Jupiter Accords

The Jupiter Accords (also called the Jupiter Agreements) are an alleged set of secret interplanetary agreements concluded in mid-July 2021 at the Ashlar Galactic Command facility in the upper atmosphere of Jupiter, between representatives of Earth's major secret space programs and corporate delegates on one side, and envoys of the Galactic Federation of Worlds, the Andromeda Council (Zenith Alliance), and the Council of Five on the other. The accords established the terms under which Earth nations, under U.S. leadership, would take formal ownership of the Solar System following the military defeat of the Dark Fleet, the Draconian Empire, and the Orion Alliance — reversing the dynamics set in motion by the Greada Treaty of 1954, in which MJ-12 had covertly authorized regressive Grey access to Earth in exchange for technology. The global elites were excluded — Thor Han Eredyon specified that "the dark elites weren't there. They would not be tolerated in the Shari facility of the Ashlar Galactic Command." Earth's covert secret space program sector, classified as Stage 3 (interstellar-capable) under the GFW Prime Directive, gave the GFW legal grounds to negotiate directly with Earth's spacefaring nations without violating non-interference protocols — formalizing Earth's transition from a covertly-interstellar species to one with acknowledged interstellar responsibilities.

Background

By mid-2021, an extended covert military campaign by the Galactic Federation of Worlds and the Earth Alliance — the Galactic Federation of Worlds intervention in the Solar System (2021) — had driven the Dark Fleet, the Draconian Empire, and the Orion Alliance from their installations on Mars, the Moon, and elsewhere in the Solar System. The Interplanetary Corporate Conglomerate (ICC), a network of private aerospace corporations that had built infrastructure for those forces, was simultaneously being dismantled. The situation was compared by Michael Salla to the Yalta Conference of 1945, where the Allied powers convened during the final months of World War II to determine the post-war order before combat had ended.

Venue

Jupiter and its moons — particularly Ganymede and the planet's upper atmosphere — had long served as neutral meeting ground for galactic organizations, Earth SSP programs, and diplomatic contacts. The Ashtar Galactic Command maintains a large facility on Jupiter described as "a huge floating city, an unattackable citadel" built with Ashkeru architectural science. As Megan Rose's source Val Nek described it, Jupiter's atmospheric facility served as "a neutral ground for many different races and different space programs and everyone to meet. So it's kind of like a safety zone." Ganymede had previously served as a meeting point for Galactic Federation diplomacy with Earth representatives, but by 2023 Thor Han Eredyon reported that Ganymede had become insufficient for the volume of interplanetary contact expected as the Solar System opened to intergalactic trade.

The meetings

Elena Danaan first received word of the concluded meetings on July 17, 2021, in communications from Thor Han Eredyon, who was part of the escort fleet for Galactic Federation representatives but remained in orbit of Jupiter rather than participating directly in the proceedings.

The full sequence comprised twelve preliminary meetings followed by three culminating meetings. In the twelve preliminary meetings, representatives of the Galactic Federation, the Andromeda Council, and the Council of Five reviewed each of the fourteen participating Earth nations' space programs separately — evaluating capabilities, history, and leadership potential. The three concluding meetings narrowed the field progressively: the first gathered the six nations deemed most capable; the second convened four of those six; and the third and final meeting reached binding agreements between the Galactic Federation representatives and the single winning nation.

The central outcome was that Earth nations formally took ownership of the Solar System, with the United States designated as the lead nation responsible for organizing the new unified Earth space coalition. Elena Danaan's journal of the diplomatic meetings, published in We Will Never Let You Down, records Thor Han's summary on the day after conclusion: "Agreements have been passed on Jupiter yesterday between the different progressive galactic coalitions, such as the Galactic Federation of Worlds, the Zenae (Andromedan) Council and the Council of Five, and Terran military forces. These meetings had for goal to determine the share, use and protection of this star system... Terran Humans are officially taking ownership of their star system." Territorial safety zones were established, delineating areas of multinational space cooperation — language that paralleled the Artemis Accords' own "safety zones" provisions, which Elena Danaan reportedly was unfamiliar with at the time. The Galactic Federation's stated requirement was to work with a unified global civilization rather than competing national programs. The top six nations were to form a horizontal coalition — a unified space department — under U.S. leadership, with the remaining eight participating nations included on a commercial basis.

