute UFO sightings to Air Force experiments — which Cooper described as "very successful" in reducing public sighting reports. Funding was allegedly laundered through a multi-million dollar secret construction fund operated through the military office of the White House, allocated to the Department of Defense as a "top secret item in the Army construction program," then channeled through the Navy's Chesapeake Division engineers — "there has never been and most likely never will be an audit of this secret money." Wolf attributed the disinformation campaign to generals who allegedly "feel impotent in the face of the overwhelming superiority of extraterrestrial technology and mental abilities" and therefore "authorized an intense and extensive disinformation campaign (the UFO cover-up) to discourage any attempts by civilians to acquire even the limited understanding of extraterrestrials which the generals had managed to gain."

A parallel channel of alleged disclosure was opened by Richard Doty, claiming to be connected to the Air Force Office of Special Investigations, who reportedly told documentary filmmaker Linda Moulton Howe that the MJ-12 story was true and showed her unspecified documents purporting to prove the existence of small, gray humanoid aliens originating from the Zeta Reticuli star system — promising film footage of UFOs and an alien interview that never materialized. The Doty episode is widely interpreted within ufology both as corroboration (by Doty-supporting camps) and as a textbook disinformation operation running parallel to the document leaks.

Funding and oversight concealment

According to Wolf, MJ-12's black programs were classified above top secret and administered through the National Program Office (NPO), allegedly established by secret executive order during the Reagan administration. Wolf claimed federal auditors possessed only top-secret clearances and therefore could not access the NPO's above-top-secret compartments, rendering all MJ-12 expenditures invisible to oversight. Billions in additional funding were allegedly generated through CIA drug-running operations, likewise shielded from audit by the classification gap.

Security apparatus and Delta teams

To provide physical security for the alleged alien-tasked projects, Cooper claimed the U.S. Army was tasked with forming a supersecret organization that became the National Reconnaissance Organization (NRO), based at Fort Carson, Colorado. The specific operational units trained to secure NHI-related projects were reportedly designated "Delta" — distinct from the later Delta Force hostage rescue unit. Cooper drew a direct institutional line between the Army's alleged alien-security force and the broader security apparatus: "The Army was tasked to form a supersecret organization to furnish security for the alien-tasked projects. This organization became the National Reconnaissance Organization based at Fort Carson, Colorado. The specific teams trained to secure the projects were called Delta."

Internal opposition

According to Wolf, a covert organization termed the Cabal — described as a "finely tuned covert group" top-heavy with military personnel — operated in direct opposition to MJ12SSG and specifically targeted the Alphacom Team's mission objectives of peaceful negotiation. The Cabal allegedly deployed kinetic weapons, neutral particle beam weapons, and hybrid systems against EBE craft, deliberately undermining negotiation efforts. By the 1960s, according to exopolitics researcher Michael Salla, MJ-12 had allegedly evolved from its original oversight function into a self-perpetuating authority that reportedly negotiated directly with service-to-self EBEs without authorization from broader governmental structures, turning the alleged alien presence into a vehicle for acquiring exotic technology and population control capabilities rather than managing disclosure for human benefit. According to Dan Willis, the alleged treaty with the Orion Greys — concluded by MJ-12 reportedly without presidential sanction — resulted in "millions of people" being abducted for a Grey hybrid program. Within this factional reading, the 1996–97 release of the Alien interview video is interpreted by Steven Greer and others as carrying the tacit green light of a pro-disclosure faction inside MJ-12 — one leveraging the threat of disclosure to bargain over the closely held exotic-technology trade rather than to end secrecy, with the anti-disclosure majority answering through skeptical debunking of the footage and only a partial, controlled concession.[citation needed]

International briefings

According to Wolf, MJ-12 extended its briefing program beyond the United States. The Alphacom Team allegedly conducted a presentation at 10 Downing Street for British officials, with support-team leaders from MI-6 in attendance. The President reportedly contacted the Alphacom Team chairman to relay intelligence bearing on negotiations then in preparation. The briefing framework allegedly employed the designations F.o.W. (Federation of Worlds) and U.R.o.O. (Unified Races of Orion) — the same terminology and initials Wolf reports having encountered in earlier alleged non-terrestrial communications.

Committee name changes across administrations

Per Cooper, the controlling committee for MJ-12 operations was renamed with each presidential administration to prevent cross-administration paper trails. Under Eisenhower and Kennedy, it was reportedly called the 5412 Committee or "the Special Group" — a deliberate public-facing label, as NSC 5412/1 was itself a leaked document allegedly created to conceal the existence of NSC 5410. Under Johnson, it became the 303 Committee; under Nixon, Ford, and Carter, the 40 Committee; under Reagan, the PI-40 Committee. The first three of these were genuine, separately documented National Security Council covert-action oversight bodies — the Special Group, renamed the 303 Committee and then the 40 Committee as each label was exposed — onto which Cooper grafted the alien-control function; "PI-40 Committee" is his own designation for the Reagan-era body. Cooper summarised: "Over all those years only the name changed."

The Jason Society

The six "Wise Men" appointed to MJ-12 from the Council on Foreign Relations were, per Cooper, all members of "a secret society of scholars that called themselves the Jason Society or the Jason Scholars, who recruited their members from the Skull and Bones and the Scroll and Key societies of Harvard and Yale." In Cooper's account, the Jason Scholars served as the intellectual-elite advisory layer embedded within the Majority Twelve's executive membership — not a separate advisory board but the same individuals whose scholarly society membership determined their eligibility for MJ-12 appointment.

The MJ-12 documents

The concept of "Majestic 12" emerged into public consciousness during a period in the 1980s when ufologists believed there had been a cover-up of the Roswell incident and speculated some secretive upper tier of the U.S. government was responsible. In December 1984, Jaime Shandera reportedly received a roll of undeveloped 35 mm film in the mail containing images of alleged briefing documents for President-elect Eisenhower describing the Roswell recovery, the existence of four recovered bodies, and the formation of the Majestic-12 committee. The package bore no additional information other than a New Mexico postmark. When developed, the roll showed the Truman-Forrestal memo of September 24, 1947 — a "Top Secret" memorandum from President Truman to Defense Secretary Forrestal authorising him and Vannevar Bush to proceed with "Operation Majestic-12" — and the seven-page Eisenhower Briefing Document of November 18, 1952.

Dr. Robert Wood — a 43-year McDonnell Douglas aerospace engineer — and his son Ryan Wood undertook systematic authentication of these and related documents beginning in 1994, reportedly verifying paper composition, typeface, and documentary context they regarded as consistent with 1940s–1950s government origin. The leaked documents also contained what Wood and other researchers interpreted as a covert authorization for the assassination of President Kennedy, who they say had sought to share UFO information with the Soviet Union — a reading they support by reference to both an apparent MJ-12 document and NASA Memorandum 271.

In 1985, Shandera, Moore, and Friedman — following anonymous cryptic postcards directing them to specific archival locations — recovered the Cutler-Twining memo from declassified files at the National Archives, purporting to be written by President Eisenhower's assistant Robert Cutler to General Nathan F. Twining and referencing a "NSC/MJ-12 Special Studies Project" scheduled for July 16, 1954. Historian Robert Goldberg has argued that ufologists came to accept the story despite the documents being "obviously planted to bolster the legitimacy of the briefing papers," while the Woods and Friedman read the same sequence as a deliberate intelligence-community signal toward authentic archival corroboration.

Among the leaked Majestic documents, the most operationally detailed is SOM 1-01 — the MJ-12 Special Operations Manual — received by Friedman in 1994 and authenticated by the Woods. Ryan Wood describes its contents: "they talk about recovery operations in a very practical way, you know, how to pack things up, where to package the bodies, where to send the power plant stuff... I gave a couple of descriptions of the types of what they call extraterrestrial biological entities or EBEs or EBs — had type one and type two, which are descriptions of sort of the typical gray and a more Chinese looking short stature alien." A public printer consulted by Wood reportedly authenticated SOM 1-01 on physical grounds — identifying the typeface and the characteristic raised-Z printing artifact of a specific era of hot-metal press — even while initially doubting its content. Skeptical historian Brenda Denzler describes the SOM 1-01 — which circulated widely in 1996 — as "a continuation of the MJ-12 myth," while the Woods present it as a genuine operational manual.

The Majestic Documents corpus more broadly — assembled by the Woods over decades — has been the subject of ongoing forensic analysis assessing paper aging, typeface, and classification protocol consistency. A letter relating to a Nixon White House paper allegedly connected to MJ-12 appears in Cooper's Behold a Pale Horse (1991) as additional documentary evidence cited by Cooper.

John Warner IV, son of former Secretary of the Navy and U.S. Senator John Warner III, states that in 1993 he showed his father the MJ-12 documents he had found on the internet. According to Warner IV, his father initially said the Pentagon had told him they were a hoax, but after sustained questioning over several months admitted "most of them are the real deal," while advising his son not to pursue the subject because it was under Air Force and Navy national security control.