China and Russia sent delegations to the penultimate meeting but were not selected to lead the coalition. Thor Han, observing from his ship as the agreements concluded, saw three ovoid silvery ships departing from behind Mars: "Two of them, it's the Chinese delegation and the Russian delegation. They're apparently very, very unhappy because they hadn't been selected to manage everyone and they didn't want to be under the rulership of America." China subsequently refused continued participation, choosing instead to attempt an independent space force — an outcome Thor Han predicted would fail due to absence of Galactic Alliance support.

The public spaceflight events of mid-July 2021 are interpreted as coordinated cover stories for CEO attendance at Jupiter. Branson flew in a Virgin Galactic craft on July 11; Bezos flew in a Blue Origin craft on July 20; and Musk announced on July 23 that SpaceX had been awarded a NASA contract to launch the Europa Clipper mission to Jupiter by 2024. Bezos's prior involvement in secret negotiations is cited as circumstantial evidence: in early 2018, US Secretary of State Rex Tillerson traveled to Bariloche, Argentina for secret negotiations allegedly involving the Dark Fleet, and Bezos was present in Bariloche at the same time.

Participants

Earth delegations

Fourteen nations with active space programs were represented at the preliminary meetings. Each national delegation was composed of military officials from their respective space forces alongside representatives of progressive aerospace corporations. Salla identified the twelve Artemis Accords signatory nations — Australia, Brazil, Canada, Italy, Japan, Luxembourg, New Zealand, South Korea, Ukraine, the United Arab Emirates, the United Kingdom, and the United States — as the most likely core group, with two additional nations from those holding active space programs but not yet signatories.

Six nations were identified as the most capable tier: those with the oldest and largest national space programs, corresponding to Russia, the United States, France, Britain, China, and Japan — all but one being permanent members of the UN Security Council.

Thor Han Eredyon separately identified the military signatories providing security personnel: Air Force Space Command, the Russian military, Italy, Austria, Japan, France, and the UK — with Germany declining to participate — coordinating under U.S. Space Command.

Corporate delegates from newer aerospace companies — specifically those of Elon Musk (SpaceX), Jeff Bezos (Blue Origin), and Richard Branson (Virgin Galactic) — also attended. Thor Han confirmed to Danaan that "all of them — and many more" CEO-level figures were present.

Galactic delegations

The non-human delegations comprised the Galactic Federation of Worlds, the Andromeda Council, and the Council of Five, each auditing Earth delegations separately before the combined selection process concluded. Val Nek, a fleet commander of the Galactic Federation later promoted to high commander, attended as a facilitator of negotiations between the corporations and the Earth Alliance.

Terms and outcomes

Corporate manufacturing mandate

Aerospace corporations formerly serving the Dark Fleet and the ICC were required to dismantle their operations in those contexts and redirect their manufacturing capacity toward building spacecraft and technology for Solar Warden, the U.S. Space Force, and the U.S. Navy. Val Nek specified that the corporations of Bezos, Musk, and Branson "among other smaller corporations, were chosen to manufacture technology like spacecraft to serve humanity and help defend Earth so that the Federation can hand over the responsibility to the Terran people." Compliance was non-negotiable: "the corporations do not want to make enemies of the Federation. These corporations were chosen because time is of the essence." The Federation's rationale for working through these specific corporate leaders despite doubts about their character was explicitly pragmatic: "We take the ones who are available here and now. I know they are not pure-hearted, but they are the only ones able to lead the Terran species into the future. As corporations, their agendas are financial. They go with the winners. Their old allies are losing." The Federation additionally noted that it was "watching them proving their good intent" as an ongoing condition.

The Galactic Federation committed to providing advanced technology — initially to Earth militaries and subsequently to civilian and scientific organizations — contingent on adherence to the agreed terms.