Public emergence and media reception

News of the Majestic documents first broke publicly on May 31, 1987, when British ufologist Timothy Good claimed possession of 1950s-era UFO documents describing a secret committee of twelve formed in 1947 by executive order of President Truman, the Roswell cover-up, the recovered technology program, and future engagement with extraterrestrial life. On June 24, 1987 — the fortieth anniversary of Kenneth Arnold's original flying-disc sighting — Friedman debated Philip J. Klass on ABC's Nightline with anchor Ted Koppel, introducing MJ-12 to a mass television audience. Friedman later recounted that the debate was conducted through earpieces without any visual link to Koppel, a format he felt disadvantaged him by eliminating non-verbal cues. On October 14, 1988, the syndicated broadcast UFO Coverup? Live introduced a still broader audience to Majestic 12 and contained the first public mention of Nevada's Area 51 as a site associated with extraterrestrials.

Distrust and suspicion within the ufology community quickly led to disagreements over the authenticity of the documents. Moore was accused of taking part in an elaborate hoax, while debunkers including Klass were in turn accused by some ufologists of being "disinformation agents."

Mainstream debunking and FBI investigation

As early as the summer of 1987, spokesmen from the White House and National Security Council denied the existence of any organization called Majestic 12, MJ-12, or Majic-12. On September 15, 1988, a special agent at the Air Force Office of Special Investigations (OSI) contacted the Dallas branch of the FBI after receiving a Majestic 12 document from an individual at an unnamed school who claimed to have received it in the mail. The FBI opened its own investigation, quickly formed doubts about the document's authenticity, and after receiving information from OSI on November 30, 1988 that no such committee had ever been authorized or formed, declared the document "completely bogus"; the Director of the FBI then instructed the Dallas office to close the case.

Klass's forensic investigation identified that Robert Cutler was out of the country on the date he supposedly wrote the Cutler-Twining memo and that the Truman signature on the Truman-Forrestal memo was "a pasted-on photocopy of a genuine signature — including accidental scratch marks — from a memo that Truman wrote to Vannevar Bush on October 1, 1947." Klass dismissed claims that the documents were part of a disinformation campaign as "ridiculous," arguing that they contained numerous flaws that could never fool Soviet or Chinese intelligence, and noted that a distinctive date format in the documents matched one used in Moore's personal letters. Brad Sparks reported a conversation in which Moore confided he was contemplating creating and releasing hoax Top Secret documents in hopes that such bogus materials would encourage former military and intelligence officials to break their oaths of secrecy — a stratagem that, if accurate, Moore later claimed he had not followed through on. The name "Majestic 12" had itself been prefigured in 1982 when Moore proposed collaborating with National Enquirer reporter Bob Pratt on a novel initially titled MAJIK-12, later retitled The Aquarius Project — a coincidence that led Pratt to regard the later documents with suspicion.

Skeptic author Brian Dunning investigated the subject in his 2016 Skeptoid podcast episode "The Secret History of Majestic 12," citing Moore's own later suspicion that the papers were part of a U.S. government disinformation campaign designed to deflect attention from classified Air Force projects rather than a ufologist-perpetrated hoax. Veteran UFO researcher Kevin D. Randle, in his 2018 book Case MJ-12, takes a middle position: he accepts the historical reality of a Roswell crash and a plausible oversight committee, but finds the specific leaked documents contaminated by the personalities and methods of their promoters.

Investigative journalist Emma Best of MuckRock has suggested the papers were "government sponsored, or at least tolerated, disinformation," noting that the FBI file contains no further investigation to identify or prosecute the forger despite multiple federal statutes that could have been applied. Within the exopolitics and disclosure community, this administrative closure is read as consistent with the documents being either authentic-but-publicly-disowned or part of a sanctioned limited hangout operation rather than a simple private hoax.

Alleged second 1950 crash

The Eisenhower Briefing Document also mentioned a second alleged UFO crash in December 1950 near the towns of El Indio and Guerrero along the Mexico–United States border. Tom Deuley investigated the Guerrero claim for the Mutual UFO Network (MUFON) in 1999 and reported finding no local evidence of a crash; proponents of the documents' authenticity, including Friedman, continue to argue the reported incident is consistent with other border-region recovery accounts.

In popular culture

The Majestic 12 concept has appeared widely in popular culture, including the television series The X-Files, the Deus Ex video game franchise (most prominently Deus Ex: Mankind Divided, where MJ-12 functions as a world-controlling antagonist organization), and various novels and graphic works.

Committee of the Majority

Greer and others have characterized the modern operational descendant of MJ-12 as a "MAGIC" or "Majority Intelligence Committee" with greatly expanded membership numbering in the hundreds and a transnational corporate-shadow-government composition. Burisch's testimony similarly describes the "Committee of the Majority" as the present-day inheritor of MJ-12 functions, including direction of the public acclimation program and operational oversight of facilities such as S-4.