SSP witness Corey Goode had since 2015 warned that a solar flash micronova event was approaching that could wipe out surface civilization, making rapid development of off-world civilian evacuation capacity essential — consistent with Thor Han's statement that "we don't have time."

Military training

Val Nek specified he had been "working to train their military in space travel and navigation and also training them to help use the technology that will be manufactured," working "alongside Terran leaders to help organize their military and choose military leaders who have the consciousness to understand the benevolent space beings and how to make peace in the galaxy."

Cabal surrender clause

A provision of the Accords required the global elites to surrender their powers over the global financial system within five months — by December 2021. As Thor Han explained: "When the Jupiter agreements took place, they received a warning that we would meet in five months and they would have to prepare to surrender." The elites were offered "a life off world with all commodities" in exchange for cooperation — transport via an Antarctic intergalactic portal to a world in another galaxy.

Aftermath

Antarctica surrender meeting (December 2021)

Five months after the Jupiter Accords, global elites including World Economic Forum chairman Klaus Schwab, European Central Bank president Christine Lagarde, and Ripple Labs executives Brad Garlinghouse and David Schwartz were noted by public tweets to have attended a meeting in Antarctica. Thor Han described the meeting's purpose: "the Terran elites under enemy leadership complied to meet on the southern continent with our representatives in order to hand over to the Earth Alliance their powers upon the global financial system." As a precondition of departure, the elites were required to help unwind the global financial control structures and undo "dark ether arts and the spells" used to maintain control — described as black magic rituals that had to be ritually reversed for the transition to proceed.

Antarctic base transfer and Dark Fleet expulsion

In September 2021, Val Nek reported that, as a direct consequence of the Jupiter Accords, former Dark Fleet bases in Antarctica had been cleared and transferred to the Earth Alliance. China, which had initially opposed the Jupiter framework, shifted its position after the Galactic Federation chose the United States as the lead coordinating nation, as cooperation was necessary for China to receive access to advanced Federation aerospace technologies. China transferred former Dark Fleet Antarctica facilities to the Earth Alliance as part of this compliance.

Tall Gray alien leaders fleeing Dulce Base were subsequently captured by the Galactic Federation at the Saturn portal, an operation Thor Han described as a direct enforcement consequence of the Jupiter framework's expulsion of Orion Gray influence from the solar system.

Lunar operations

Concurrent with the Jupiter Accords, the Moon was reported to have been liberated from prior Dark Fleet and Zeta Reticulan control and placed under the administration of the Earth Alliance — specifically the U.S. Navy and Space Force. Moon sectors were allocated to different nations under Alliance oversight, with the U.S. Navy and Space Force using them as a staging ground for training with the newly manufactured technologies. The Galactic Federation of Worlds deployed technology, including medbeds, to lunar facilities for use by Earth military personnel wounded in the liberation campaigns, with phased access for civilians planned subsequently.

The Jupiter Hub

Following the Accords, construction began on a permanent facility in Jupiter's orbit — referred to as the Jupiter Hub — centered on an Alte mothership offered as a gift to humanity by the Galactic Federation. Space Force personnel were integrated into the construction and preparation of a dedicated Terran military section of the hub. The Agreements assigned the Earth Alliance management responsibility for the hub once construction was complete: "When the hub will be finished, the Earth Alliance will take over the management of the hub." Two Earth corporations provided materials for construction, with the station designed to handle multiple densities and gravitational forces — requiring materials from other solar systems rather than solely terrestrial ones. Thor Han described the hub's intended function as a center for trade, research, cultural exchange, and eventual public access — open to civilizations from across the galaxy and beyond, once Earth achieved membership in the Galactic Federation. Access to the hub was tied to the Artemis Accords: nations that had signed would have full access, while nations with space programs that had not signed — including China — would be excluded. Russia, while not an Artemis Accords signatory, was nonetheless granted hub access — attributed to Russia's role within the Earth Alliance and to its leader's alignment with the White Hats.
